2 Overview With healthcare costs accounting for nearly 50% of total workers compensation costs in South Carolina and even higher nationwide it is obvious changes in healthcare have a big impact on workers compensation, whether it be the rate of inflation, prevalence of medical errors, or even mergers and acquisitions. If healthcare insurers and providers see value in bundled payments and home-based care, for instance, the comp community too has to pay attention because these modalities could soon be applied to workers injured in our workplaces. Prescription drug-patterns are another force shaping workers compensation, and thus the theme of our conference this year. But it may well be the biggest change in workers compensation is effected by newer opt-out models, which promise employers lower costs in a comp system they can tailor to their preferences. We will devote most of Friday s session to exploring the pros and cons of alternative models pushed by Walmart, Nordstrom, Lowe s, Kohl s, and Big Lots, among others. The annual Members-Only Forum of the SC Self-Insurers Association is an excellent opportunity for learning about emerging developments and for networking with your peers and potential customers. About the Association Membership in the SC Carolina Self-Insurers Association, formed in 1975, is open to both self-insured employers and employers with large deductibles. Membership is open also to claims professionals, legal firms, TPA s, rehab specialists, surveillance professionals, and others offering services to the workers compensation industry. The association maintains a solid continuing education effort through our quarterly newsletter, a three-day forum in the spring, and a meeting in the fall. 4 About the Speakers Commissioner Susan Barden was appointed to the commission on July 1, Her term expires June 30, Commissioner Scott Beck, chairman, was reappointed to the commission July 1, His term expires June 30, Commissioner Mike Campbell, II was appointed to an interim term on August 1, His term expires on June 30, Terry Clark, a partner at Constangy, Brooks, Smith & Prophete, is a graduate of Furman University and Samford University, where he obtained his law degree. Russ Dubisky, executive director of the South Carolina Insurance News Service, is a graduate of North Carolina State University. Kimberly George is senior vice president, corporate development, M&A, healthcare at Sedgwick. She previously served as Sedgwick s managed care practice lead, and earlier oversaw integrated disability medical programs and case management services at Sedgwick. Ken Harrell, managing partner of Joye Law Firm, is a graduate of James Madison University and the College of William and Mary, where he obtained his law degree. Commissioner Melody James was appointed to the commission April 26, Her term expires June 30, Linda Maass, AIC is account executive, alternative risk services at Key Risk Management. She is a graduate of the University of Tennessee, where she obtained a B.S. in communications. Commissioner Gene McCaskill was appointed to the commission January 3, His term expires on June 30, Jason Puhlasky, principal at Parker Poe Consulting, is a graduate of the University of South Carolina. He served as the state s political director for the George W. Bush presidential campaign in 1999, and has served as political director for the South Carolina Republican Party and as director of the state s Senate Republican Caucus. Thom Salane, a shareholder at Turner Padget, received his undergraduate degree and law degree from the University of South Carolina. Bill Shaughnessy is a graduate of Wofford College and the University of South Carolina School of Law. Commissioner Aisha Taylor was reappointed to the commission July 1, Her term expires June 30, Kevin Tribout is a graduate of Southern Illinois University Carbondale and Webster University, where he received an M.A. Earlier in his career he was deputy floor director, Illinois State Legislature. Commissioner Avery Wilkerson was reappointed to the commission on July 1, His term expires June 30, Hugh McAngus is a graduate of the University of the South and the University of South Carolina School of Law.
