3 ADVERTISEMENT LOCAL GOVERNMENT SCHOLARSHIP PROGRAM TRAINEESHIP IN COMMUNITY SERVICES The Shire of Carnarvon is seeking a trainee from the local community that is interested in a traineeship at an entry level position in Community Services. The traineeship will involve having a direct input into community development and planning activities and developing and implementing specific community projects, events and strategies. You must be between the ages of years old and have completed Year 10 at school (or equivalent). The traineeship is full time for 12 months during which time you will study for a Certificate III in Community Services Work (within working hours). You will gain valuable work experience as well as receive a formal industry qualification. 4 COMMUNITY DEVELOPMENT - TRAINEE 1. POSITION OBJECTIVES Objectives of Position: To assist the Community Development team to work with the Carnarvon community using a strength based approach and within a community development framework. To assist the Community Development Team to research, develop and implement a range of programs, activities and events. To collaborate and liaise with community organisations developing networks and building capacity. To assist in the development and implementation of immediate, shortterm and long-term responses to community issues in the community. REQUIREMENTS OF THE JOB Skills Written communication skills, to assist with submission writing. Developing customer service skills. Good level of interpersonal skills. Sound computer skills. Developing skills in use of office equipment. Knowledge Broad understanding of social issues that impact on people in Carnarvon. Developing knowledge of Community Development principles. Experience N/A Qualifications and/or Training To have completed Year 10 at school or equivalent. To be willing to undertake and complete the Certificate III in Community Services Work 3. KEY DUTIES/RESPONSIBILITIES Outcome: Development of Young People 4

5 Assist in the development and implementation of activities and appropriate programs that offer opportunities for positive development. Assist in consulting and engaging with the Carnarvon community in the development, planning and evaluation of programs and activities. Provide appropriate information in response to queries from the community and organisations. Liaise positively and constructively with parents, service providers and other significant adults in relation to program participants under the direction of the Youth Development Officer. Outcome: Administration Assist with reports and/or prepare information and data for reports. Develop and maintain a sound resource base for information and referral purposes. Assist with undertaking marketing and promotion of Council. Assist with research for and the writing of funding submissions and acquittals. Outcome: Community Development Maintain a sound knowledge base of community organisations and their services to the community. Liaise with community groups and other relevant organizations. Identify opportunities for partnerships, collaboration and joint ventures both within and outside the community. Identify issues of concern to and program development opportunities for consideration. Maintain sound knowledge on community development principles and the strengths based approach. Outcome: Events Assist the Community Development Team in the development and conduct of events and community activities. EXTENT OF AUTHORITY This position works under the day-to-day direction of: Executive Manager Community Services 6. SELECTION CRITERIA Essential: Written, verbal and presentation skills. Good interpersonal skills. An understanding of the social issues that impact on people within the Carnarvon community. Competency in word, and use of internet. Current certification of Working With Children Card. Desirable Local Indigenous people are encouraged to apply 6

7 CONDITIONS OF EMPLOYMENT BRIEF OVERVIEW: - Conditions of employment include: Employed under the conditions of Local Government Industry Award 2010 Shire of Carnarvon for 12 months A 3 month probationary (trial) period will apply Salary will be $630 per week and the following trainee rates will apply Age Amount Under 17 years old 55% ( per week) 17 years old 65% ( per week) 18 years old 75% ( per week) 19 years old 85% ( per week) 20 years old 95%( per week) 38 hours per week 1 RDO per month. 5 weeks annual leave, plus 17 ½ % loading per annum. 10 days (approximately) sick leave per annum. Council subsidises the cost of uniforms - $300 per annum. No housing is provided for in the position however a housing subsidy of $1300 pa applies. Superannuation: - 1. Superannuation Guarantee (SGC) payable at 9% of Employee Salary is offered payable by the Council. 2. Optional Superannuation in addition to the above is payable on the following basis: - - Employee Contribution 5% or greater. - Council Contribution 2% (current and subject to Policy) Direct banking of pays. A district allowance of $1,020 pa is payable. Should your partner be either unemployed or not claim a district allowance from their employer, you may claim a further $1,020 for your partner. In addition, Council also maintains a smoke free working environment. The Shire of Carnarvon is an Equal Opportunity Employer. Shire of Carnarvon has an Injury Management Policy and an Injury Management Officer. Council is extremely safety conscious and the employee will be required to abide by Council s Policies on safety, a copy of which will be supplied. Shire of Carnarvon has a Customer Service Charter which all employees must adhere to the Charter. Attending work under the influence of alcohol and/or drugs is strictly prohibited. All moneys owed to the Shire of Carnarvon will be reimbursed by the employee upon termination of employment. Such reimbursement can be by way of (yet not limited to) deductions from employees termination payments 7

