Subject : Annual Contract for Pest Control, Rodent Control and Termite Control to the Commission for the year I am directed to state that the Commission is interested in awarding annual contract for Pest Control, Rodent Control and Termite Control work at its office premises located at Manav Adhikar Bhawan, C-Block, GPO Complex, INA, New Delhi for the period from to The total approximate area to be covered is around 53,625 sq.ft.. It is requested that rates on lump sum basis per square foot for providing the Pest, Rodent, Termite Control Services may be quoted. The representatives of the firms may inspect the site during 9.30 am to 6.00 pm at any working day. 2. The interested firms may submit their bids (in Double Bid Form) for annual contract for the above mentioned works addressed to the Under Secretary (G.A.), National Human Rights Commission, Manav Adhikar Bhawan, C-Block, GPO Complex, INA, New Delhi in a sealed envelope superscribed "Bids for Annual Contract for Pest, Rodent & Termite Control for the year " along with a bank demand Draft for Rs.2,000/- (Rupees Two Thousand Only) as an Earnest Money Deposit payable to NHRC, New Delhi. The quotation must reach this office latest by 5.00 p.m. on in the Tender Box installed in Room No.04 (C.R. Section) at MAB, C-Block, GPO Complex, INA, Delhi. The quotations received unsealed, without requisite EMD or received after due date are liable to be rejected. 3. Bids: 3.1 Technical Bid : This bid shall contain the following documents :- i. Earnest Money Deposit (EMD) of Rs.2,0001- by way of Demand Draft or Banker's Cheque in favour of NHRC, New Delhi. The bid received without EMD will not be entertained in anv circumstances. No interest will be paid on the EMD and same will be refunded to unsuccessful bidders after forty five (45) days from the successful award of the contract. ii. List of Clients - The bidder must have at least 3 years experience in the field and should provide full list of clients to whom service is being provided currently with the~r addresses and contact numbers.

2 - iii. Recognize Certificate - The bidder should provide a certificate of recognition issued by Directorate of Plant Protection, Quarantine and Storage N.H.-IV, Faridabad ( Haryana); iv. Certification about not use any hazardous chemical - The bidder should furnish (with technical bid) a Certificate in the format at Annexure-ll (to be signed by the authorized signatory) that certifying that their firm shall not use any chemical hazardous / dangerous to human life during the work in NHRC and that their has not been blacklisted by any MinistryIDepartment; v. List of Govt. Clients - The contractor must have experience of providing service to Govt. offices1 departmentslreputed organizations and should provide the list of such offices with the name, telephone, mobile nos. of the contact person with the quotation. vi. Details of PAN No., TIN No., Service Tax, Registration, Income Tax Returns etc. - The bidder must ensure that he fulfills all the requirement pertaining to the relevant Taxes viz. PAN No., TIN No., Service Tax, Registration, Income Tax Returns (last 3 years) etc. as may be applicable for the services that would be providing to the NHRC; vii. Declaration about Blacklisting - The bidder should furnish a declaration in format at Annexure-Ill (to be signed by the authorized signatory) that he has not been blacklisted by any MinistryJDepartrnent; viii. Check ListlDeclaration - Duly filled in Declaration / Checklist (as per format enclosed as Annexure - IV) should be submitted with the technical bid; The Technical Bid, containing above documents, must be kept in a sealed cover superscribed as "Technical Bid for Pest, Rodent & Termite Control for the year ". The Technical Bid shall only be opened for evaluation purpose. Based on the Technical evaluation, the commercial bids of those agencies to be found qualified as per requirements of the Commission, shall be opened. 3.2 Commercial Bid: This bid shall indicate the rate quoted by the bidder in the format at Annexure-I. Rates once quoted should be final and should be quoted in Indian Rupees only. Taxes, levies and any other charges should be indicated separately. i ii. The Commercial Bid should be kept in a separate sealed cover superscribed as "Commercial Bid for Pest, Rodent & Termite Control for the year ". The rates must be quoted as per the Commercial Bid format at Annexure-l only. In case the rates are not quoted as per the format, the tender submitted by the firm would be liable for rejection. 3.3 Both the separate sealed covers containing the Technical Bid and Commercial Bid should be thereafter kept in another bigger single sealed cover superscribed as "Quotation for Pest, Rodent & Termite Control for the year ". 4 Terms & Conditions 4.1 Escalation clause shall not be accepted on anv grounds during the currency of the Contract. Rates once quoted shall be valid for the entire duration of the contract;

3 The contract shall be in force for one year from to and can be renewed further on mutual consent basis subject to the satisfactory performance of the firm; The firm shall not engage the services of any sub-contractor or transfer the contract to any other person; The Agency's workers will work under the overall supervision and direction of the authorized officer of the Commission. The firm shall be solely responsible for any act of commission and/or omission on the part of the workers deployed. The firm shall provide monthly service and additional visit as and when required by the Commission. The work has to be carried on any holiday or working day depending on the convenience of the Commission. The firm should provide the effective Pest & Termite Control Services keeping in view that the building of Faridkot House is an old structure of heritage nature. In case, the service provided by the firm is found ineffective or deficient, the Commission reserves the right to impose such penalty as may be considered appropriate by it. The payments shall be on monthly basisbon submission of bills after providing of Pest Control and Rodent Control Services; In case of non-compliance of any of the clauselterms, the Commission will have the right to impose penalty as deemed fit, and employ new worker at the Contractor's risk, and also forfeit the Performance Guarantee in full or in part; The successful bidder shall have to deposit Rs.3,000/- as Security Deposit/ Performance Guarantee at the time of award of contract which shall remain valid for the entire period of the contract including extensions and no interest shall be paid upon the same. The Commission reserves the right to terminate the contract at any time without assigning any reason and also to refuse services of any contract worker supplied by the firm without assigning any reasons. 5 CERTIFICATE It is certified that our firm shall not use any hazardous I dangerous chemical which is harmful to human life in the performance of work in the offices of NHRC. It is also certified that our firm namely MIS has not been blacklisted by any government ministry I department, Public Sector Undertaking or Autonomous Body.
