1 PLYMOUTH-CANTON COMMUNITY SCHOOLS Plymouth, Michigan BOARD OF EDUCATION REGULAR MEETING MINUTES September 22, 2015 The Board of Education of the Plymouth-Canton Community Schools, Wayne and Washtenaw Counties, Michigan, met in a Regular Meeting on Tuesday, September 22, 2015, at 7:00 p.m. at the E. J. McClendon Educational Center, 454 S. Harvey Street, Plymouth, Michigan, President Barrett called the Regular Meeting to order at 6:45 p.m. in the first floor conference room. Present: Members Barrett, Borninski, Kehoe, Maloney, Paton, and Siegrist Absent: Member Crouch Administrators Present: Dr. Michael Meissen, Superintendent Ms. Monica Merritt, Assistant Superintendent, Human Resources & Labor Relations Mr. Kay Elaster, Assistant Superintendent, Teaching & Learning Mr. Nicholas Brandon, Associate Director, External Relations & Marketing Others Present: Mr. Gary Collins, District General Counsel Closed Session: It was moved by Member Siegrist and seconded by Member Paton to move into Closed Session for the purpose of discussing a negotiations update. The Board moved into Closed Session at 6:45 p.m. A roll-call vote was taken. President Barrett adjourned Closed Session at 7:00 p.m. President Barrett called the Regular Meeting to order at 7:08 p.m. in the boardroom. Mr. Kevin Lane led the Pledge of Allegiance. Adoption of the Agenda/Approval of Consent Agenda: Action Item # : It was moved by Member Siegrist and seconded by Member Paton to adopt the Agenda and the Consent Agenda as presented. The Consent Agenda consisted of an Administrative Replacement Hire, New Hires, Recalls from Layoff, Resignations, Staffing Adjustment Recommendations, the Regular Meeting Minutes of September 8, 2015, First Reading Policies, and Field Trips. Administrative Replacement Hires: Moore, Nichole Supervisor, Special Education Programs Effective September 29, New Hires: Andrus, Amelia Secondary ASD Teacher, Plymouth (Madonna) Effective September 22, High School Recalls from Layoff: Allstaedt, Jessie Camilleri, Maria Teacher Secretary Resignations: McCord, Tracy Language Arts, Discovery Middle School Effective September 4, Tassin, Tanya Elementary Music (0.7), Eriksson Elementary Effective September 4, Actual Enrollment Snapshot Staffing Adjustment Recommendations: Elementary Schools Middle Schools Continue to monitor the enrollment numbers throughout the first month of school. If enrollment increases, consider a request for an additional FTE. At this time, we are requesting a total of 3.4 FTE to support the increased enrollment at the middle school level. The FTE would be districted as follows based on need: Discovery 0.6 East 0.6 Liberty 1.2 Pioneer 0.8 West 0.2 High Schools Continue to monitor the enrollment numbers throughout the first month of school. In the event that enrollment causes class sizes to increase beyond parameters, we may return to the Board requesting an increase in the FTE to support additional sections for students.

