Cntract term desired is fr a perid f five (5) years. The City f St. Luis will award a cntract t the lwest and mst respnsive prpsal. Prject selectin is subject t federal funding and is at the sle discretin f the City f St. Luis. Backgrund CDA manages ver 150 grant/lan awards a year, receiving ver 200 applicatins fr funding fr the fllwing U.S. Department f Husing and Urban Develpment prgrams: Cmmunity Develpment Blck Grant HOME Investment Partnership Neighbrhd Stabilizatin Prgram CDA emplys apprximately 30 permanent emplyees t administer and versee these grant/lan prgrams. We anticipate there will be apprximately annual users in the cmmunity wh will be using the grants management system t apply fr funds and manage their prject/assistance. We are lking fr a sftware as a service grants management system t help us versee and manage the funding that CDA distributes. Technlgy Envirnment CDA is lcated at 1520 Market Street Suite 2000 (63103) and huses all staff. The ffice is netwrked t the City and has Internet access. The Infrmatin Technlgy Services Agency maintains the cmputing envirnment fr City ffices. The City has standardized n Micrsft technlgies, including: Micrsft Windws 7 PCs, with Micrsft Office 2002 r later; Micrsft Active Directry n Windws Server 2008 R2; Micrsft SQL Server 2008 R2; Micrsft 2012 R2 Hyper V based virtual file, applicatin and web servers. Has custmized nline applicatin frms with City f St. Luis Seal. Include file uplads, drp dwns, checkbxes, and text fields in applicatin fields. Lets applicants lgin, save their applicatin, and return. Supprts multiple applicatin stages, including an autmatically scred eligibility quiz, a Letter Of Intent stage, a mre detailed prpsal stage and as many ther stages as needed. Once submitted, the system shuld be able t prevent further mdificatins t an applicatin r ther submissin, unless apprved by an administratr (date/time stamps fr revisins wuld be ideal). A brief descriptin f the histry and rganizatin f the bidder s firm, and a detailed list and descriptin f any prpsed subcntractr. 2. A written descriptin f the features and functinality the vendr prpses fr the grant management system. Bidders are encuraged t be clear and cncise and t avid verly cmplex technical discussins r a heavy reliance n jargn. Please include a general descriptin f the techniques, appraches and methds t be used in cmpleting the prject. 3. A ne page Blue print f the system architecture shwing all system cmpnents and all system levels, including minimum netwrk cmmunicatin thrughut requirements. 4. Bidder s experience in terms f the develpment and delivery f the system specified. The list shuld include at a minimum the fllwing infrmatin; years invlved in the industry, key custmers and the size and type f systems delivered within the past five years, and perfrmance criteria fr thse systems. 5. List f the prgramming language(s) used t write the sftware applicatin and its capabilities in the fllwing areas: service supprt, n site, via telephne, and via Internet, key persnnel with level and type f experience, and lcal supprt staff, if any. 6. List f all system implementatin stages (frm prject cmmencement thrugh testing, acceptance, training, warranty, and maintenance). 7. Applicatin security dcumentatin, including public Internet and city netwrk access, cmmunicatin and integratin. 8. Qualificatins, backgrund and experience f the prject directr and ther staff prpsed t wrk n the prject. 9. Cpies f prfessinal certificatins r ther credentials, tgether with evidence that bidder, if a crpratin, is qualified t cnduct business in Missuri. 10. The City f St. Luis reserves the right t have discussins with thse bidders falling within a cmpetitive range, and t request revised pricing ffers frm them and t make an award r cnduct negtiatins thereafter. Submissin Requirements Frmat Summary The narrative shall nt be mre than fifty (50) pages. Prpsals shuld be prepared simply and ecnmically, prviding a straightfrward and cncise descriptin f the Bidder s ability t meet the requirements f this RFP. Emphasis shuld be n cmpleteness and clarity f cntent. 1. Deliver six (6) physical prpsal hardcpies. 2. Each set shuld include all cmpnents requested, including cpies f any attachments. 3. Deliver electrnically with the abve, ne.pdf versin f the full prpsal (n CD ROM, DVD, r USB flash drive). If specific submissin requirements are particularly large and self cntained they may be included in a separate appendix rather than in the bdy f the prpsal. Submittals shuld nt direct the evaluatin team t general brchures, marketing materials r websites t btain infrmatin related t the specific submissin requirements; submittals that utilize references t external materials as an answer will be cnsidered nn respnsive. Submittals shuld prvide straightfrward and cncise infrmatin that fulfill the requirements f the RFP. Emphasis shuld be placed n brevity, cnfrmity t the RFP s instructins, and cmpleteness and clarity f cntent. Prpsals shuld nt include generic prmtinal materials and graphics that increase page cunt and PDF file size withut addressing substantive cntent. Hard cpy brchures and marketing materials may be included as a supplement if desired. Prpsals that fail t address each f the submissin requirements abve may be deemed nnrespnsive and will nt be further cnsidered. The City f St. Luis, slely upn its wn discretin, will judge vendrs n their verall cmpliance, and may judge a vendr t be materially cmpliant, even if that vendr is nn cmpliant t a particular requirement f the RFP. Selectin Prcess and Criteria A cmmittee will review respnses and determine which, if any, bidders are qualified t perfrm the wrk and evaluate the submitted prpsals. The cmmittee shall chse the lwest, mst respnsive, and mst respnsible bidder fr negtiatin f a cntract frm these qualified bidders. The cmmittee Page 10 f 15

