1 SPECIFICATION OF DUTIES AND GENERAL CONDITIONS OF APPOINTMENT Position Title: TravelSmart Project Officer (Temporary/Part-time) Introduction The Glenelg Shire Council currently has an exciting career opportunity for an enthusiastic, versatile, customer focused and result oriented applicant for the temporary (18 months) part time (24 hours a week) position of TravelSmart Project Officer in the Community Development Department. This position will primarily be based at the Portland Customer Service Centre. The TravelSmart Project endeavours to engage with the community in the development of strategies, programs and options for sustainable transport, research and mapping of appropriate commuter routes, develop an effective schools travel planning program and promotion of active and sustainable transport. The aim of the position is to educate and enable the Portland community, especially school children to actively commute on a regular basis. In this role the successful applicant will be required to carry out effective community engagement, develop, implement and promote active transport programs and school travel plans, conduct major active transport events and consult widely regarding sustainable transport strategic direction. Developed verbal and written communication skills, a current driver s licence and the ability to effectively use Microsoft Outlook, Word, Excel and Access are essential. Knowledge of sustainable transport initiatives and project management experience would be preferred. The development and the delivery of the TravelSmart program is the responsibility of the Integrated Planning Branch within the Planning and Policy Division at the Department of Infrastructure. The TravelSmart program currently covers three sectors: a) Communities b) Workplaces c) Education (Schools and Universities) The work is delivered in a variety of ways including: contracted work to consultants, through local government, as well as directly by the TravelSmart project staff. The TravelSmart team maintains close professional relationships with local government, public transport operators, as well as other key stakeholders both internal and external to the Department, to facilitate the successful delivery of the program in a partnership environment.
2 SPECIFICATION OF DUTIES AND GENERAL CONDITIONS OF APPOINTMENT Position Title: TravelSmart Project Officer (Temporary/Part-time) Overview of TravelSmart continued Context In 2002/2003, the Department of Infrastructure (DOI) developed methodologies for a Victorian TravelSmart Communities Program, and implemented small-scale pilot projects in the first half of Methodologies were developed for working with schools, the community and workplaces. In addition, Victoria accepted an offer from the Commonwealth Government through the Australian Greenhouse Office (AGO) to participate in the Greenhouse Gas Abatement Program (GGAP) for a National Travel Behaviour Change program (NTBCP): a) To effectively and efficiently deliver a successful voluntary travel behaviour change methodology. b) To achieve a change in travel behaviour of approximately 10% to 14% reduction in car trips and car kilometres, across the target population, without restriction of personal activity, or adverse community or political reaction. c) To increase the levels of cycling, walking and use of public transport across the target population. d) To raise awareness and to facilitate a greater understanding of travel behaviour change and to encourage positive attitudes towards travel behaviour change by the community, local and state government staff, and politicians. 4 SPECIFICATION OF DUTIES AND GENERAL CONDITIONS OF APPOINTMENT Position Title: TravelSmart Project Officer (Temporary/Part-time) 1. Salary The salary offered is a Band 5, which currently has an annual salary range of Band 5 Level A $29, to Band 5 Level D $34,428.10, based on a 24 hour working week. Salary and conditions of appointment will be in accordance with the Glenelg Shire Council s Enterprise Agreement No , or any successor Awards or Agreements. 2. Superannuation The Shire is required to make a statutory contribution to the scheme for the employee s benefit. The employee may also make a contribution. From 1 st July 2002 the statutory contribution is 9% of the annual salary. The Council s Enterprise Agreement provides that: 35.1 The Council shall be a participating employer in the Vision Superannuation Fund, the Defined Benefits Scheme and/or LASPLAN, and shall participate in accordance with the provisions and requirements of the Trust Deed under which the Local Authorities Super Pty Ltd operates The Council shall contribute to such fund(s) in accordance with the Superannuation Guarantee Act 1992, on behalf of each employee The Council shall provide each employee, upon commencement of employment, with membership forms for the LASPLAN and shall forward the completed membership form to the Local Authorities Super Pty Ltd within 14 days, provided that where the Trust Deed provides for a new employee, who is an existing member or former member of the Local Authorities Superannuation Fund Defined Benefits Scheme, to be re-admitted or continue to be a member of that Fund, this sub-clause shall not apply Each employee shall be a member of the Vision Super Fund. 3. Termination of Employment Either party giving the required notice in accordance with the relevant Award may terminate the appointment. 4. Normal Hours & Days of Work The applicant will be required to work three regular eight (8) hour days each week. Flexible working arrangements (hours and days) will be available by negotiated agreement with the supervisor. This role may require out of hours attendance at stakeholder meetings, workshops, forums and events.

Annual Leave The successful applicant will be entitled to four weeks annual leave per annum (pro rata for part-time employees) and 17.5% Leave Loading. 9. Sick Leave The successful applicant will be granted a credit of one day (pro rata for part-time employment) sick leave at ordinary pay for each month of completed service. 10. Commitment to Training, Development & Multi-Skilling Our Council is committed to providing on-going training and development for all employees to achieve multi-skilling, increase flexibility, enhance productivity and performance, achieve and maintain competitiveness, and to minimise the need to employ relieving staff. This year we have implemented a pilot Leadership and Development Program, which will be conducted over a period of nine months, in-house by an external training organisation and have offered 16 employees the opportunity to participate in the Program. 11. Salary Sacrifice Salary sacrifice options include superannuation, employee s children s attendance at Council s Childcare Centres and membership at the Portland Leisure and Aquatic Centre. Exclusions apply and applicants must adhere to the terms and conditions contained in the Salary Sacrifice Policy.

