2 Mexico is now the world s 8th largest manufacturer of automobiles 2011, a record year for Mexico s production of passenger cars and light trucks: 2.55 million units. Mexico exported more than 2.1 million vehicles to markets in North America, Europe, South America and Japan. Of that, almost 322 thousand cars were exported to Brazil and other South American markets, or an increase of 56 percent growth for the year. In the U.S., sales of Mexican-made cars surpassed 1.3 million units and exports to Europe were 221 thousand vehicles. 2
3 Mexican-made cars are exported to markets, demanding the highest quality, safety and environmental standards. 8 8 Automotive Industry Restructuring Automotive companies and their suppliers are intensifying production transfer to Mexico. Japanese OEM s and auto parts firms have been impacted by the high value of yen. Firms must migrate production overseas to remain competitive. Since 2008, Mexico has emerged as one of the world s most competitive site for foreign manufacturers of finished vehicles but also for auto parts production. Japanese, North American and European manufactures are rapidly expanding in Mexico.
9 9 Examples of recent OEM s investment in Mexico 2009 GM: USD$ 500 million to produce a new line of engines, as well as a new vehicle in the State of Coahuila Ford: USD$3 billion for a diesel engine plant in Chihuahua, a new transmission plant in Guanajuato (a joint venture with Getrag) that produces the Fiesta s new automatic transmission, and a revamping of its Cuautitlán Plant to assemble the Fiesta model Volkswagen: USD$550 million in an engine plant in Guanajuato, to produce up to 330,000 latest-generation engines per year to supply clients in Mexico and the U.S.
10 10 Examples of recent OEM s investment in Mexico 2011 Mazda: USD$ 500 million for a new plant to produce 140 thousand units beginning in late Honda: USD$ 800 million to build its second plant in Mexico with and output of 200 thousand cars beginning in Fiat: USD$ 400 million to build a new plant in Coahuila. Nissan: USD$ 2,000 million for its third plant in Mexico to produce 175 thousand units beginning in late 2013.

15 Mexico has a vast network of trade agreements FTAs with more than 40 countries which account for around 70% of world GDP, two-thirds of global imports and over a billion consumers. 16 16 Industrial Policy Flexible regulations and the allocation of duty free import quotas for vehicles from outside the NAFTA region may increase under certain conditions. The latter scheme encourages manufacturers to invest in projects that develop Mexican suppliers and the purchase of components made locally. As a result, the production of Mexican part suppliers for Japanese automakers operating in Mexico is increasing. New automotive investment that focus on added value (engineering, product design, testing and R&D), are rewarded with incentives including job training assistance and tax credits.
17 17 Programs to support the Automotive Industry Automotive Decree.- Tariff preferences on imports of parts but also finished vehicles under a quota system to encourage producers to locate in Mexico. Fund to support Micro, Small and Medium Enterprise (Fondo PyME).- Fosters development and consolidation of Tier 2 and Tier 3 parts suppliers. Ministry of Economy/Promexico Fund.- Provides tax and grants as incentives to projects generating economic development. IMMEX,. Tariff ceiling of 0 to 5% on parts originating from countries with which Mexico does not have FTA s PROSEC,. Value Added Tax exemptions on imported parts
18 18 Industrial Policy Support instruments R & D Programs.- Focus on projects with high degree of innovation and technology development. Local Governments Support.- According to their own programs and laws (e.g. infrastructure, suppliers development, grants, capacity training, etc.) State Governments Incentives.- Could be the most important incentives, in monetary or in-kind value, that a new project could receive. Industry support led by OEM s and Local Governments.- Efforts mostly focused on suppliers development of local firms.
19 Mexico has specific programs to facilitate foreign trade: PROSEC PROSEC program allows imports of inputs under preferential tariff rates Benefits Establishes most tariffs between 0% and 5% for imported inputs and machinery, based on final goods producing firms; Gives certainty about tariff levels for the export sector; Promotes the attraction of local and regional suppliers by defining a list of equipment and supplies that may be imported into this scheme; Maintains the competitiveness of firms established in Mexico compared to companies located in the U.S. and Canada. Who can apply and other considerations Legal entities established in the country that manufacture goods and which has the registration PROSEC; Apply for temporary or permanent imports; It is not conditioned to export Must comply with non-tariff restrictions and regulations 19
20 Mexico has specific programs to facilitate foreign trade: IMMEX The IMMEX program aims to increase and promote exports and stimulate modernization of the country's productive infrastructure. Benefits Exemption from payment of Value Added Tax on imports (ad valorem tariff rate-igi) No need to pay the Value Added Tax (VAT) Doesn t pay compensation fees Reduces the customs processing fees No VAT on domestic purchases Some firms are getting some benefit of the program: Who can apply and other considerations Firms exporting $ 500,000 (USD) or 10% of sales Only for allowed import fractions To meet deadlines for permanency of the imported goods To keep track of inventory 20