9 ABOUT CARNARVON Carnarvon is famous worldwide for its varied and amazing attractions exclusive to this part of our State Mt Augustus, the biggest rock in the world, beautiful wildflowers and a fishing paradise along our coast. The scenery is spectacular and our best natural asset is our weather. Average maximum of January is 31ºC and July 22ºC. Highest recorded temperature 47.7ºC. Average yearly rainfall 229mm. Average yearly temperature 26.6ºC. Population Carnarvon, the hub of the Gascoyne, has grown in stature over the years as a popular base to shop and sample locally grown produce and fish. The CBD comprises a wide range of retail Outlets Woolworths, 2 newsagencies, variety shops, Target Country, electrical stores.. Recreation Carnarvon is a very sport minded community with every sport being catered for including touch football, soccer, cricket, basketball, netball, underwater hockey, indoor hockey and many more too numerous to mention. We have two premier sporting ovals Town Oval and the Festival Grounds. The Festival Grounds also includes premier football oval, netball courts, soccer fields, pavilions and toilet facilities. Carnarvon also caters for the swimming fraternity with both a 25m swimming pool and toddlers pool. We also have some of the most beautiful coastline in Australia. You can swim at one of many of our beaches within the town area or travel 40kms north to the Blowholes. 9

10 (Blowholes) (Northern Coastline) Carnarvon is located on the Gascoyne River Delta. The Gascoyne River supplies water to both the plantations which align both sides of the river and the town water supply. When in flow, the Gascoyne River also provides some ideal swimming areas for the family including Chinamans Pool and Rocky Pool. (Chinamans Pool) (Ten Mile Bridge &Gascoyne River in Flow) Gascoyne River and Plantations (North West Coastal Highway over 10 Mile Bridge) Note that the river bed is dry(left) however, water still runs beneath and is contained within the aquifers located beneath the river bed. 10

11 Education Education is also well catered for in Carnarvon. There are two State Primary Schools (up to Year 7), one High School (up to Year 12) Christian School (up to Year 7), Catholic School (up to Year 10). There are also 4 kindergartens and 3 pre primary schools. There is also a Central West College of TAFE located in Carnarvon which offers a wide range of courses. (East Carnarvon Primary School) Medical & Ancillary Excellent medical facilities exist with a Regional Hospital including general, childrens and maternity wards. You can either see a doctor on call or make an appointment with one of the private doctors at the Carnarvon Medical Centre or Aboriginal Medical Centre. A dental surgery is located within the CBD and open 5 days a week. Industries Carnarvon s major industries are tourism, salt and gypsum mining, pastoral, fishing and horticulture. Our seafood industry produces over $56m per year. The Carnarvon Plantation area comprises 176 plantations with the industry valued at $73m with an export of 30,000 tonnes per year. Produce ranges from bananas, tropical fruits, vegetables, citrus, stone, grapes and advocados. Table grapes are also a major export for Carnarvon. Carnarvon also boasts the most northern commercial egg farm in WA, producing over 4 millions eggs per year. 11

12 Salt and Gypsum mining is carried out at Lake MacLeod, 65kms north of Carnarvon with salt production valued at over $70.8m. Lake MacLeod measures 2072 square kilometres; 110km long and 40km wide. Fishing is also a predominant industry in the Gascoyne with the region s catch dominated by prawns however scallops, lobster, crabs and a variety of wetline fish are also caught in the area and processed in Carnarvon. Pastoral stations take up 115,800kms of the Gascoyne with the production of meat and wool being its primary activities however many stations are diversifying into goat domestication, grapes, aquaculture and outback tourism. There are also many stations throughout the Gascoyne that cater for both the locals and the tourists. Some stations offer personalised tours or will provide directions on where to explore some of the most beautiful country in Australia 12
