Intrductin 1.1 Dcument Purpse The Hxtn Park Shed Nrth Distributin Centre Traffic Management Plan (HPSNDC TMP) dcument has been written t prvide a single dcument which allws fr external (within the site, but external t the DC) Internal (within the walls f the site) traffic management fr Hxtn Park Shed Nrth Distributin Centre (HPSNDC) lcated at 1 Aviatin Rad, Len Waters Estate, Hxtn Park, New Suth Wales. The key purpse behind HPSNDC TMP is t ensure fr a SAFE, smth, efficient and simple plan fr varius vehicle and pedestrian mvements assciated with prduct mving int and ut f the site t the custmer. Significant time and energy has gne int ensuring that safety is uppermst n the site in relatin t Traffic Management which has a flw n effect t the acceptance f Chain f Respnsibility (COR) initiatives. Sme f the aspects mentined within this HPSNDC TMP fr COR and Safety are; Driver Exclusin Znes Driver Safe Havens Dck Safety prcedures Interrupted Traffic Flw This HPSNDC TMP prvides details n the management f vehicle and pedestrian traffic whilst n site at HPSNDC. The fllwing types f traffic are referred t in the HPSNDC TMP; Inbund and Outbund Vehicles Staff Parking Pedestrians Material Handling Equipment (MHE) Maintenance Vehicles 1.2 Site Operatinal Overview Vehicle entry t the site is based n being either inbund vehicles t be unladed fr receiving and utbund vehicles t be laded fr despatch r cntainer drp ff s and pick ups after de-stuff. There are 35 lading dcks. Dcks 1-6 and are flush dcks are used fr cntainer dispatch. Dcks 7-11 are n grade receiving dcks which is suitable t accmmdate all vehicle sizes frm utes t b-duble trailers. Fr utbund despatch, dcks are n grade dispatch. 1 On grade dck (dck number 34) t be used fr receipt / despatch verflw. Fr cntainer unlads dck numbers are available fr ACFS receiving. All dcks are clearly marked with relevant dck number n the utside and inside f the building. Passenger vehicles will gain access t the main parking area by entering via the Aviatin Rad entrance. 7 Hxtn Park Shed Nrth Distributin Centre (HPSNDC) Traffic Management Plan 2 Expected Inbund & Outbund External Traffic, and Internal Traffic. 2.1 Overview All receiving and despatch traffic must enter HPSNDC via the driveway lcated at the nrthern side f the warehuse ff Aviatin Rad. All receiving/despatch vehicles are required t prceed t the Security gate huse fr further instructin by Security staff. All visitrs, cntractrs and staff must abide by the internal and external traffic flw plan and rules fr this site. (Diagrams 1 and 2). This includes all psted signage eg speed limits, directin f travel, reverse parking. All incidents n site must be reprted. This cmpany rules applies t all team members, cntractrs, agency casuals and visitrs. The expected average vlumes f pallets per day are as fllws; Receiving = pallets Despatch = pallets Chain f Respnsibility cmpliance 2.2 Chain f Respnsibility Cmpliance As a signatry t the Retail Lgistics Supply Chain Cde f Cnduct (RLSCCC), Wlwrths Ltd has agreed t cmply with all rad transprt laws, Audited n an annual basis. Site Access fr Vehicles 2.3 Inbund Traffic As vehicles arrive at the entry area t the site they are then directed via apprpriate signage t the security gate huse. Vehicles are then directed t the apprpriate dck by security staff, based n their peratinal functin (i.e. inbund, utbund). This is mainly t ensure the traffic is kept flwing fr bth peratinal functins but als fr multiple vehicle arrivals and sweep path requirements fr maneuvrability. The driver is directed t an unlading bay fr inbund receiving, a lading bay fr utbund t park up and wait fr further instructins. (See Diagram 3). Diagram 3: Vehicle Park up area. Page 7 f 16

