Bid Document Directorate of Social Audit (DoSA) PCF Building, 7 th Floor, Station Road, Lucknow (An Autonomous Body under Govt. of Uttar Pradesh) BID FOR HIRING OF VPS (VIRTUAL PRIVATE SERVER) FOR HOSTING THE DIRECTORATE WEBSITE WITH DOMAIN REGISTRATION Introduction Directorate of Social Audit (DoSA) an autonomous body under Government of Uttar Pradesh has been established in the 2012 under U.P. (MGNREGS) Social Audit Sangthan. DoSA is nodal Directorate in regard to conduct of Social Audit in about 52000 gram panchayats of the state. I. INSTRUCTIONS TO BIDDERS 1. In connection with its ongoing and upcoming web based projects/ initiatives, DoSA invites competitive bids from firms/ companies for providing VPS for the hosting of Directorate website with domain registration. The details of the requirement are as given below. 2. Tenders are invited in two bid system for HIRING OF VPS (VIRTUAL PRIVATE SERVER) FOR HOSTING THE DIRECTORATE WEBSITE WITH DOMAIN REGISTRATION at Directorate of Social Audit, U.P.. 1. Cost of Bid document Rs. 500/- 2. Issue of Bid document from 29.11.2013 to 23.12.2013 3. Last date of receipt of Bids up to 13.00 hrs. on 24.12.2013 4. Opening of Technical Bids at 15.00 hours on 24.12.2013 Non-transferable tender document containing details along with terms and conditions can be obtained during period mentioned above from office of the undersigned on all working days on payment of Rs. 500/- (Rupees Five hundred only) by Demand Draft payable to Director, Social Audit, Gram Vikas, U.P. at Lucknow (Non-refundable).The Bid document is also available on website (www.mgnregaup.in). however if the bid document is downloaded from website a bank draft in the name of Director, Social Audit, Gram Vikas, U.P. shall be submitted separately alongwith technical bid as cost of tender document (Non-refundable). 3. The Tender should be submitted in the prescribed Proforma of Technical and Financial bids duly filled and sealed in separate envelopes, superscribed HIRING OF VPS (VIRTUAL PRIVATE SERVER) FOR HOSTING THE DIRECTORATE WEBSITE WITH DOMAIN REGISTRATION and put together in a big envelope accompanied with requisite EMD of Rs.5,000/- (Rupees Five Thousand only) in the shape of Bank Draft/Pay order in favour of Director, Social Audit, Gram Vikas, U.P. payable at Lucknow alongwith the technical bid. 4. Last date and time for submission of bid: up to 1.00 P.M. on 24/12/2013 Date, time and venue for opening of the bid: at 3.00 P.M. on 24/12/2013 at DoSA, Lucknow. 5. BIDDERS MUST QUOTE RATES (PRICE-BID) ONLY IN THE FINANCIAL BID PROFORMA APPENDED AT ANNEXURE- B. 6. The Tender shall be kept valid for 90 days from the last date of submission of the Tender. 7. Tender not on the prescribed proforma (attached) without requisite details/emd and received after the closing date/time of tenders will be summarily rejected. 8. The successful Bidder will have to deposit a bank guarantee or fixed deposit equivalent to 10% of the total tender value towards security deposit in favour of the Director, Social Audit, Gram Vikas, U.P. payable at Lucknow for faithful performance of the contract. The successful Bidder (hereinafter referred to as Service Provider) has to sign a Service Level Agreement (SLA) agreeing to 99.982% uptime. 9. Work should be started within 5 days from the date of receipt of purchase order & completed as per terms of Purchase order as mutually decided. 10. While opening the tenders, the envelopes containing Technical Bids shall be opened first and acceptance of the tender according to the specified clauses will be ascertained. 11. The Financial bid of only those firms who will qualify for the technical bid will be opened at a later stage with due information to the bidders. 12. In case the bidder(s) fails to provide the services according to the terms and conditions of the order, the amount of Security Deposit will be forfeited. 13. Canvassing in any form will be viewed unfavorably and if any bidder is found to be resorting to such practice, the tender of such firm will be rejected. 14. Conditional offers will not be considered and will be rejected. 15. In case, any clarification is required the bidder may seek the same from the Director, DoSA in writing. Any request after the last date and time for submission of bids for any clarification would not be entertained. 16. In case of change in server location/migration, server down or at the time of maintenance the service provider should provide necessary alternative arrangements of the server so that we get 100% uptime facility. 17. Penalty charges per day: If the down time of the VPS provided is more than 15 minutes, then penalty upto Rs.200/- per hour or part thereof and Rs.1000/- per day for failure exceeding 8 hours may be imposed by the Director, DoSA at his discretion keeping in view the circumstances. This shall be in addition to the liquidated damages which can be levied on the firm. 18. In case of any dispute arising out of the relation between the parties, the matter will be referred to an Arbitrator nominated by the Principal Secretary, Rural Development Department, GoUP, whose decision will be final and binding on the parties. 19. DoSA reserves the right to reject any or all tender(s) without assigning any reason whatsoever. 20. Safety & Security of data and the website shall be the responsibility of the service provider. The service provider needs to provide us necessary certificates for the same.

