Tender forms along with details of items with specification and terms and conditions can be obtained from the Administrative Officer, C.C.R.I., Nagpur during office hours on all working days on payment of Rs.500/- (Rupees Five hundred only) by cash or demand draft drawn in favor of ICAR Unit NRCC Nagpur. In case, the firms need the tender forms by speed post, they will have to pay another Rs.50/- with a request to do so. No Money Orders will be accepted. Those who downloaded the tender set from the NRCC website must submit the cost of tender form through a Bank Draft/Banker s Cheque drawn in favor of ICAR Unit NRCC, Nagpur at the time of submission of tender. Tender documents submitted without the cost of form will be rejected. E.M.D.: The Tender duly completed in all respect along with Bid Security (EMD) at 3% (Three Percent) of quoted value of services in the form of A/c Payee Demand Draft drawn in favor of ICAR Unit NRCC, Nagpur or Banker s Cheque or Bank Guarantee from any of the Commercial Banks in the prescribed form along with tender documents. 3 1. INSTRUCTIONS TO BIDDERS: 1. The bidders must submit documentary evidence in support of their claim of having adequate capability, technical know-how and experience of design & development of website. 2. The bidder should have completed from start to finish, at-least one single work of website design & development in the last three financial years (i.e. current year and three previous financial years). The bidder is required to submit detailed report of similar work done & proof of payments. 3. The bidder should submit These tender documents must be submitted duly completed in all respects in a sealed cover superscribed as Tender for Web site design, development and maintenance and submitted to the Sr. Administration Officer, latest by 15 th January, 2016, 3:00 pm. Tenders which are received after the closure date specified above will not be considered. 4. The Website will be under warranty period for one year after date of launching the website. The successful bidder shall give an undertaking for running the website for the warranty period of one year. 5. The proposals should be in the prescribed format appended herewith as Annexure-I, II and III. Proposals not in the format will be rejected 6. The Director reserves the right to amend/ append any requirement during the period of the project.

4 2. Scope of work Broad scope of the project is as follows: 1. Preparation of the website as per GOI Guidelines for website. 2. Creation of dynamic web pages 3. Managing data through Content Management System 4. Addition of content of approximately 200.pages (50. static and 150 dynamic) to be added as and when required. 5. Writing of all the contents in the website 6. Training to Institute s staff for content upload years maintenance of the website with rectification of errors, addition or upgradation of contents. 3. Project Requirements The website must follow and comply with all the guidelines for Government of India Indian Websites to ensure proper standardization of all content. Website needs to be designed with all dynamic features for up-gradation and prescribed web accessibility features as below: Least site opening time Clean and Professional design Search engine friendly website Website must reflect the essence of ICAR CCRI. The website should be supported by all the popular and latest web browsers like IE, Netscape, Mozilla etc. Should have feature to upload audio and video lectures Should have mobile compatibility Should be a secure website

5 Web site s navigation scheme and features should allow users to find and access information effectively and efficiently. All items should be appropriately aligned on the pages and layout should be consistent on all the related pages. Website must use a fluid layout that automatically adjusts the page size to monitor resolution settings that are 1024 x 768 pixels or higher. All copyrights of the site and content will belong to ICAR CCRI. 4. Functionality 1. Scope Summary Section A Website Pages : The website content shall be multi-lingual with 2 languages, English and Hindi. This website shall be mobile friendly. ICAR and CCRI logo to be used.the Government of India Guidelines for website to be followed. Home Page : Home page design to be shown. Menu options, slider images, news highlights (slider) and other content on the homepage shall be manageable. The (left) side bars shall be easily manageable. All the existing pages on current site shall be remodelled in two ways. Template pages (Fixed format) and Simple pages. Template Pages : Options for the pages for templates. Once the design is finalized, a template shall be created for that pages and the content within it shall be manageable from the admin. This template shall be reusable for any other page as well. Simple Content Pages : Simple content pages shall be designed for basic content to be displayed on website and it should be usable to create as many pages required. The admin shall be able to update the content of any simple content page or template at any time. Template pages shall have a fixed design. All template pages design shall be sent for confirmation to CCRI. The admin shall be able to add/remove menus and sidebar links. TECHNICAL OVERVIEW 1.1 PRODUCTION ENVIRONMENT The final tested version of the application shall be deployed in the production environment and shall be available to the end user. This shall also serve as the staging/qa environment before the first release/beta of the application. 1.2 DEVELOPMENT ENVIRONMENT The development environment shall be used for developing and testing future releases of the application. The version of the application deployed in the development environment shall not be available to the end users and shall be accessible only to the developers.

9 The development environment shall also serve as the staging/qa environment for subsequent releases of the application but shall not be used for any performance related testing since the server configurations in the development environment are not intended to replicate the production environment and thus shall not give an accurate measure of how the application would perform in the production environment. 1.3 TECHNOLOGY STACK Database Server: My SQL 5.x Operating system: Linux Web Server: Apache Development Environment: PHP 5.x, JQuery, Javascript, HTML ICAR-CCRI will provide its own server, it will have to be coded and deployed by website developer. 1.4 BROWSER COMPATIBILITY Internet Explorer 9.0 and above Website Design, Programing, Instalation and Testing Included as follows: Website Hosting, SSL Encryption, Membership Management, Data Backup (Optional). ICAR Guidelines for uniformity in Contents of Websites of all the ICAR institutes should be followed. Compliance Matrix of Guidelines for Indian Government Websites (GIGW) should be taken into consideration. Before hosting developed website should be audited by certified auditor. The website may be hosted at IASRI data center. The above list is not exhaustive. 5. Project Development and Implementation After being awarded this assignment the selected bidder will carry out a detailed requirement analysis with the Director and website committee, for finalizing the proposed site map and graphical layout of the website. During this phase the functionality of different pages will be determined, with regard to dynamic and static aspects, etc. Based on the input from preceding phase, the Developer should prepare 3 sample layouts for the website, which should be submitted to the Director, ICAR - CCRI for approval. All changes suggestion for the layout would be done by the Developer. Further work should only be started after approval. The website should be subsequently

10 launched. Training should be provided to staff for management of Administrative Interface. The Developer should provide 2 year technical maintenance for the website which should essentially mean rectification of errors and correction or addition of contents.