8 Hxtn Park Shed Nrth Distributin Centre (HPSNDC) Traffic Management Plan 2.4 Driver Site Inductins Access t site is nt permitted t any receipt / despatch vehicle unless the driver has cmpleted a Driver Site Inductin, regardless f the purpse fr entry t site. Fr drivers that have previusly cnducted a Driver Site Inductin, their name and details are recrded in the Natinal Driver Inductin Data Base (NDIDB) which is accessible by Security staff. Verificatin thrugh the NDIDB f the drivers details is available t ensure the driver has in fact undergne the crrect site inductin. When a driver requires entry t the HPSNDC site and they have nt previusly been inducted, they are directed by security t park their vehicle in the Truck Park up Area and prceed t the security gate huse t cmplete their inductin. Upn cmpletin f their inductin, they prceed t the security ffice and present their cmpleted inductin frm fr validatin. On successful cmpletin f the inductin, drivers shall return t their vehicle and prceed t their allcated receiving / despatch dck when instructed. Drivers refusing t cmplete the Driver Site Inductin fr any reasn will be requested t leave the site immediately and will be escrted ff site by Security Staff. Additinally, they will be referred t their Prime Cntractr and refused entry t the site until they cmply. (See Driver Inductin) 2.5 Vehicles in Waiting Areas Drivers are directed t the park up area if there are n bays available fr them (receiving r despatch) they must remain in their vehicle until requested t mve t a dck.(see diagram 3) 2.6 Truck Call up System Drivers are infrmed via an SMS which is sent t their mbile phne. Or they may be instructed verbally by Security when there is a bay available fr them. 2.7 Lading/Unlading Areas and Exclusin Znes In all lading and unlading areas, there are marked exclusin znes and line marking (Cnes/Bllards). This is an area which surrunds each vehicle, defining the area in which frklift peratins will ccur. 2.8 Driver Safe Havens When lading and unlading there is an area inside the DC designated as a Driver Safe Haven. Drivers will be directed t the Driver Safe Haven nce their vehicles are prepared and in the designated bay. Drivers may fllw the marked internal pedestrian crssing t the shared amenities (Diagram 4) if required whilst lading / unlading takes place, but nly if they infrm staff. This is t ensure the lader/unlader has full knwledge f driver whereabuts at all times. The Safe Zne fr drivers in the dispatch dcks is beside their cabin in view f the frklift peratr at all times. Frklift peratrs are nt t lad stck unless the driver is in the Safe Zne lcatin. IE the frklift driver NEVER mves unless the truck driver is in the safe zne and in frklift driver s visin. If curtains must be mved, the frklift driver MUST stp and wait fr truck driver t finish and return t driver safe zne. Whilst the truck driver is given this infrmatin during their inductin, it is the frklift driver s respnsibility t ensure the truck driver adheres t these rules. The frklift driver shuld cease current task if the truck driver fails t cmply with the site safety rules. The matter must then be escalated t a Team Leader/Manager. Page 8 f 16

Dispatch Dcks Shared Canteen and Amenities Area Receiving Dcks 2.9 Site Speed Limit The HPSNDC site speed limit is a maximum f 20km/h per hur fr vehicles mving arund the external access rute thrugh the site and 10km/hr arund the dcks. This is signpsted accrdingly at the entrance t the site and als arund the site. Internal speed is limited t 10kph, all MHE used at site are speed limited t this effect Hi Visibility Clthing and Prtective Ftwear Whilst n site, all drivers must wear Australian Standard safety ftwear and high visibility clthing at all times. Night reflective clthing must be wrn between dusk and dawn Interrupted Traffic Flw In the event f a vehicle breakdwn/ disabled vehicle in any peratinal area f the Hxtn Park Shed Nrth facility, the fllwing actins will be adpted; - The driver will cmmunicate t a Supervisr/ Security Officer as t the issue at hand and the actin taken at this pint in time and the expected recvery time (if knwn). - The Security Officer will cmmunicate t the Operatins department as t the issue at hand and any knwn infrmatin Lcatin f vehicle Expected recvery time Nature f issue (Vehicle is n weighbridge/ driveway) - The Operatins Manager will inspect the vehicle f cncern as t it s; Risk t Safety Risk t the building Risk t the envirnment Disruptin t the business. 10 Hxtn Park Shed Nrth Distributin Centre (HPSNDC) Traffic Management Plan 2.12 Traffic Flw Un-interrupted Hxtn Park Shed Nrth Management will rganise t have the area crdned ff by means f placing safety cnes arund the stricken vehicle by setting up an exclusin zne. N persn is t be placed at risk in any way by their actins r physical lcatin in rder t perfrm this actin. Hxtn Park Shed Nrth Management will; - Cnfirm that the driver has cntacted the transprt peratr in rder t repair/ remve vehicle. - Establish with the driver as t the imprtance f a swift repair r remval f the stricken vehicle. - Mnitr & review in rder t ensure safety is nt cmprmised and that there remains n impact t the envirnment. Shuld heavy vehicle traffic flw becme blcked, Hxtn Park Shed Nrth staff will take apprpriate measures t prvide an alternate access way by blcking ff dck area s/ staging area s in rder t prvide a clear path fr vehicles t pass thrugh safely. Recvery The recvery vehicle shuld remve the stricken vehicle frm site, prir t any attempt t repair the prblem. Once the vehicle hazard has been recvered, the Operatins department shuld ntify; The nsite Security department and Other peratinal areas Pedestrians n Site 2.13 Pedestrian Traffic Pedestrian traffic n site will be limited t drivers, DC staff r authrised visitrs and cntractrs. Pedestrian crssings are marked with a cnsistent frmat f standard grund markings (line marked in yellw). Signage indicates the designated areas where pedestrians are allwed t crss the tarmac areas within the site. (See Diagram 2: Internal Traffic Flw and Diagram 5: Pedestrian Access Example f Internal Line Marking). Pedestrians, unless authrised are nt permitted t wander arund the site cmplex unescrted at any time. Pedestrian mvement arund the site must be limited t necessary activity. Inbund/ utbund vehicles and MHE will be mving arund the site and whilst the drivers f these pieces f equipment will be aware f pssible pedestrian mvement, every effrt must be made by each individual pedestrian t be aware f the pssible dangers invlved. Eye cntact is essential prir t walking int the path f a mving vehicle. Page 10 f 16

