Convene School Board Workshop: The Board convened in the einstein.lab at 4:36 p.m. Chairman Edwards noted Vice Chairman Anderson and Ms. Taylor would not be in attendance, and Ms. McLeod was en route. All other Board members were present upon the arrival of Ms. McLeod at 4:46 p.m. Chairman Edwards then provided a brief overview of the meeting agenda. A. Performance Based Assessments: Lesley L. Hughes, Ed.D., Elementary Executive Director; and James M. Pohl, Ph.D., secondary Executive Director, both from the Department of Teaching and Learning, guided the Board through a workshop to advance an understanding of performance based assessments and the role they play in the division s balanced assessment system and K 12 curriculum. Additionally, the workshop provided an opportunity to address the elimination of certain Standards of Learning (SOL) tests. Discussion concluded at 5:11 p.m. B. Improving Equity, Access and Performance in Advanced Placement Courses: Dr. George Parker, III, Ph.D., Assistant Superintendent for High Schools in the Department of School Leadership, presented an update on initiatives to broaden participation in Advanced Placement (AP) courses to include improving equity, access and performance for all students. He identified challenges, key components, and next steps of a division plan for AP improvement. Discussion concluded at 5:59 p.m. 2. Closed Meeting: See Item Convene School Board Informal Meeting: The Board convened in the School Board Room at 6:09 p.m. 4. Hearing of Citizens and Delegations on Non Agenda Items: The School Board heard comments on non agenda items from William Hendrix regarding homebound requests for his daughter. 5. Formal Meeting Call to Order and Electronic Roll Call: Chairman Edwards called the formal meeting to order at 6:13 p.m. and announced Vice Chair Anderson was out of the area and Ms. Taylor was recovering from surgery. All other Board members were present. 6. Student, Employee and Public Awards and Recognition A. International Aviation 2015 Art Contest Winner: The School Board recognized Megan Williams, Advanced Technology Center (ATC) Digital Design 1 student, for placing first in the 2015 Aviation Art Contest for Virginia.

FBLA State Leadership Conference Champions: The School Board recognized Advanced Technology Center (ATC) students for earning state Future Business Leaders of America (FBLA) honors by placing first in Network Concepts, Cybersecurity, and Computer Game and Simulation Programming at the state conference in April. C. Mid Atlantic Region s VE Trade Fair Champions: The School Board recognized students from the Advanced Technology Center s (ATC) Web design team, The Hive, for earning first place honors at the 2015 Mid Atlantic Region Virtual Enterprise (VE) Trade Fair in three categories: Web design, sales presentation, and company business card design. D. National Gold Council of Excellence Award: The School Board recognized Bayside, Landstown, Ocean Lakes, Salem and Tallwood high schools as recipients of the 2015 National Gold Council of Excellence Award from the National Association of Student Councils (NASC). E. Skills USA State Leadership Conference First Place Winners: The School Board recognized students from the Advanced Technology Center and the Technical and Career Education Center for placing first in the 2015 Virginia SkillsUSA Competition in Telecommunications, Advertising Design, Quiz Bowl, Spelling, Crime Scene Investigation, Dental Assisting, and Plumbing. 7. Moment of Silence followed by the Pledge of Allegiance 8. Hearing of Citizens and Delegations on Agenda Items: The School Board heard comments from Ginger Robinson, Thalia Elementary School Library Media Specialist, requesting nonresident tuition fees for employees be maintained at the current rate. 9. Approval of Minutes: April 21, 2015 : Ms. Holtz made a motion, seconded by Ms. Rye, that the Board approve the minutes of their April 21, 2015 regular meeting as presented. The motion passed (ayes 9, nays 0). 10. Adoption of the Agenda: Prior to a motion, Chairman Edwards noted Item 16 Closed Meeting would be needed. Mr. McDonald then made a motion, seconded by Ms. McLeod, that the Board adopt the agenda as published. The motion was approved (ayes 9, nays 0). 11. Consent Agenda: Ms. Melnyk made a motion, seconded by Ms. Weems, that the Board approved the Consent Agenda. The motion was approved (ayes 9, nays 0), and the following items approved as part of the Consent Agenda: A. Resolutions: 1. Asian Pacific American Heritage Month as follows: RESOLUTION FOR ASIAN AMERICAN AND PACIFIC ISLANDER HERITAGE MONTH May 2015 WHEREAS, one of our nation s greatest strengths is its vast diversity which enables Americans to see the world from many viewpoints; and