11 shall als rank remaining qualified bidders in rder f preference. If the City determines that it is nt pssible t successfully negtiate a cntract with the successful bidder, the City shall discntinue negtiatins and attempt t negtiate a cntract with the next lwest, mst respnsive, mst respnsible bidder. This prcess shall cntinue until negtiatin f a cntract is successful, all qualified bidders have been exhausted, r the City vids this RFP. The fllwing criteria will be used in reviewing and cmparing the prpsals: Evaluatin Criteria Respnsiveness t and cmpliance with the RFP and submissin requirements. Ability and reliability f the sftware (bth system and applicatin) t meet the functinal requirements defined in this RFP. The technical ability, capacity, and flexibility f the bidder t perfrm the cntract in a timely manner and n budget, as verified by, e.g., the quality f any demnstratin, client references, demnstrated success in prjects with similar requirements and any ther cntracts with the City f St. Luis. The reasnability f the cst f the prpsal slutin. Csts shuld be itemized by type t allw the City f St. Luis t implement the slutin ver the term f the cntract. Vendr reputatin will be reviewed based n reference accunts r installatins similar in scpe and nature t the needs f the City f St. Luis and frm all written respnses t the RFP (references which can be cntacted and/r visited). Supprt and service ptins including, but nt limited t, n line help, technical supprt ptins, dcumentatin types and manuals, and system custmizatin capabilities. All qualified prpsals will be evaluated based n the Submissin Requirements and Cst, with the tp candidates advancing as finalists and receiving a full evaluatin as utlined abve. If the City becmes aware f vilatin f any laws r regulatins, n the part f the awarded cnsultant, it reserves the right t reject any bid, cancel any cntract, and pursue any ther legal remedies deemed necessary. 2. Hld Harmless: By accepting this RFP and/r submitting a prpsal in respnse theret, each bidder agrees fr itself, its successrs and assigns, t hld the City f St. Luis, and the Cmmunity Develpment Administratin and all f their varius agents, cmmissiners, directrs, cnsultants, attrneys, fficers and emplyees harmless frm and against any and all claims and demands f whatever nature r type, which any such bidder, its representatives, agents, cntractrs, successrs r assigns may have against any f them as a result f issuing this RFP, revising this RFP, cnducting the selectin prcess and subsequent negtiatins, making a final recmmendatin, selecting a Bidder r negtiating r executing an agreement incrprating the cmmitments f the selected Bidder. 3. Cnflict f Interest Disclsure: All bidders must cmplete and enclse Attachment B, a Cnflict f Interest Disclsure Statement, with their prpsal, disclsing all the prject r cnsulting interests and/r clients wh might benefit financially, directly r indirectly, nw r in the future, frm this prject. If the Bidder des nt have a cnflict f interest, the Bidder must still include the Cnflict f Interest Disclsure statement indicating that there is n cnflict f interest. 6. Rights t Data: Bidder must agree that the City (and in sme instances, its grantees) maintains the sle and exclusive wnership f all data inputted int the prpsed grants management system, including all literary prperty rights, cpyrights, trade marks, trade secrets, trade names, r service marks and that the City may enfrce such rights directly against Bidder in the event the terms f the cntract are vilated. In additin, Bidder must agree that the City has six mnths t retrieve such data frm the date f cntract terminatin. 7. M/W/DBE Participatin: Bidder must agree t cmply with the Mayr s Executive Order N. 28 and any superseding Executive Orders relating t utilizatin f minrity and wmen wned businesses (MBE s/wbe s). Executive Order N.28 requires cntractrs and cnsultants t seek, thrugh gd faith effrts, the invlvement f MBE s and WBE s with a gal f participatin f least 25% and 5%, respectively, fr the prject. Submissin/Acceptance/Rejectin f Bids: Bidder must agree that the City reserves the right t reject any r all prpsals; t select ne r mre bidders; t recnstitute cnsulting teams, t vid this RFP and the review prcess and/r terminate negtiatins at any time; t revise any cnditins and stipulatins cntained herein, as cnvenient r necessary; t further negtiate fees, rates and financial arrangements, etc.; t establish further criteria fr selectin; t ask bidders t submit additinal infrmatin r evidence f their qualificatins and experience; t waive infrmalities in the prpsals and in the prpsal prcess; t negtiate with successful bidders in any manner and with respect t any prpsal element whatsever, including cmpsitin f bidder s team; and t reject any and/r all prpsals fr any reasn, in its sle discretin. Pre Bid Meeting and Questins Regarding This RFP The City will cnduct a pre bid meeting t answer questins regarding this RFP n April 14, 2015 at 1:00 p.m. The meeting will be held at CDA, which is lcated at 1520 Market St. Suite 2000, St. Luis, MO Questins and answers prvided at the Pre Bid meeting will be psted nline at m.gv/cda. All questins regarding this prpsal must be submitted in writing via e mail t Alana Green at GreenA@stluis m.gv. Questins must be received n later than 4:00 p.m. n April 17, 2015 in rder fr the City t issue a timely respnse if it s chses. The City shall nt be bligated t respnd t any questin.
