William T. Mink, Ed.D., president, called the meeting to order. The following members were present: Alfred C. Fisher, C. Ann Volk and William T. Mink, Ed.D. Bart Mueller and Elizabeth Hanson, board members, were absent. Also present were Patricia Fitzgerald, John Marcellus, Scott Kipers, Bonnie Durante, Greg Cappello, Kathleen Cassidy, David Patterson, Esquire, and Christine Helmbold. Leo Lampman was absent. PLEDGE OF ALLEGIANCE HONORS AND RECOGNITION None PRESENTATIONS - None PRESIDENT S REPORT None SUPERINTENDENT S REPORT On Thursday evening, February 19, 2015, representatives from Camden County Technical Schools will join representatives from Camden County College (CCC) and the Camden County Freeholders (cosponsors), at the Freeholder meeting at CCC in Blackwood in order to present the Camden County Eighth Grade School of Character Award to Carusi Middle School (located in Cherry Hill) PUBLIC COMMENT - None The Board is limited in its ability to respond in public to matters of personnel, litigation, negotiations and attorney-client privilege. The school business administrator recommends the following: On motion of Mr. Fisher, seconded by Ms. Volk, to approve and ratify the following requests. MINUTES To approve the minutes of the January 21, 2015 regular meeting of the board of education. FINANCIAL Board Secretary s Certification. 1. Board Secretary s Report in accordance with 18A: and 18A: 17-9 for the month of December The Board Secretary certifies that no line item account has been over-expended in violation of N.J.A.C. 6A:23A (c) 3 and that sufficient funds are available to meet the district s financial obligations for the remainder of the fiscal year, and inserted on page 284-A through 284-T. 2. Reconciliation Report in accordance with 18A:17-36 and 18A:17-9 for the month of December The Reconciliation Report and Secretary s Report are in agreement for the month of December Board Secretary in accordance with N.J.A.C 6A:23A (c) 2 certifies that there are no changes in anticipated revenue amounts or revenue sources. 4. Board of Education Certification pursuant to N.J.A.C. 6A:23A (c) 4. We certify that after review of the secretary s monthly financial report (appropriations section) and upon consultation with the appropriate district officials, that to the best of our knowledge no major accounts or funds have been over-expended in violation of N.J.A.C. 6A:23A (b) and that sufficient funds are available to meet the district s financial obligations for the remainder of the fiscal year.

The purpose of this grant is to fund registration of CASE (Curriculum for Agricultural Science Education)Field Test. 8. To approve the following resolution. BE IT RESOLVED by the Board of Education of the Technical Schools in the County of Camden that authorization is hereby granted to accept an additional allocation of $19, from the 2015 Perkins Formula grant funds and to submit a budget modification to the NJ Department of Education.

BE IT RESOLVED by the Board of Education of the Technical Schools in the County of Camden that approval is hereby granted to assess an annual out of county high school tuition, for the school year of $14, Pending approval by the Executive County Superintendent. 10. To approve the following resolution. WHEREAS, the Camden County Technical Schools enters into certain types of contracts with vendors where the initial cost on same is less than $17,500; and WHEREAS, because of the nature of these contracts, the total amount of said contract is unable to be determined during the term of said contract because of the type services provided; and WHEREAS, however, once it is determined and certified in writing that the value of these services will exceed $17,500, it is necessary for the Technical Schools to require submission of additional documentation from said vendor; and WHEREAS, the contract for Eastern Armored Services Inc., Paul s Custom Awards and Vernier Software & Technology, LLC, will now exceed $17,500 which requires the filing of a Political Contribution Disclosure Form; and WHEREAS, the above named vendors have completed and submitted a Political Contribution Disclosure Form which certifies that they have not made any reportable contributions to a political candidate committee in the County of Camden in the previous year, and that the continuation of the contract will prohibit them from making any reportable contributions through the term of this contract. NOW, THEREFORE, be it resolved by the President and Board Members of the Camden County Technical Schools, County of Camden and State of New Jersey that for the reasons set forth in the Preamble hereinabove, it hereby acknowledges that the Political Contribution Disclosure Forms have been provided by the above named vendors, together with a Determination of Value signed by the Business Administrator for the Camden County Technical Schools, and said contracts now exceed the sum of $17,500. BE IT FURTHER RESOLVED this Resolution shall take effect immediately upon adoption.

RESOLUTION OF THE CAMDEN COUNTY TECHNICAL SCHOOLS APPROVING STANDARD GAS SERVICE AGREEMENT WITH SOUTH JERSEY GAS COMPANY WHEREAS, on a periodic basis, the Camden County Technical School enters into a Standard Gas Service Agreement with South Jersey Gas Company for the sale and purchase of gas to the Technical Schools; and WHEREAS, it is necessary for the Camden County Technical Schools to enter into a new Agreement from February 1, 2015 through January 31, 2018, for this purpose, which Agreement is attached hereto and incorporated by reference herein, as inserted on page 284-W through 284-AA. NOW, THEREFORE, be it resolved by the President and Board Members of the Camden County Technical Schools that it hereby approves the attached Standard Gas Service Agreement with South Jersey Gas Company for the sale and purchase of gas to the Technical Schools. BE IT FURTHER RESOLVED that the appropriate Technical School Officials are hereby authorized to execute said Agreement. BE IT FURTHER RESOLVED this Resolution shall take effect immediately upon adoption.

RESOLUTION OF THE CAMDEN COUNTY TECHNICAL SCHOOLS BOARD OF EDUCATION AMENDING THE SHARED SERVICES AGREEMENT BY AND BETWEEN THE COUNTY OF CAMDEN AND THE CAMDEN COUNTY TECHNICAL SCHOOLS FOR THE PROVISION OF EMPLOYEE BENEFITS ADMINISTRATION SERVICES WHEREAS, the County of Camden Board of Chosen Freeholders (hereinafter the County ) and the Camden County Technical Schools (hereinafter CCTS ) authorized a consolidated and amended Shared Services Agreement for the purpose of consolidating into one agreement, the various Shared Services Agreements WHEREAS, the County and CCTS have subsequently determined it would be beneficial to include specific employee benefit administration services in the Shared Services Agreement between the parties; said services having been previously performed in a limited capacity; and WHEREAS, the employee benefit administration services shall be provided by the County to CCTS at no additional cost to CCTS; and WHEREAS, this amended Shared Services Agreement is authorized pursuant to N.J.S.A. 40A:65-1, et seq. ( Uniform Shared Services and Consolidation Act ) which permits two units to enter into a contract for any service which any party to the Agreement is empowered to render within its jurisdiction; and WHEREAS, the County and CCTS agree that their mutual public purposes and their best interest will be promoted by the execution and delivery of this amended Shared Services Agreement pursuant to the powers conferred by the Uniform Shared Services and Consolidation Act; and WHEREAS, all other provisions of the consolidated and amended Shared Services Agreement by and between the County and CCTS shall remain in full force. NOW, THEREFORE, be it resolved by the President and Board Members of the Camden County Technical Schools that pursuant to N.J.S.A. 40A:65-1 et seq., the consolidated and amended Shared Services Agreement between the county of Camden and the Camden County Technical Schools shall be further amended to include employee benefit administration services. BE IT FURTHER RESOLVED all other provisions of the consolidated and amended Shared Services Agreement by and between the County of Camden and the Camden County Technical Schools shall remain in full force and effect. BE IT FURTHER RESOLVED this Resolution shall take effect immediately upon adoption.