11 Hxtn Park Shed Nrth Distributin Centre (HPSNDC) Traffic Management Plan Diagram 5: Pedestrian Access at HPSNDC Example f Internal Line Marking 2.14 Pedestrian Access t Site Pedestrian mvement between designated HPSNDC Staff & Visitr Car Parks will be permissible via the specific crssing area which has been designated with grund markings and signage in place. On entry t the site, pedestrians perfrming any wrk n site must wear safety ftwear and high visibility clthing at all times. Any visiting pedestrians nt perfrming wrk n site must wear enclsed ftwear and high visibility clthing at all times Car Park Overview Main Car Park HPSNDC staff and visitrs will have access t the car park ff Aviatin Rad (See Diagram 6). Visitrs t the HPSNDC site (nn staff) will be directed by security t the staff and visitr parking area as required. Car Park The car parking area has apprx. 400 car spaces. This Car Park has a maximum speed f 20km/h. Reverse parking is required. HPSNDC Staff will park in the HPSNDC site Staff and Visitr car park ff Aviatin Rad. Page 11 f 16

MHE equipment will be utilised n the HPSNDC site fr daily peratins and will be predminantly battery perated with 6 LPG cunterbalance frklifts als utilized. MHE will be in peratin in the fllwing areas f the site; Warehuse Racking Aisles Lading and Unlading Bays Shrink Wrap Areas Battery Charger Area MHE Parking Areas Cntainer unpack Area (Refer t Diagram 2: Internal TMP) Page 12 f 16

Cunterbalance frklifts, mainly perate in the lading and unlading areas but may be required t enter the warehuse t retrieve pallets, etc. frm time t time. All pieces f MHE will have standard warning activatrs fitted such as reversing alarm, flashing lights and hrn. All MHE peratrs will wear hi visibility clthing and must wear safety ftwear. At all times whilst inside the warehuse and in the lading/unlading areas, all MHE peratrs are interacting with pedestrian mvement (Eye cntact & psitive acknwledgement). All pedestrian mvement will be via designated walkways, which will be marked thrughut the warehuse (cnes, water barriers) alng with designated pedestrian crssing areas in rder fr pedestrians t mve frm ne area t anther (Line marked in yellw). All MHE is secured by licensing, authrisatin t perate, rstering and key cntrl. Operatrs f MHE invlved in the lading r unlading f vehicles in the designated bays, need t be aware nt nly f pedestrian mvement arund the site, but als drivers f vehicles mving int and ut f the driver safe haven areas as well as ther vehicles and MHE mving arund r thrugh the site. Signage is in place warning f pedestrian and vehicle mvement. Aisle Directin f travel in aisles is depicted by RED and Green Markers. MHE is nly t enter the aisle where the marker is Green, exceptins t this are reach frks (where they can g in bth directins) and in the bulk pick area fr frklift activity nly. The 2 persn pick / stillage area is depicted with arrw markers fr directin f travel n the grund. Entrance t the aersl cage is tw way traffic. Parking MHE is nly t be parked in the designated areas f the site. Page 13 f 16

14 Hxtn Park Shed Nrth Distributin Centre (HPSNDC) Traffic Management Plan 2.19 LPG Refuelling and Battery Charging f MHE The cunterbalance frklift that is LPG fuelled will mainly perate in the inbund receiving area and are refuelled via a gas bttle exchange. The gas bttle exchange area is lcated n the external eastern side f the main warehuse building between receiving dck 6 and 7 (See Diagram 7). This area is signpsted accrdingly with warning signs and exclusin signs fr prximity t naked flame r sparks. The area will be islated frm the vehicle mvement fr vehicles mving arund the site. All ther cunterbalance, rder picker and reach frklifts will be battery perated. There is an Insitu Battery Charging area n the shed flr fr charging pallet mvers, haulers, electric cunterbalance frklift and reach frks (Diagram 8). The traffic arund this area is ne way and is a N Thrughfare area. There is als a separate Battery Charging Rm fr reach frks nly. Security staff will als have the direct respnsibility t ensure the vehicles are secure when leaving the site. Security staff will als maintain the Natinal Driver Data Base frm the HPSNDC site perspective. Additinally, Security staff have the direct respnsibility fr maintaining the physical security f the site and ensuring the behavir f all staff and visitrs t the site is within acceptable levels.
