2 Centre for Development of Imaging Technology (CDIT) Chithranjali Hills, Thirvallom PO, Thrivananthapuram (An Autonomous Body under Govt. of Kerala) TENDER FOR HIRING OF DEDICATED WEB SERVERS Introduction Centre for Development of Imaging Technology, () an autonomous body under Government of Kerala was established in the year 1988 with a vision to ensue advancement of research, development and training in imaging technology with an implied role in socially relevant science & development communication. has its head quarters at Thiruvananthapuram and have Regional Centers at Kayamkulam, Ernakulam and Kannur. has been able to mark its significant presence in the seemingly infinite area of web based services. The cyber world, which allows for limitless growth has been efficiently harnessed by, which runs as many as 300 websites. has the necessary wherewithal in house for web designing, content development and web site maintenance. was one of the first web service providers in Kerala with facilities for hosting. Pioneering projects of include the web portal of the Government of Kerala with over 22,000 pages. The institution is also involved in web hosting, web designing, web content development, database support, web management and citizen utility WebPages. I. INSTRUCTIONS TO BIDDERS 1. In connection with its ongoing and upcoming web based projects/ initiatives, invites competitive tenders from firms/ companies having their own 4tier/ 3 tier Data Centre for providing dedicated servers for the hosting of the s web based services. The details of the requirement are as given below. 2. Sealed tenders are invited from the Firms having their own 4tier/ 3 tier Data Centre for dedicated servers (2nos) for the hosting of the s Web Services. 3. The Tender should be submitted in the prescribed Proforma of Technical and Financial bids duly filled and sealed in separate envelopes, superscribed TENDER FOR HIRING OF DEDICATED WEB SERVERS and put together in a big envelope accompanied with requisite EMD of Rs. 5,000/- (Rupees Five Thousand only) in the shape of Bank Draft/Pay order in favour of Registrar, payable at Thiruvananthapuram and forwarded to Registrar, on or before the last date mentioned. 4. 3 5. FIRMS MUST QUOTE RATES ONLY IN THE FINANCIAL BID PROFORMA APPENDED AT ANNEXURE- B. 6. The Tender price shall be kept valid for 90 days from the last date of submission of the Tender. 7. The Earnest Money Deposit as specified in the document must be in the form of Demand Draft/Pay Order drawn in favour of Registrar, payable at Thiruvananthapuram and submitted with the Technical bid. 8. Tender not on the prescribed proforma (attached) without requisite details/emd and received after the closing date/time of tenders will be summarily rejected. 9. The successful tenderer will have to deposit a bank guarantee equivalent to 5% of the total tender value towards security deposit in favour of the Registrar, for faithful performance of the contract. The successful Bidder (hereinafter referred to as Service Provider) has to sign a Service Level Agreement (SLA) agreeing to % uptime. 10. The tenderer will be required to send TWO SEPARATE ENVELOPES, FIRST ENVELOPE CONTAINING DEPOSIT OF EARNEST MONEY, TECHNICAL LITERATURE AND TECHNICAL BID SPECIFICATIONS WHEREAS THE SECOND CONTAINING THE FINANCIAL BID SHOWING RATES, AND TERMS AND CONDITIONS. 11. While opening the tenders, the envelopes containing Technical Bids shall be opened first and acceptance of the tender according to the specified clauses will be ascertained. On the closing date of tender, only technical bids will be opened. 12. The Financial bid of only those firms who will qualify for the technical bid will be opened at a later stage with due information to the Tenderers. 13. In case the tenderer(s) fails to provide the services according to the terms and conditions of the order, the amount of Security Deposit will be forfeited. 14. Canvassing in any form will be viewed unfavorably and if any tenderer is found to be resorting to such practice, the tender of such firm will be rejected. 15. Conditional offers will not be considered and will be rejected. 16. In case, any clarification is required the tenderer may seek the same from the Technical Support & System Admn Division of in the phone number given in Para 4 above before submitting the Tender document. Any request after the last date and time for submission of bids for any clarification would not be entertained. 17. Penalty charges per day: If the down time of the dedicated server provided is more than 15 minutes, then penalty of Rs.500/- per hour or part thereof and Rs.10000/- per day for failure exceeding 8 hours will be applicable. This shall be in addition to the liquidated damages which can be levied on the firm. 18. In case of any dispute arising out of the relation between the parties, the matter will be referred to an Arbitrator mutually agreed, whose decision will be final and binding on the parties. 2