3 2512 George Mason Dr., Virginia Beach, VA Page 3 of 6 WHEREAS, Asian Americans and Pacific Islanders have always been an integral part of our country s great mosaic of races, ethnicities, and religious groups; and WHEREAS, it is imperative for the good of our nation that schools continue to build awareness and understanding of the contributions made by Asian Americans & Pacific Islanders; and WHEREAS, through the study of these contributions, all students may find role models whose participation, commitment, and achievement embody the American spirit and ideals; and WHEREAS, the School Board of the City of Virginia Beach recognizes the importance of multicultural diversity education within our school division. NOW, THEREFORE, BE IT RESOLVED: That the School Board of the City of Virginia Beach officially recognizes the month of May 2015, as Asian American & Pacific Islander Heritage Month whose theme is: Many Cultures, One Voice: Promote Equality and Inclusion. FURTHER RESOLVED: That the School Board of the City of Virginia Beach encourages all citizens to support and participate in the various school activities during Asian American and Pacific Islander Heritage Month; and be it FINALLY RESOLVED: That a copy of this resolution be spread across the official minutes of this Board. 2. Teacher Appreciation Week as follows: RECOGNITION AND APPRECIATION OF TEACHERS AS EDUCATIONAL LEADERS MAY 4 8, 2015 WHEREAS, qualified, dedicated and compassionate teachers are the foundation of a strong school division; and WHEREAS, research shows that a classroom teacher has the greatest single impact on student achievement and success; and WHEREAS, teachers work in collaboration with school administrators to engage families and the community to create challenging, authentic learning opportunities for children; and WHEREAS, the School Board appreciates the hard work and time teachers dedicate to support student achievement both in and outside of the classroom. NOW, THEREFORE, BE IT RESOLVED: That the School Board of the City of Virginia Beach officially recognize May 4 8, 2015, as Teacher Appreciation Week; and be it FURTHER RESOLVED: That the School Board of the City of Virginia Beach encourages all community members to support and participate in activities designed to recognize teachers for their tireless work as educational leaders; and be it FURTHER RESOLVED: That a copy of this resolution be spread across the official minutes of this Board.

Special Education Advisory Committee new membership recommendations to appoint Christy Blount as a parent representative, and Carol Koceja as a teacher representative on the committee C. Recommendation of General Contractor: The School Board authorized the Superintendent to execute contracts for the following projects: 1. Green Run High School Collegiate Charter School renovations and gymnasium concession improvements in the amount of $505,000 with Spacemakers, Inc.; 2. Bayside Middle School roof replacement in the amount of $2,853,000 with J. D. Miles & Sons, Inc.; and 3. Princess Anne High School theatrical stage lighting and dimming system replacement in the amount of $646,500 with WPN Services, Inc. 12. Action A. Personnel Report / Administrative Appointments: Ms. Holtz made a motion, seconded by Ms. McLeod, that the Board approve the Personnel Report dated May 5, 2015 specifying appointments, resignations, retirements, and other employment actions; and one administrative appointment as recommended by the Superintendent. The motion was approved (ayes 9, nays 0). Superintendent Spence then introduced Andrea May, current interim principal at Georgie D. Tyler Middle School in Isle of Wight County Schools, as a new assistant principal for an elementary school to be determined effective July 1, B. Board Member Assignment to Fiber Networking Task Force: Chairman Edwards advised of an opportunity for a School Board representative to be appointed to a task force created in partnership with the City of Virginia Beach and in collaboration with Tidewater Community College to explore jointly creating a Municipal Next Generation Network (MNGN). The task force is charged with evaluating the costs and benefits, current infrastructure inventory, and fiscal arrangements needed to create a regional broadband authority. Mr. Tengco made a motion, seconded by Ms. Felton, that the Board approve the appointment of School Board member Joel McDonald to serve as its liaison on the task force. The motion was approved (ayes 9, nays 0). 13. Information: General Fees Schedule for : Farrell E. Hanzaker, Chief Financial Officer, presented the General Fees Schedule proposed for including the rates for student fees for optional/ancillary services or activities and tuition rates for nonresident students. He explained proposed student meal price increases are necessarily primarily to meet the requirements of the federal Healthy, Hunger Free Kids Act of 2010 noting costs have risen due to the act while revenues have declined. Other fees explained were in the area of transcript requests, and specific courses. Finally, he reviewed non resident student tuition fees. Relative to comments made during the hearing on agenda items, the Board agreed to consider freezing or reducing the non resident student tuition rate. 14. Committee Reports: None

