1 REQUEST FOR PROPOSALS Site-Specific Prbable Maximum Precipitatin and Inflw Design Fld fr Grss Dam Summary f Request fr Prpsal Denver Water (DW), wner f Grss Dam and Reservir in Bulder Cunty, Clrad, is sliciting prpsals t prvide civil engineering and hydrmeterlgical services fr develpment f site-specific prbable maximum precipitatin (PMP) and inflw design fld (IDF) as part f the Grss Reservir Expansin Prject. The PMP and IDF must be develped in cmpliance with Federal Energy Regulatry Cmmissin (FERC) and Clrad Office f the State Engineer (SEO) regulatins and guidelines. The SEO released updated requirements regarding develpment f site-specific extreme precipitatin studies in their revised Prject Review Guide published February 17, The updated SEO requirements shall be satisfied in additin t thse set frth by FERC. The selected cnsultant will supprt Denver Water in crdinating with an independent Bard f Cnsultants (BOC), FERC, and the SEO t ensure that the initial scpe and resulting wrk prduct are acceptable t the regulatry agencies and BOC. Intrductin and Backgrund The existing Grss Dam is an n-stream facility lcated n Suth Bulder Creek in Bulder Cunty, Clrad, and in the Arapahe-Rsevelt Natinal Frest. The dam is wned and perated by Denver Water and prvides raw water strage frm bth west slpe transcntinental diversins and frm the Suth Bulder Creek watershed upstream f Grss Dam. The dam structure is a curved cncrete gravity dam frmed with a structural height f 345 feet. Denver Water prpses t raise Grss Dam by 131 feet t a final height f 471 feet, increasing strage vlume frm 41,811 acre feet t apprximately 119,000 acre-feet. The facility is regulated by FERC and the SEO. Grss Reservir has a tributary watershed area f apprximately 93 square miles at an average elevatin f apprximately 9340 feet abve mean sea level. The watershed extends frm the cntinental divide, at elevatins abve feet, t Grss Dam at an apprximate elevatin f 6955 feet. The watershed is characterized by rugged muntainus terrain, cniferus tree-cvered slpes, and little urban develpment. The PMP and IDF resulting frm this prject will be submitted fr review and apprval by FERC and the SEO, and will serve as design criteria fr the dam raise prject. Qualificatins f Cnsultant T be qualified t respnd t this RFP, the cnsulting team must be led by a Licensed Prfessinal Civil Engineer registered in the State f Clrad with at least 10 years f applicable prject experience including prjects requiring similar regulatry apprval by FERC and the SEO. The team must als include hydrlgists, meterlgists, and hydrmeterlgists with applicable prject experience. The Engineer may include prpsals frm multiple PMP subcnsultants fr Denver Water s cnsideratin. Denver Water reserves the right t dictate the rganizatin f the final cnsulting team. All cnsultants interested in prpsing n the prject must nt be in a cnflict f interest psitin regarding the nging wrk related t the Prject s 404 permit applicatin managed by the U.S. Army Crps f Engineers. Scpe f Services The analyses and selectin f the IDF will be cmpleted by the Cnsultant with input frm DW engineering staff. The Cnsultant s respnsibilities include prviding, mnitring and maintaining a prject management wrk plan and schedule, preparatin f initial scpe and detailed prject executin plan, develpment f lcal and general strm PMPs, hydrlgic ruting f lcal and general strm PMPs, selectin f design rainfall and resulting IDF, thrugh reprting n prject wrk, assisting DW in crdinatin with regulatry agencies, and prviding prfessinal services thrugh cmpletin f the prject. The cnsultant is required t meet the requirements f DW s Capital Prjects Prcedures Manual (CPPM). Task 1 Prject Executin Plan Prepare a Prject Executin Plan dcumenting the prpsed apprach fr each cmpnent f the prject cntributing t develpment f the IDF. The Prject Executin Plan shall describe in detail the specific methdlgies, technical references, and parameter selectin criteria t be used. Prvide draft and final technical memranda presenting the Prject Executin Plan. The Final Prject Executin Plan Technical Memrandum shall address cmments frm the BOC and regulatry agencies. Assign tempral and spatial distributins fr each f the frequency strm and PMP values specific t the Grss Reservir watershed and in cmpliance with NOAA, FERC, and SEO guidelines as apprpriate. Clearly describe in the prpsal the detailed methdlgies that will be used fr determining the site-specific PMP depths and spatial and tempral distributins. Prvide draft and final technical memranda dcumenting the detailed methdlgy, parameter values, results, cnclusins, and recmmended rainfall values (including precipitatin depths and tempral and spatial distributins) fr the frequency strms and lcal and general strm PMPs t be carried frward int the Hydrlgic Ruting Task. Clearly describe in the prpsal the detailed methdlgies and cmputer mdels that will be used fr hydrlgic ruting. Prvide draft and final technical memranda dcumenting the detailed methdlgy, parameter values, results, cnclusins, and recmmended IDF hydrgraph t be presented t the regulatry agencies. In the prpsal, prvide a detailed descriptin f the prpsed apprach fr develping annual exceedance prbabilities and describe their anticipated reliability and verall usefulness. Palehydrlgic studies (e.g., tree ring analyses) are nt desired. DW will determine whether r nt this ptinal task will be included as part f the prject.

5 Page 5 f 6 Prpsal Requirements The prpsal shall utline the prpser s scpe f services, which at a minimum must include the criteria set frth within this request fr prpsal, and the prpser s apprach t administer and cmplete the prject. A detailed prject apprach will assist DW in understanding the prpsers understanding f the prject and the pprtunities and cnstraints that a prject f this cmplexity may cntain. At a minimum, the prpsal shall include: Cver Letter. Prject apprach including any unique slutins and clearly identifying all assumptins. Tailred 2 page resumes fr key prject persnnel, including prjects similar in nature and cmplexity t the Grss Reservir Site-Specific PMP and IDF Prject, shall be prvided fr key persnnel shwn within the prject rganizatin chart. All key persnnel prpsed fr the prject must remain available fr the entirety f the prject, a change f prject persnnel will nly be permitted in extreme circumstances. Manpwer labr estimate (wrk breakdwn structure) by labr type/hurs fr the fllwing majr prject tasks and the crrespnding hurly rates (11-inch by 17-inch frmat is acceptable). Task 1: Prject Executin Plan Task 2: Strm Develpment Task 3: Hydrlgic Ruting Task 4: IDF Reprt Task 5: FERC/SEO Crdinatin Task 6: Prject Management, Meetings, and Crdinatin Task 7: (Optinal) Annual Exceedance Prbabilities Detailed schedule with any deviatins frm the schedule included herein clearly identified. 6 Page 6 f 6 Selectin Criteria DW will review the prpsals and make a selectin based n the fllwing criteria. The criteria will be the basis fr evaluating the written prpsals. All criteria will be multiplied by the assciated weight t give a weighted criteria scre. The weighted criteria scres will be summed fr a cumulative scre. The maximum pssible cumulative scre is 100.
