2 2015 MACFPD ANNUAL EDUCATION SEMINAR & PENSION BOARD TRAINING June 12 14, REGISTRATION This year s seminar registration fee includes the Seminar and Pension Board Training. The registration fee for MACFPD members is $175 if received before May 1st. After May 1st the member registration fee is $225. The registration fee for nonmembers is $225 until May 1st and $275 for registrations received after May 1. Participants who register by May 1st will receive a MACFPD embroidered golf shirt at the Seminar. Registrants must provide their shirt size on the registration form. For those individual who wish to attend only the Pension Board Training on Friday, a Pension Board Training Only option is available. No Walk-In Registrations will be accepted at the seminar. LODGING All activities will be held at Camden on the Lake. The room block however is full at this time. If you have yet to make your reservations, or need additional rooms, we do expect rooms to open up so please call the resort and make a wait-list reservation. An effective brand awareness program can help increase public awareness about your District and build support for the future. This session will include tips on developing a consistent graphics and messaging package, and creating and implementing an effective, comprehensive communications plan. Fire Districts & Social Media Selling Your Fire District s Message The conversation is happening, are you a part of it? Social media is an increasingly important component of an effective public information plan. Topics covered will include using the right tools to reach your audience, using data to drive your social media program and content creation, and effectively engaging in the online conversation "The newest computer can merely compound, at speed, the oldest problem in the relations between human beings, and in the end the communicator will be confronted with the old problem, of what to say and how to say it." -Edward R. Murrow This is where Jennifer Rolwes Volk steps in, helping clients reach their audience using the right tools, and the right message. For nearly 15 years, she has worked with corporate, non-profit and community-based organizations to increase community involvement and raise awareness levels. Using new and traditional media, she has recently helped increase brand awareness for organizations such as Central County Fire & Rescue, one of the largest fire districts in the St. Louis area, Noodles & Company, the St. Louis Fetal Care Institute at SSM Cardinal Glennon Children s Medical Center and Gamlin Restaurant Group. She has also managed numerous community engagement programs and election campaigns for fire districts, municipalities and community colleges. Jennifer also has experience conducting communications audits and creating and implementing strategic communications plans to increase the effectiveness of communications, marketing and outreach programs. She also works with clients to increase social media efforts and effectively utilize new marketing tools. She has presented at conferences on a variety of topics including community engagement, increasing media coverage and maximizing social media. Her diverse background includes work in media relations, social media, non-profit management, journalism, and event planning. Jennifer holds a bachelor of journalism degree with an emphasis in broadcast news from the University of Missouri School of Journalism. Dr. Rod Wright President, UNICOM ARC Winning Before You Start Planning for Successful Ballot Proposals Far too many fire districts begin thinking about a referendum campaign after the Board places the proposal on the ballot but not before. This session provides information about engaging the community far ahead of Election Day to build momentum and support for a proposal months before the Board actually votes to place the proposal on the ballot. This winning before you start strategy is a critical component of your overall strategy. A nationally recognized expert in public opinion research and communication strategies, Dr. Rod Wright joined UNICOM ARC in 1986 becoming its president in Dr. Wright has directed a wide variety of projects for

5 hundreds of school and fire districts, municipalities, and state agencies throughout the United States. Dr. Wright is a sought-after speaker at national and regional conferences. He has spoken or conducted workshops for the National School Public Relations Association, the National Council for Marketing and Public Relations, the Annual Management Symposium of the American Chamber of Commerce Executives, the Annual Leadership Forum of the American Bar Association and the State Education Improvement Partnership (a collaborate effort of the Council of Chief State School Officers, the Education Commission of the States, the National Association of State Boards of Education, the National Conference of State Legislatures, and the National Governors Association). Dr. Wright holds a Ph.D. in political science from Washington University, where he specialized in public opinion research. He also holds a master's degree from Washington University and a bachelor's degree from William Jewell College. Bruce Busch, JD Senior VP and Legal Counsel FireRescue GPO How Cooperative Purchasing Works Economic conditions have forced many departments to make significant budget reductions. Increasingly, fire district leaders are looking for creative ways to save money and reduce overhead to keep budget cuts from affecting staffing. Group or cooperative purchasing has been an option exercised on a regional basis in different parts of the country for some time. This type of purchasing is quickly becoming a mainstream option for all government entities. Participants will learn how group and cooperative purchasing programs work and how they can be used or developed in their area. Specific information on the legal aspects of cooperative purchasing will be covered and information about FireRescue GPO (a program of NPPGov) and other cooperative examples will be shared. Bruce Busch is Senior Vice President and Legal Counsel for National Purchasing Partners (also doing business as NPPGov, FireRescue GPO and Public Safety GPO); a group purchasing organization offering free access to publicly awarded contracts at national tier pricing. Bruce came to NPP after an 11-year legal career at a private law firm in Washington State. Bruce is a graduate of UCLA School of Law and over his 10+ years at NPP has been a frequent speaker at local, regional and national conferences and events on government cooperative procurement opportunities. Steven Tilley MACFPD Lobbyist Strategic Capitol Consulting Steven Tilley served in the Missouri House of Representatives from 2004 thru He served as the Majority Floor Leader from and was elected to Speaker of the House In 2012, Steven founded Strategic Capitol Consulting. His firm focuses on governmental affairs and strategic advice. He has a wide range of clients including Anheuser Busch, Fred Weber, Express Scripts and Noranda Aluminum. He continues to be actively engaged in politics and is widely credited for the large Republican majorities in the Missouri House of Representatives.