Providing/hosting of 2 Dedicated Web Servers with Internet connectivity to meet the different types of Web services (both static and dynamic) of, including the hosting of web sites, running of online applications with online payment facility (24x7) with SQL at the back end and having cluster and security features, with daily backup solution. 2. Hosting of the Mail Server for for unlimited users 3. To cater to the requirement of the Web Services of, intends to hire 2(two) Dedicated Web servers collocated at the Firm s Data Centre and hosting of the Mail Server for for unlimited users. The web servers provided must be using dedicated web servers located in INDIA with connection to a very high band width. 4. The dedicated server must be dedicated for 13 months (one month initially and after satisfactory demonstration and release of payment by for another one year period) in the name of for web site hosting and other web based services. 6. Managing the web Server for operation with maximum efficiency and security for complete web hosting work for a period of one year 7. To provide uninterrupted web hosting services and loss of data, the procedure to continue the hiring of the server for next one year must be initiated before the expiry of the initial one year period as above. If desires, then the same server will be hired for next one year. If not, then all data and web pages must be transferred to a new server hired by before the expiry of the initial one year period of hiring. The rate for one year extension of the server must be quoted separately. 8. The required Server and the connectivity are to be made available uninterrupted on 24 x 7 basis for 365 days. 9. The Service provider should ensure that there should be zero data loss. 10. The Service Provider is required to provide remote hand support at their Data Centre, as required by. 11. The Service Provider has to provide the full control of the server for remote updation etc. The updation of the Websites and its own customized application will be done by the. 12. The Service Provider should provide the Licenses of Necessary Operating System (Linux), SQL Licences, Antivirus and other Security features which a Web Server requires. 13. will provide only its customized application and the Service Provider will ensure that the application runs smoothly. If any extra component in terms of Hardware or Software is required then the service provider has to provide it (price payable for the same has to intimated and got approved from before the initialization of the required services). 14. The Service Provider will provide full access of the Server and the Mail server to the authorized person of. 4

6 15. The Service Provider will maintain the Hardware and the necessary updation as well the system software. 16. During emergency situations or as per the need, may require seating space at the Service Provides Data Centre. anticipates seating space for at least 2 appointed personnel on any day anytime. 17. The Service provider should provide the Status Report and the Bandwidth utilization report every month. 18. The Data Centre/Service Provider should be able to monitor the status and efficiency of all HVAC, power generation, security, management and support systems. The Data Centre should also track the health of servers, firewalls, load-balancers and other platform components. The Data Centre should have the automated monitoring technologies which should provide alerts in the event of data center or device failures and the same should be communicated to immediately. III. ELIGIBILITY AND PRE-QUALIFICATION REQUIREMENTS NOTE: Eligible bidders are to provide information on pre-qualification requirements in the enclosed Technical bid format. The Financial Bids of only those firms who qualify as per the Technical Bid will be opened and considered for further evaluation, for which date will be fixed separately and intimated to those bidders who qualify in the Technical Bid evaluation. a) ELIGIBILITY CRITERIA 1. Should be a Firm/Company (Incorporated in India) having their own Data centre installations. 2. Bidder should be an established Data Centre Services provider and should have been in the business for a period exceeding three years as on Bidder should have a minimum 5 years experience in DC Managed Hosting Services, Co-location, Connectivity services, DR implementation and managed Services and other related services 4. The Bidder shall not be under a Declaration of ineligibility for corrupt or fraudulent practices or blacklisted with any of the Government agencies. 5. The Bidder must have a turnover of more than Rs. 5Crores in at least one of the last three Financial Years ending on The Firm/Company should have hosted the web services of at least 2 Government/ Para Government organizations having complete online system with Database activity. The Performance report from these organizations should be attached. 7. The Data Center should be located in India. 8. The Datacenter should be ISO certified and Tier 4/ Tier 3 compliant. 9. The services offered by the bidder should have either BS or ISO certification valid up to date. 5

7 b) ADDITIONAL TERMS AND CONDITIONS OF SERVICE (The bidder should provide an undertaking on their letter head to the effect that the following mentioned terms and conditions are acceptable) % Uptime shall be ensured for the Web servers/data Centre and Web Services. 2. The Service Provider shall provide contacts and escalation matrix to log the complaints / problems faced in the facility provided to the. 3. The Data centre will have live storage capacity of more than 20 Terra bytes. 4. The data centre will have clustered Servers for Applications and Database as well as Clustering Services Solution. 5. The Data Centre is having scheduled data backup devices. 6. The Data Centre is having 10/100/1000 MBPS (Redundant) LAN Connectivity. 7. The Data Centre is having latest technologies and there is a redundant bandwidth available from the different Service providers for 24 Hour uptime and Load Balancing.(Provide the name of the Service providers) 8. The Data Centre is having Physical Security and Virtual Security Network and it is through pix firewall (hardware and software based) with all latest anti-viruses Intrusion detection systems (IDS) installed. 9. The Data centre is having un-interrupted (redundant) power supply and 24x7 support and backup services. 10. The Data Centre is having certified networking and security team, with at least 5 years of experience in managing and monitoring enterprise-level networks and able to meet 100% infrastructure availability guarantee. 11. The Data Centre is having Zero-Downtime Network. 12. The Data Centre is having the facility of monitoring all routers, switches and connectivity to ensure the integrity of the data centers and operations. The Data Centre is able to analyze the network backbone, bandwidth providers and the overall health of the Internet and the different kinds of Monitoring services like IP Address Monitoring, Internet Port Monitoring, URL Monitoring, Server Status Monitoring, Link Status Monitoring etc. 6