3 Minutes, Regular Meeting 3 September 22, 2015 Approval of First Reading Policies Approved the first reading of Policy # : Section 504/ADA Prohibition Against Discrimination Based on Disability Approved the first reading of Policy # : Bullying and Other Aggressive Behavior toward Students. Approved the first reading of Policy #8390: Animals on District Property. A period of at least two weeks will be allowed for stakeholder input prior to a second reading at a public board meeting, at which time a majority vote of the Board voting in favor of this policy will cause it to be adopted. Overnight Out of State Field Trips Marching Band, BOA Regionals, Bowling Green, Ohio, grades 9-10, Plymouth-Canton Educational Park (P-CEP). Stratford, Stratford, Ontario, Canada, grades 11-12, Plymouth High School. Approval of Meeting Minutes: The Regular Meeting Minutes of September 8, 2015, were approved as presented. Dr. Meissen introduced Ms. Pam Anstey, the new Interim Assistant Superintendent for Business and Operations. Celebrating Success: Member Paton, Kevin Lane, Principal of Starkweather Academy, and three Starkweather Academy students presented Lou and Scott LaRiche from Lou LaRiche Chevrolet in Plymouth, Michigan, with a Certificate of Appreciation in acknowledgement of their generous contribution in sponsoring a Starkweather Academy Red Cross Club. A date for the blood drive will be announced in the near future, and community members are encouraged to attend and support the event. Board Committee Reports/Action *Administrative Liaison to the Board Committee Meetings will be held at the E. J. McClendon Educational Center Finance and Operations Committee Sheila Paton, Chair; *Patrick Briggs Member Paton said the next Finance and Operations Committee meeting will be held October 2, 2015, 8:00 a.m. Discussion items will include issuing the 2013 Bond Series 2 bonds and audit report. Communication, Legislation & Partnerships Committee (CLP) John Barrett, Chair; *Nicholas Brandon No report. Policy Committee Kim Crouch, Chair; *Monica Merritt Member Borninski said the Policy Committee met last week and interviewed representatives from the community to fill the open seats on the committee. Next meeting is scheduled October 20, 2015, at 4 p.m. Student Performance and Achievement Committee (SPA) Kim Crouch, Chair; *Kay Elaster Member Borninski said interviews to fill open seats on the committee were conducted. The next meeting will be held October 14, 3:30 p.m.

4 Minutes, Regular Meeting 4 September 22, 2015 Ad Hoc Bond Oversight Committee John Barrett, Chair; *Patrick Briggs President Barrett reported the committee met on September 10, 2015, and discussed a variety of topics including the grass situation and possible replacement of bleachers at the Park. Liberty Middle School opened on time/under budget, with enrollment more than expected. Discovery Middle School updated its lines for technology, and Chromebook roll-out will occur soon. Member Siegrist said with rolling power outages over the last couple of years, the District will update the power center at East Middle School over winter break Bid Pack #5E will be presented at the next meeting and they will review the language for the bond sale at the October 2, 2015, committee meeting for presentation to the Board at the Regular Meeting on October 13, Other Dr. Meissen said they continue to address issues with overcrowding on buses. Durham School Services staff are counting students Wednesday and Friday each week to report the count for respective buses, and defining criteria for bus capacities to insure the District compliance with federal law and for student safety. Some new, larger capacity buses (financed through 2013 bond) have been ordered, additional routes have been scheduled, and they are monitoring routes to make sure students are not on the bus for more than one hour. Citizens Comments: Beth Hurley expressed concerns with overcrowded conditions on school buses Administrative Reports/Recommendations Superintendent s Report Dr. Michael Meissen Consider Approval of a Partnership with BCC International Education Group, Inc., International Students (First Reading). Nicholas Brandon reviewed a potential partnership agreement between the Plymouth-Canton Community Schools (PCCS) and BCC International Education Group (BCC). He introduced Laurel Capobianco from BCC. BCC is a group of educators in China and the U.S. dedicated to advancing mutual learning and collaborative projects to promote global understanding. Mr. Brandon said it is early in the process as they explore this opportunity, and requested the Board s comments and input on a potential partnership. The Board had an opportunity for comments and questions. Finance and Operations Renewal Agreement-Forecast5 Analytics, Inc. (First Reading) Dr. Meissen outlined the proposed renewal of the service agreement with Forecast5 Analytics that supports a software solution the District has been using to improve business and operations. Dr. Meissen recommended maintaining its relationship with Forecast5. The agreement spans a three year period, with the option to discontinue after one year. Funding for these services was included in the budget. The Board had an opportunity for questions and comments, and requested that the agreement be reviewed carefully to clarify specific needs of the District i.e., state the effective dates of agreement; amount of yearly payments (with no penalty for cancellation); clarification of other agreements referenced in the proposed renewal and District obligations; a statement that the District owns the data; etc. Member Maloney asked for clarification on what information the District would acquire; what the District is going to accomplish; whether this would fix some of the internal control issues; what Forecast5 provides for the $55,000 over three years; and what happens if the District decides not to proceed. Dr. Meissen said they would review the agreement with the Finance and Operations Committee, address the Board s questions, and bring it back to the Board for further discussion.

