1 ICTRF2014 SYNOPSIS The UAE Forum on Information and Communication Technology Research 2014 (ICTRF2014) is organized by Khalifa University of Science, Technology and Research (KUSTAR), and co-organized by EBTIC (ETISALAT-BT Innovation Centre) and ANKABUT (Emirates Advanced Network for Research and Education). The patron / sponsor of the event is the TRA (Telecommunications Regulatory Authority) in partnership with Etisalat, ADEC, the Institute of Applied Technology (IAT), and ACTVET. The event is technically sponsored by the IEEE UAE Section. The forum will be held on May 11, 2014 at DUSIT THANI ABU DHABI. It is a continuation of the UAE Forum on Information and Communication Technology Research 2013 (ICTRF2013) which was held at KUSTAR, Abu Dhabi in May The forum attracted academics and industry professionals from universities and various ICT sectors. The main theme of this year s forum will be focused on Big Data: Opportunities & Challenges which includes sessions on: Big Data and Smart Government, Big Data and Smart Health, as well as Big Data and Smart Grid. The main topics in these sessions will be presented and discussed by prominent invited international speakers followed by a panel discussion. The forum will be followed by EBTIC Workshop on Big Data Technologies and Healthcare which will be held on May 12, 2014 at Khalifa University, Abu Dhabi campus. The forum will be open to academics, researchers, and industry professionals from the fast growing ICT sectors in the UAE and the region. The Graduate Engineering Research Symposium (GERS) will be held on May 13, 2014 at Khalifa University, Abu Dhabi campus, where the graduate students research papers and posters in the area of ICT research will be presented. Cash prizes will be awarded to the best three paper presentations and three posters. Travel assistance will be awarded to selected international papers. Accommodation will be provided to one student of each accepted paper.

2 ICTRF2014 SPEAKER BIOS Big Data towards Smart health Services in the UAE H. E. Eng. Essa Al Haj Al Maidoor Director General of Dubai Health Authority (DHA), UAE H. E. Eng. Essa Al Haj Al Maidoor earned his Bachelor s degree in Engineering from Utah State University. He has been the Director-General of the Dubai Health Authority (DHA) since November Prior to this appointment, Mr. Al Maidoor was the Deputy Director- General of Dubai Municipality. He earlier held the post of Assistant Director for Engineering and Planning at the municipality. He is also the President of the Society of Engineers, UAE, and has held this post since He has been board member of the Emirates association of the talented and the World Center for the Cultivation of Salt as well as member of Dubai Supreme Council of Energy. US Ignite: Big and Open Data in Smart Cities Dr. Glenn Ricart President, US-Ignite, USA Glenn Ricart is a serial technology entrepreneur on his fifth start-up, US Ignite. He has also held executive positions in large organizations including EVP and CTO for Novell, Managing Director of PricewaterhouseCoopers, and CEO of National Lambda Rail. Last year he was inducted into the Internet Hall of Fame.

3 ICTRF2014 SPEAKER BIOS Big Data and Social Life -- Benefits, Limitations and Harms Dr. Masood Mortazavi Distinguished Engineer, Huawei Innovation Center, Huawei, USA Masood Mortazavi is a Distinguished Engineer at Huawei Innovation Center in Santa Clara, California, where he works on system architectures for high-scale data processing and leads research teams focused on distributed databases, file systems, data storage and cloud technologies. Advanced Analytics for Targeted Care Management Mr. Paul Hake, MSPA Smarter Care Analytics Lead, IBM Software Solutions Group, USA Paul Hake is the lead predictive and advanced analytics specialist with IBM s Healthcare Analytics team. He specializes in data mining and machine learning and has 15 years of experience designing and implementing analytics solutions in the Healthcare and Life Sciences Industries. He is a Chartered Accountant, and has a Master s Degree in Predictive Analytics from Northwestern University. Big Data, Big Bang, and the New Equilibrium of Smart Healthcare Ms. Marcia Kean, MBA Chairman, Strategic Initiatives, Kean-Feinstein Healthcare, USA Marcia A. Kean is Chairman of Feinstein Kean Healthcare, has 35+ years of biomedical and IT experience in the healthcare industry. She has deep knowledge of complex, multistakeholder ecosystems. She advises numerous academic, industry, policy and advocacy organizations, and has established pioneering initiatives to transform the healthcare landscape.

Zomaya Director, Centre for Distributed & High Performance Computing, School of Information Technologies, University of Sydney, Australia Albert Zomaya is the Chair Professor of High Performance Computing & Networking in the School of Information Technologies, University of Sydney. Dr. Zomaya published more than 500 scientific papers and articles and is author, co-author or editor of more than 20 books. Dr. Zomaya is Fellow of AAAS, IEEE, and IET. Emergence of Utral-Scale Cognitive Systems Shaping the Future of Information Technology Dr. Hamid Pirahesh IBM Fellow and ACM Fellow, IBM Almaden Research Center, USA Hamid Pirahesh is an IBM&ACM Fellow at IBM Almaden Research Center, USA. He is a member of CTO office of IBM information products. He has served as associate editor of ACM Computing Surveys and on program committee of leading conferences. He has made major contributions to research in analytic systems, leading to major commercial products and industry standards.

8 ICTRF2014 PRESENTATIONS SUMMARY Advanced Analytics for Targeted Care Management Mr. Paul Hake, MSPA, Smarter Care Analytics Lead, IBM Software Solutions Group, USA Big Data Analytics is a powerful technology that can be used to identify patients at high risk for developing chronic disease and to compare the outcomes of alternative care management and intervention approaches. Leveraging both structured and unstructured data, in the form of clinical notes and electronic health records, software tools enable advanced analytics to screen populations for those patients at risk before the emergence of significant symptoms. Patient Similarity analytics is a complementary technology that identifies similar patients by processing large longitudinal data sets, including social and behavioral factors, and creating similarity models of patients and conditions. Those models are used to understand likely outcomes and to assess the effectiveness of different treatment options and approaches. "Smart Grids in the Cloud and Big Data Era" Prof. Albert Y.