5 2512 George Mason Dr., Virginia Beach, VA Page 5 of Workshop: See Item Closed Meeting: Mr. McDonald made a motion, seconded by Mr. Tengco, that the Board recess into a closed meeting pursuant to the exemptions from open meetings allowed by Section , Part A, Paragraphs 1, 3 and 7 of the Code of Virginia, 1950, as amended, for the following purposes: A. Personnel Matters: Discussion of or consideration of interviews of prospective candidates for employment, assignment, appointment, promotion, performance, demotion, salaries, disciplining, or resignation of specific public officers, appointees, or employees, pursuant to Section , (A) (1); namely to discuss assignment of administrator(s). B. Publicly held property: Discussion or consideration of the acquisition of real property for a public purpose, or of the disposition of publicly held property where discussion in an open meeting would adversely affect the bargaining, position, or negotiating strategy of the public body, pursuant to Section (A)(3); namely to discuss 1. Purchase of property located in the Kempsville district by the City of Virginia Beach; and 2. Disposition of land in the Bayside district. C. Legal Matters: Consultation with legal counsel and briefings by staff members or consultants pertaining to actual or probable litigation where such consultation or briefing in an open meeting would adversely affect the negotiating or litigating posture of the Board or consultation with legal counsel employed or retained by the Board regarding specific legal matters requiring the provision of legal advice by such counsel, pursuant to Section (A) (7); namely to discuss purchase and disposition of land owned by the School Board The motion was approved (ayes 9, nays 0), and the Board recessed at 6:58 p.m. at which time Ms. McLeod departed the meeting. The Board reconvened in a closed meeting in the School Board Room at 7:10 p.m. Individuals Present for Discussion: Publicly held property and Legal matters: Board members with the exception of Vice Chairman Anderson and Ms. Taylor who were absent from the meeting, and Ms. McLeod who departed the meeting early; Superintendent Spence; Dale R. Holt, Chief Operations Officer; Anthony L. Arnold, Director of Facilities Planning and Construction; Debra M. Bryan, Associate City Attorney; Kamala H. Lannetti, Deputy City Attorney; and Dianne P. Alexander, Clerk of the Board. Personnel Matters: Board members with the exception of Vice Chairman Anderson and Ms. Taylor who were absent from the meeting, and Ms. McLeod who departed the meeting

The Board reconvened in an open session at 7:29 p.m. Certification of Closed Meeting: Mr. McDonald made a motion, seconded by Ms. Weems, that the Board certifies that, to the best of each member s knowledge, only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed; and only such public business matters as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered. The motion was approved (ayes 8, nays 0). 17. Vote on Remaining Action Items: None 18. Adjournment: Prior to adjournment, Chairman Edwards provided the Board with a draft schedule of Board member attendance at graduations requesting the Clerk of the Board be notified of any modifications; and Superintendent Spence briefed the Board on status of concerns expressed by a speaker during the hearing on non agenda items.