21. The agreement to avail services by DoSA from the service provider can be terminated by serving three months notice by either side without assigning any reason. 22. Payment shall be made on quarterly basis. However, payment for a quarter can be made in advance if the service provider submits unconditional bank guaranty for the equal amount from a nationalized bank. 23. Registered domain, all data and web pages will be asset of DoSA. 24. All disputes shall be subject to the jurisdiction of Lucknow only. II. ELIGIBILITY AND PRE-QUALIFICATION REQUIREMENTS NOTE: Eligible bidders are to provide information on pre-qualification requirements in the enclosed Technical bid format. The Financial Bids of only those firms who qualify as per the Technical Bid will be opened and considered for further evaluation, for which date will be fixed separately and intimated to those bidders who qualify in the Technical Bid evaluation. a) ELIGIBILITY CRITERIA 1. Should be a Firm/Company (Incorporated in India) having their own Data centre installations. 2. Bidder should be an established Data Centre Services provider and should have been in the business for a period exceeding three years as on 01.12.2013. The Data centre should be ISO certified. 3. Bidder should have a minimum 5 years experience in DC Managed Hosting Services, Co-location, Connectivity services, DR implementation and managed Services and other related services. 4. The Bidder shall not be under a Declaration of ineligibility for corrupt or fraudulent practices or blacklisted with any of the Government agencies. 5. The Bidder must have a turnover of more than Rs. 1.00 crore in at least one of the last three Financial Years ending on 31.03.2013. 6. The Firm/Company should have hosted the web services of at least 5 Government/ Para Government organizations having complete online system with Database activity. The Performance report from these organizations should be attached. 7. The services offered by the bidder should have either BS or ISO certification valid up to date. b) ADDITIONAL TERMS AND CONDITIONS OF SERVICE 1. 99.982% Uptime shall be ensured for the Web server and Website. (The bidder should provide an undertaking on their letter head to the effect that the following mentioned terms and conditions are acceptable) 2. The Service Provider shall provide contacts and escalation matrix to log the complaints / problems faced in the facility provided to the DoSA. 3. The Service Provider's (Bidder's) data centre should have a) Clustered Servers for Applications and Database as well as Clustering Services Solution. b) Scheduled data backup devices. c) 10/100/1000 MBPS (Redundant) LAN Connectivity.

d) Latest technologies and there is a redundant bandwidth available from the different Service providers for 24 Hour uptime and Load Balancing.(Provide the name of the Service providers) e) Physical Security and Virtual Security Network and it is through pix firewall (hardware and software based) with all latest anti-viruses Intrusion detection systems (IDS) installed. f) Un-interrupted (redundant) power supply and 24x7 support and backup services. g) Certified networking and security team, with at least 5 years of experience in managing and monitoring enterprise-level networks and able to meet 100% infrastructure availability guarantee. h) Zero-Downtime Network. i) The facility of monitoring all routers, switches and connectivity to ensure the integrity of the data centers and operations. The Data Centre is able to analyze the network backbone, bandwidth providers and the overall health of the Internet and the different kinds of Monitoring services like IP Address Monitoring, Internet Port Monitoring, URL Monitoring, Server Status Monitoring and Link Status Monitoring etc. III. TECHNICAL SPECIFICATIONS / REQUIREMENTS Scope of Work 1. Providing/hosting of VPS (Virtual Private Server) with Internet connectivity to meet the different types of scripts (both static and dynamic) of DoSA, including the hosting of website with MySQL at the back end and having cluster and security features, with daily backup solution. 2. Domain name's registration will be done by the service provider. Domain name shall be owned by the DoSA and the service provider will be required to make necessary changes in their name servers for registered domain and provide us the details of domain name's name servers. The service provider will be required to provide us the Domain Administration Panel and Domain Admin Rights for registered domain. 3. The VPS provided must be located in INDIA with connection to a very high band width. 4. The VPS must be dedicated for in the name of Director, DoSA for web site hosting and Domain registration. 6. Managing the web Server for operation with maximum efficiency and security for complete web hosting work for a period of two years. 7. To provide uninterrupted web hosting services and loss of data, the procedure to continue the hiring of the server for next one year must be initiated before the expiry of the initial two years period as above. If DoSA desires, then the same server will be hired for next one year, if not, then set up and configure registered domain, all data and web pages must be transferred to a new server hired by DoSA before the expiry of the initial two years period of hiring. The rate for one year extension of the server can be upto a maximum limit 10% of the rates, as found reasonable by Director, DoSA. 8. The required Server and the connectivity are to be made available uninterrupted on 24 x 7 basis for 365 days. 9. The Service provider should ensure that there should be zero data loss. 10. The Service Provider is required to provide us the fully managed servers with necessary technical support whenever required. 11. The Service Provider has to provide the full control of the server for remote updation etc. The updation of the Website and its own customized application will be done by the DoSA. 12. The Service Provider should provide the Licenses of Necessary Operating System, MySQL/SQL Licences, Antivirus and other Security features which a Web Server requires.

13. DoSA will provide only its customized application and the Service Provider will ensure that the application runs smoothly. If any extra component in terms of Hardware or Software is required then the service provider has to provide it (price payable for the same has to intimated and got approved from DoSA before the initialization of the required services). 14. The Service Provider will provide full access of the Server and the Mail server to the authorized person of DoSA. 15. The Service Provider will maintain the Hardware and the necessary updation as well the system software. 16. The Service provider should provide the Status Report and the Bandwidth utilization report every month. 17. The Service Provider should be able to monitor the status and efficiency of all HVAC, power generation, security, management and support systems. The Data Centre should also track the health of servers, firewalls, load-balancers and other platform components. The Data Centre should have the automated monitoring technologies which should provide alerts in the event of data center or device failures and the same should be communicated to DoSA immediately.
