1 MARINE PRODUCTS EXPORT DEVELOPMENT AUTHORITY Panampilly Nagar, Kochi Ph: , 5/26/2014/EDP-HO 19/01/2015 Sub: Quotation for dedicated Leased Line Internet connection 5 mbps / 10 mbps The Marine Products Export Development Authority (MPEDA) is a statutory body under the Ministry of Commerce and Industry, Government of India with its Head Office at Kochi and Branch offices in all coastal States of India. MPEDA is planning to have 5 mbps / 10 mbps (1:1) unshared dedicated leased line internet access from reputed ISPs for its Head Office at Panampilly Nagar, Kochi. SCOPE OF WORK: The Leased Line Internet Connection will be shared for around 125 desktops, VoIP and video conferencing. This includes installation, commissioning, testing & up keep of the complete link for a period of 3 years. The connectivity will be through dedicated Internet service. The hardware and software required for the establishment of fully functional leased line will be provided by the bidder. The services shall be completely managed by the ISP and the ISP has to ensure an uptime of 99.5% including last mile connectivity, on a 24*7*365 basis. ISPs are requested to quote for the following as per the format for financial bid attached: - 5 mbps and 10 mbps (1:1) unshared Leased Internet Connectivity with unlimited download - Router/Modem/ other equipments, if any - Setup / installation charges OTHER SERVICES a. No of Public IP provided (16) TERMS AND CONDITIONS: 1. The bidder should be the Tier 1 national ISP and should have a valid Category A / B ISP license from Govt. of India (Attach a copy of license). 2. The Bidder (ISP) should have a fully functional Customer Service Centre for call logging, monitoring and troubleshooting purpose, which is operational 24 hours. 3. The Bidder (ISP) must be capable of delivering the latest version of internet protocol i.e. IPv6 as per the guidelines of govt. of India, as and when required. 4. The Bidder (ISP) should provide 99.5% service availability including last mile connectivity, on a 24*7*365 basis and should submit a standard SLA to this effect mentioning the minimum guaranteed round trip delay/latency along with the technical bid. 5. The ISP may provide a backup last mile and Internet connection. 6. The initial contract shall be for One year, all recurring charges shall be paid on quarterly basis after the successful completion of each Quarter. The services can be terminated at any point of time, if found not satisfactory. 7. The vendors are requested to quote for dedicated 5 Mbps and 10 Mbps (1:1) for unlimited download. 8. The venders shall submit an EMD of Rs.6000/- (Rupees Six thousand only) along with the tender in the form of Demand Draft in favour of Secretary, Marine products Export development Authority.

2 9. EMD of the successful Bidder will be retained as security deposit and will be adjusted during the final settlement. 10. The technical bid (along with SLA) and financial bids may be submitted in separate sealed covers. 11. Bidder should submit valid documentary proof of VAT, Service Tax Registration Number and the details of income tax registration (PAN) 12. Price quoted should be firm & not interlinked to any variable factor & should include all taxes, duties etc. No contingency payments shall be allowed. 13. Last date for receipt of sealed tenders by 30/01/2015 (03:00 PM) and sealed cover should super scribed with Quotation for Leased Line Internet Connection. The quotation must be addressed to the Secretary, Marine Products Export Development Authority, Panampilly Nagar, Kochi The Secretary, MPEDA Authority reserves the right to accept or reject tender without assigning any reason thereof. No claim or complaint in this regard will be entertained by MPEDA. 15. MPEDA is under no obligation to accept the lowest or any tender received in response to this tender notice. 16. Tender document should be signed on all the pages by the Authorised signatory along with seal of the vendor. 17. In the event of the vendor committing a breach of the contract the Authority is entitled to receive from the vendor compensation to the extent of loss incurred as determined by the Authority for any loss or damage caused to the Authority. SERVICE LEVEL AGREEMENT 1. 5 Mbps Internet bandwidth at all the time. (10 Mbps bandwidth in case of 10 MBPS connection) 2. Packet Losses: Less than 1 % (Average over 1000 ping) at any given point of time to any part of globe. 3. Latency: Less than 350 ms from MPEDA to ISP s tier 1 peering point. 4. Network Availability: More than 99.5 % per quarter. 5. Reports for performance, monitoring /usage to be submitted by the ISP on weekly or monthly basis or as per requirement of MPEDA. 6. The bidder will provide the facilities to measure the above parameters at IT Division of MPEDA. The facility of measurement / monitoring of above parameters or graphical display will be provided by the bidder 7. If the services remain down or degraded as per the Service commitments and requirements then penalty will be imposed at the rate of 2 % monthly charges for every one hour. TECHNICAL BID Technical specification and requirements for 5 Mbps /10 Mbps Internet connectivity Leased Line (1:1) uncompressed and unshared with last mile on fiber SL. no Technical Specification for Internet Leased Line Connection 1 The bidder should be the Tier 1 national ISP and should have a valid Category A / B ISP license from Govt. of India. Attach a copy of license. (ILL) 2 The Bidder should submit EMD of Rs.6000/ by way of Demand Draft in favour of Secretary, Marine Products Export Development Authority. 3 The Internet connectivity leased line should have fully dedicated (1:1), unshared & High Quality 5 Mbps /10 Mbps symmetric bandwidth without any compression factor through Optical Fiber cable. 3 4 The ISP/bidder should have fully resilient and self healing network architecture, on fiber medium, from the international gateway in India up to the international Points of Presence 5 The ISP/bidder should have Network Operation Centre (NOC) for trouble shooting around the clock 6 Internet Router Port at ISP Gateway for required Bandwidth and Public IP addresses -16 Nos 7 The ISP may provide a backup last mile and Internet connection. 8 The bidder should furnish a detailed network/ schematics diagram of total solution proposed showing connectivity from ISPs gateway Terminal Point to required location of MPEDA Head Office 9 The connectivity from the POPs of service providers to MPEDA HO premises shall be through Optical Fiber Media 10 All the equipment supplied by the bidder should be capable of handing higher band width in case up gradation is required in a later stage. 11 Any Software and Hardware required establishing the purchased bandwidth will be provided by bidder to make leased line fully functional 12 The bidder should submit technical literature explaining the proposed implementation diagram with the technical bid 13 The bidders should have Direct \ toll free number to register complaints round the clock (24x7), Maintenance support service (24 hours and 7 days a week) 14 All the POPs from where the ILL bandwidth provide to MPEDA HO should have redundancy of equipments, links, power, backhaul connectivity etc. Service provider needs to confirm it in writing. 15 The ILL links should be available in full duplex mode which must be demonstrated to MPEDA IT Division 16 The service provider should have independent Network Operation Centre with 24x7 supports to take care of the ILL link management requirements. The service provider should furnish details of Toll Free number for logging complaints 17 Service provider has to provide facility to IT Division of MPEDA, to monitor the SLA (Service level Agreement) and log the Trouble tickets on line. MPEDA should also be able to obtain standard reports on the ILL links Bandwidth Utilization (in Mbps, in frames/sec), Errors (frames/sec),discarded (frames/sec), Non uncast(frame/sec), Bandwidth availability, Packet loss (in %), Latency of links etc. through any network monitoring tool / web browser provided by service provider. 18 The service provider network should be backed by availability of service centers/service personnel on Kochi to attend faults. 19 The Bidder has to provide a Service level Agreement mentioned above Note: Reason for deviations if any, may be given
