The position will ensure that corporate spatial, asset and infrastructure information is effectively captured, maintained and managed within Council s corporate business management systems. The position is also responsible for providing professional spatial services and advice to our internal and external stakeholders through consultation, and the identification and delivery of spatial information products and services, specifically in relation to asset information management. Other key outcomes from this position include: Establish and manage subdivision and survey spatial datasets within the corporate GIS for information custodians and key stakeholders; Quality assurance checks and reconciliation of data within the GIS and Enterprise Asset Management (EAM) systems; Quality assurance and reconciliation of Engineering Plans and Data. POSITION INFORMATION>> ORGANISATIONAL RELATIONSHIPS >> The Spatial Officer reports directly to the Spatial Data Management Lead. The Spatial Officer collaborates with key departments regarding access and use of information as well as the input of data into the corporate asset data repositories. In addition, the Spatial Officer will work on project activities, potentially in a virtual team environment, as required. ORGANISATIONAL ENVIRONMENT >> The Spatial Data Management Team is made up of; one Spatial Engineer, one Spatial Administrator, five Spatial Officers, one Information Officer and the Spatial Data Management Lead. The Spatial Data Management team has the responsibility for managing council s corporate asset, cadastral and property information consistent with council s Information Custodianship Framework. The Spatial Officer is focused to managing the corporate asset information, however, will collaborate closely with the other members of the Spatial Data Management Team, including, support to the Spatial Administrator and the Information Officer as required. RESPONSIBILITIES >> MAIN DUTIES Contribute to the council strategic initiatives, through the following: o Set and accomplish challenging and realistic goals and solve problems effectively; o Maintain a positive approach to achieving high quality, innovative products/services; o Encourage teamwork and cooperation; o Make customers feel welcome, and treat customers in a courteous and friendly way; o Develop and sustain productive relationships. Record, capture and maintain as constructed sub divisional, capital works and maintenance asset and infrastructure information within the corporate Geographical Information System and Asset Information Management System as a requirement under the Local Government Act, corporate policies and relevant regulations. Specific outcomes include: o Processing of specific asset related requests from departments regarding information on or adjustments to council s assets and infrastructure; o Create subdivision layers (visual representation) for new sub-divisions and progress these through various stages of approval with relevant and timely updates; o Processing of decommissioning of councils passive assets as per standard processes and procedures; o All work to be performed at a substantial level of accuracy. Provide technical advice and assistance to asset management and operational staff regarding asset and infrastructure information management. Participate on Projects as required in order to deliver required work packages as per Project Plans. Participate on Business initiatives in order to understand and contribute to the development of future asset information datasets that will improve Council s service delivery. Participate in and provide cross-training in skills and capabilities across the Spatial Data Management Team. o Support the Spatial Administrator to provide a high level of customer service to internal and external clients with property information queries including house numbering and providing reports from the property system. PRINCIPAL ACCOUNTABILITIES Deliver an accurate, current and reliable corporate Geographical Information System and Asset Information Management System as it relates to council s corporate asset and infrastructure information. Capture, record and maintain information in a timely manner to a high standard of accuracy. Provide technical advice, direction and support as required. Complete Project commitments within agreed timeframes. Provide support and up-skilling to the Information Officer and support to the Spatial Administrator. Provide and manage excellent customer communications and customer satisfaction. Apply a continual focus to Continuous Improvement. Look for opportunities to improve business processes with system or manual solutions, and, identify and implement business processes in KM practices. Take responsibility for own work, regularly review priorities, and, seek direction and feedback where applicable and resolve any conflicts within the delegation. REQUIREMENTS OF THE JOB >> SKILLS AND KNOWLEDGE Demonstrated knowledge of, and experience with business information systems specifically in relation to Geographic Information Systems (GIS) applications (ESRI suite of products) and asset management including the following: o Microsoft suite of applications (word processing, reports, spreadsheets, analysis, database design); o ESRI ArcGIS 10.1 or later (including ArcMap, ArcCatalog and ArcToolbox); o Telvent ArcFM Extension (including ArcFM models and spatial network structures); o FEAM (Enterprise Asset Management); o AutoCAD 2008 or later; o Property and Rating Business Management System; o Document Management System (ECM). Sound knowledge of cadastral, survey and civil engineering/infrastructure plans and standards, and a demonstrated ability to interpret them and translate the information into the corporate GIS. Working knowledge of the ADAC (As Design As Constructed) standard and extension is an advantage. Substantial knowledge of office procedures, specialised equipment, cartographic/gis standards and appropriate Council policies, state legislation and procedures relevant to the area. Ability to analyse, develop and implement solutions to problems (both technical and non-technical), standards and procedures. Well-developed customer service, interpersonal, oral and written communication skills. Well-developed organisational and time management skills including the ability to prioritise work objectives on both a personal and team level. Knowledge of departmental programmes, policies, projects and activities and their contribution to Council. QUALIFICATIONS Current Queensland C class driver s licence Relevant tertiary qualification in Geographical Information Systems, Cartography, Surveying, Civil Engineering or Information Technology and/or substantial relevant experience is desirable. EXPERIENCE Minimum of 2 years experience in a GIS technical role, preferably in a local government environment.