5 Minutes, Regular Meeting 5 September 22, 2015 Purchase of Two Maintenance Trucks (Final Reading) Action Item # : It was moved by Member Paton and seconded by Member Kehoe to approve the Resolution to Purchase Two Ford F350 Super-Duty 4x4 Pick-Up Trucks equipped with Ultra mount V-Plows from the lowest bidder, Blackwell Ford of Plymouth, Michigan, in the amount of $62,096 ($31,048 per vehicle). The cost for this purchase was included in the operating budget. Action Item # : It was moved by Member Maloney and seconded by Member Borninski to approve the Resolution to Ratify the Tentative Agreement between the Plymouth-Canton Board of Education and the International Union of Operating Engineers (Licensed Techs), Local 324. This Agreement is effective July 1, 2015 through June 30, Information Only WSDP 88.1 Radio Station Fundraiser Member Borninski announced that WSDP 88.1 radio station will host the 4th Annual Euchre Tournament on Saturday October 3rd at 7p.m. at the Plymouth Elks Club in support of the student radio program at P- CEP that has been impacting students and serving the community for over 43 years. The tournament costs $20 per player if you register before September 28th, and $25 at the door. Cash prizes will be awarded to the top 10% of the field. Players will enjoy pizza, snacks and a cash bar. Educational Excellence Foundation (EEF) Second Annual 5K Event Member Borninski encouraged community members to attend the EEF's second Annual 5K event on Sunday, October 11. Check-in time is at 8 am and the race starts at 9 a.m. at the Plymouth-Canton Educational Park. Register by September 28 to receive a t-shirt. At the finish line, participants will enjoy treats prepared by the P-CEP Culinary Arts Students. Early-Bird price: $20 for students; $25 for adults. Alumni Event Member Maloney invited the community to the Plymouth-Canton Alumni Event on Friday, October 9th at 7 p.m. Admission to the Canton High School versus Plymouth High School Football game is FREE when you join the Alumni Association, established to help alumni, staff and students reconnect. Visit the P-CCS website under the Connect tab for more information. College Representative Visits Begin Member Paton said representatives from a variety of Colleges and Military organizations will visit the high school campus to provide informational sessions. Students may visit any hour or location but must have a pass signed by their teacher to attend. Stop by any counseling office to get a pass. The first visits on Wednesday are Bowling Green and Cedarville University; Hope College and Olivet Nazarene on Thursday; Grand Valley, University of Michigan (Ann Arbor), Michigan State, and others the following week. Stop by the P-CEP Career Center in Canton High School Room 127 to speak with Mrs. McLean for more information. Community Unity & Peace Rally Member Siegrist said the Canton community is invited to attend a Community Unity & Peace Rally on September 26, 2015, 6:30-9:30 p.m. in the Heritage Park Amphitheater, behind the Canton Administration building at 1150 S. Canton Center Road. This event, hosted by Canton Public Safety and the Canton

6 Minutes, Regular Meeting 6 September 22, 2015 Response to Hate Crime Coalition (CRHCC), will include activities such as: Solidarity Walk, Musical Entertainment, Guest Speakers, and a Community Discussion. All ages are invited to attend this free event promoting inclusion and tolerance that will celebrate Canton's pride and appreciation of its diverse population. For additional information, please visit NWEA/MAP Testing Member Kehoe said over the next several weeks students K-5 will be assessed in math and reading using the NWEA/MAP (Measures of Academic Progress) assessment, which is a computerized test. This is the third year the District has used this test as one measure of student achievement. High School Parent Forum Member Barrett said the first high school Parent Forum will be held October 14, 2015, at 9 a.m. in the Canton High School DuBois Little Theatre. The P-CEP Parent Forum is an informative meeting hosted by members of the Park Administration Team and is open to parents of all P-CEP students and parents of eighth graders. Parents have a chance to meet and talk with other P-CEP parents, sign up for parent volunteer activities through the Parent Involvement Committee, and hear valuable information about the Park. It was moved by Member Paton and seconded by Member Maloney to adjourn the Regular Meeting.