Position Objectives a) Implementation of the TravelSmart program and travel planning in Portland and the Glenelg Shire b) Prepare sustainable school travel plans in collaboration with the Portland school community c) Carry out research, collect and analyse data that relates to sustainable transport d) Organise the promotion, distribution and collection of the TravelSmart Annual Survey e) Develop, implement and promote active sustainable transport strategies and behavioural change programs and events f) Monitor the effectiveness and report on the TravelSmart program on behalf of Council and stakeholders g) Participate in local government network of TravelSmart officers h) Participate in the development of actions for a Sustainable Transport Strategy for the Glenelg Shire 3. Key Responsibilities & Performance Standards Policy Development & Analysis a) Develop a Sustainable School and Community Travel Plan Promotion & Advocacy a) Develop and distribute resources that support the TravelSmart Program as required; b) Develop, coordinate and distribute educational and promotional materials that support the sustainable transport program;

Key Responsibilities & Performance Standards continued Promotion & Advocacy continued c) Provide information to schools and workplaces on sustainable transport initiatives; d) Facilitate the development of strong Council networks with walking and cycling advocacy groups (Bicycle Victoria), public transport users groups and public transport operators, and transport related State Government bodies; e) Identify and pursue funding opportunities which support the sustainable transport strategies. This may include preparing submissions to bodies such as the Sustainable Energy Authority and Australian Greenhouse Office. Implementation of Strategies a) Work with Glenelg Shire Council, State Government Departments (Department of Transport), Portland schools, police, media and public transport operators in the implementation of the TravelSmart Program in Portland in 2009; b) Develop either a Community Engagement Strategy or Communication Strategy for TravelSmart Program b) Facilitate the development of new or existing walking, cycling, public transport and ride sharing groups within the municipality as required; and d) Coordinate Ride to Work Day, Walk to Work Day and World Car Free Day functions and other events/activities as required. Team Processes a) Participate in developing relevant stakeholder team goals and working towards their achievement; b) Participate in developing appropriate ways for sharing information and communicating. Organisational Responsibilities a) Adherence to Council s Occupational Health and Safety Policy including assuming responsibility for the proper use of all safeguards, safety devices, personal protective equipment and other equipment provided for safety purposes; b) Practice and promote Council s EEO principles by treating fellow staff fairly and equitably and without discrimination and harassment; and c) Promote a positive image of the council to members of the public through professional standards of personal presentation and through the provision of services/advice in a courteous and efficient manner. The Manager may direct the Officer to carry out such duties as are within the limits of the employee skill; competence and training provided such duties do not promote a narrowing of the employee s skill base. 4. Confidentiality The employee must not, whether during or after the employee s employment with the Council, make any improper disclosure or use of: a) Any information or trade secrets of the Council; b) The position of the Council or of any Councillor or Council employee on any confidential matter; or c) Any other information whatsoever, the disclosure of which may be detrimental to the interests of the Council or of any other person who has provided it to the Council on a confidential basis, unless the employee is required to disclose the information by law. The employee must use the employee s best endeavours to prevent the improper publication or disclosure or use of any such information by anyone else.

Accountability & Extent of Authority a) This position is accountable to the Group Manager to complete the key responsibilities and duties. It is also accountable for ensuring that any legislative or statutory requirements and industry standards associated with theses responsibilities are met. b) The incumbent of this position is accountable for the quality, effectiveness, cost and timelines of the TravelSmart program and projects that they are delivering, and is responsible for the safety and security of the related assets and facilities. c) In areas of responsibility that are not clearly defined, clear guidelines will be set for the incumbent. 7. Judgement & Decision Making a) The incumbent is responsible for making decisions and problem-solving using procedures and guidelines, professional/technical knowledge and/or experience. 8. Management Skills a) Good oral and written communications skills, including report writing, presentation and public speaking skills. b) Ability to set priorities, organise time and meet objectives. c) Sound negotiation skills d) Ability to coordinate and work with volunteers. e) Ability to achieve objectives within a prescribed schedule and budget. f) Ability to prepare agendas and conduct stakeholder/community meetings. g) Understanding of and ability to comply with human resources management practices including Equal Employment Opportunity, Occupational Health and Safety and Risk Management. 9. Interpersonal Skills a) Ability to establish and maintain close effective working relationships with Councillors, senior management, supervisors, other Council staff, State Government Departments, volunteers, organisations and businesses. b) Ability to communicate, negotiate, influence and relate to a broad cross section of individuals, organisations and community groups. c) Energetic and self motivated. d) Demonstrate commitment and understanding of Access and Equity principles as they relate to the provision of government services. e) Ability to write reports and prepare external correspondence within area of responsibility. 11. Qualifications & Experience a) Relevant tertiary qualifications in one of the following areas is desirable but not essential - transport planning, health promotion, environmental management or behavioural change with some relevant experience OR relevant work skills and experience with a broad understanding of sustainable transport and in particular the role of local government in relation to walking, cycling, public transport and ride sharing. b) Developed verbal and written communication skills with demonstrated ability to effectively communicate with a broad range of groups and individuals. c) Strong project management skills, manage workloads, prioritise work and meet deadlines. d) Effective negotiation skills, particularly in stakeholder liaison and management. e) Capacity to gain cooperation and assistance from a range of people including other staff, public transport operators, government and statutory representatives, community representatives, developers and industry. f) Experience working with volunteers and rural community. g) Demonstrated proficiency in the use of IT skills (Microsoft PC software i.e. Outlook, word, excel, access, dataworks, etc). h) A current Victorian Driver s License is essential. 12.
