2 Govt. of Bihar Social Welfare Department Directorate of ICDS Short Tender Notice For SELECTION OF SERVICE PROVIDER FOR ESTABLISHMENT OF DEDICATED INTERNET LEASED LINE OF 4 MBPS PRIMARY AND 2 MBPS SECEONDARY AT ICDS DIRECTORATE, PATNA. Directorate of ICDS Bihar Patna invites sealed quotation in two bid system for establishing, operation and Maintenance of DEDICATED INTERNET LEASED LINE OF 4 MBPS PRIMARY AND 2 MBPS SECEONDARY at ICDS Directorate from reputed organizations. Details regarding eligibility criteria, Terms and Conditions etc. may be obtained by the interested firm on written request along with a Demand Draft of Rs (non refundable) drawn in favour of Director ICDS, Patna Payable at Patna, on any working day between 11:00 AM to 3:00 PM from till The bid document may also be downloaded from DSW website All sealed quotations received will be opened in the office at 4:00 PM on in presence of the bidders or their authorized representatives. 3 Sealed tenders under two-bid system are invited from class "A" Internet Service Providers for setting up dedicated Internet Leased Line of 4Mbps uncompressed (1: 1) premium Internet Bandwidth for Primary and 2 MBPS (1:I)Dedicated Internet Bandwidth for Secondary at ICDS with last mile on OFC/RF as specified in Annexure-II General terms & conditions: 1. Offer should be submitted under TWO BID systems in two separate sealed covers i.e. Cover-A "Techno-commercial bid" and Cover-B "Price bid". 2 Techno-commercial Bid: should contain the following documents/information: (a) Tender cost: Cost of the tender document is to be paid by way of an alc payee demand draft for an amount of Rs drawn in favour of Director, I.C.D.S Patna and payable at, any BanklBranch located at Patna. Tender cost is non-refundable and non-transferable. The copy of the tender document is required to be submitted duly signed on all pages by tenderers along with their offer. Alternatively, intending tenderers may download the complete set of tender document from DSW website ( and submit the same duly signed on all pages by the tenderers along with demand draft for tender cost. (b) Earnest Money Deposit (EMD): Should be submitted for an amount of Rs. 1,00,0001- form of Demand Draft /c payee drawn in favour of Director, I.C.D.S Patna issued by a Nationalized Bank in India. (c) Tenders without payment of tender cost and EMD may not be considered unless the tenderer is exempt from such payment under Govt. rules/regulations as amended from time to time and claims such exemption along with relevant and valid supporting documents. ( d ) All relevant technical specifications/details, drawings, printed technical leaflets, and commercial details which are necessary to ensure that offer is complete in all respects. The details of connectivity viz. the name of the cable and landing points of the involved cable. ( e ) A 'Compliance Statement' along with a certificate and duly signed that the bidder satisfies the technical requirements given in annexure-iv. The said statement should be in the form of complied or not - complied against each item/clause and specifications of the tender document. Authentic documentation is to be submitted in support of compliance statement. ( f) A copy of Price bid without mentioning price i.e. blank copy Price bid is to be enclosed to technical bid 3. Price Bid: Price Bid shall contain the prices and other commercial conditions for the entire proposal. The price should be exclusive of all taxes and duties. The various taxes as applicable shall be brought out separately and the total price should then be shown. The bandwidth is to be provisioned at the Data Centre of ICDS and should be inclusive of all prices including last Mile/Router/Earthing etc. Price is to be quoted per annum basis for 4Mbps Dedicated (1:1) bandwidth and 2Mbps dedicated (1:1) bandwidth separately. Price bids of only technically short-listed bidders shall be opened in their presence on a pre-notified date and time.

4 4. PreQualification Criteria 1. Bidder should have the following certifications or their equivalents: ISO-9000:2001, ISO 27001: Bidder should have a turnover of Rs. 100 Crores in the last two financial years separately. Audited financial statements for past 2 years should be submitted along with the bid. 3. Bidder should have successfully completed at least 10 end to end Bandwidth Connectivity projects in last three years anywhere in India. Each of these projects should have been for a single organization, Government Department, PSU, Bank, Insurance, and Corporate with more than 50 separate locations across multiple geographical areas. 4. Bidder should have implemented at least one 100 connect WAN in India. 5. Bidder should have bagged at least I bandwidth connectivity projects in last three years for Government customer or PSU or Bank or Insurance in Bihar with value of at least 10 lac. 6. Bidder should have good network presence in Bihar with IBWIMPLS capability and local support teams. Bidder to present a description of local network presence and names, employee codes and PF list of employees working in Bihar. 7. Bidder should have expertise in last mile connectivity through RF, Optical Fiber. 8. Bidder will should have a registered local office in Patna 5. Award of Order: The order shall be initially for a period of one year which may be extended for the subsequent year(s) with mutual consent. 6. Validity: Offer must be valid for a period of 60 days from the date of opening of tender. A price negotiation will be held after everyone qualified bidders once in every year. year. ICDS may take fresh prices from all the technically 7. Installation and Acceptance: The bandwidth must be supplied as per ordered specifications. Testing and acceptance will be done at the Data Centre of ICDS, ICDS reserves the right to reject if it is not conforming to the approved specifications. 8. Further the following documents have to be furnished by the tenderers: ( a ) Self attested copies of credentials in support of capability to undertake the supply/work. ( b ) Detailed technical specifications of equipments. ( c ) Satisfactory performance certificate from their customers for same/similar supply/service. ( d ) Income tax PAN, Sales tax regnonos. (VAT/CST/TIN), & Bank A/c no., name of bank & branch. ( e ) Affidavit from tenderere by an Executive MagistratelNotry Public for not black listing by Govt. or PSU

5 9. DELNERY PERIOD AND LIQUIDATED DAMAGE:. The bidder shall be responsible for delivery of the requisite Internet Bandwidth including installation and commissioning of CPEs at the Data Centre, ICDS and for making them fully operational at no additional charge within 04 week of the period stipulated in the order. If there is any delay in the implementation of the system due to bidder's fault from schedule furnished by the bidder and accepted by ICDS, ICDS will recover 1% of the value of the purchase order from the bidder for each week of delay. The recovery will be subject to an upper limit of 5%. 10. Warranty and Services Availability Penalty: The bidder is supposed to provide smooth Internet Linkage. The bidder must provide minimum services availability of 99.5%. The availability of the link shall be computed on monthly basis. If the link is down for more than two hours continuously, penalty amount equivalent to twice the amount of normal charges for the unavailable period will be charged and deducted from the bidder's invoice on pro-rata basis. This shall be even if the overall availability is more that 99.5%. 11. Termination Clause : Either party i.e. I.C.D.S or the bidder can terminate the contract by giving three months notice in advance to the other party. In case, the bidder stops service without notice,. In case the Quality of Service (QoS) is persistently below the agreed upon levels, the contract can be terminated by I.C.D.S by giving 10 days notice in writing. 12. Payment Terms: Quarterly payment shall be made after completion of each quarter on calendar year basis Last date for receipt of tenders and date & time for opening of the same is given in annexure-i. The tenders will be opened in the presence of representatives of bidders present. 14. Tender should be submitted in a sealed cover/envelope and must be superscripted as: Tender for SELECTION OF SERVICE PROVIDER FOR ESTABLISHMENT OF DEDICATED INTERNET LEASED LINE OF 4 MBPS PRIMARY AND 2 MBPS SECEONDARY 15 I.C.D.S reserves the right to accept or reject any or all the bids in part or in full without assigning any reason and does not bind himself to accept the lowest bid. The Directorate of ICDS at its discretion may change the quantity/quality/parameters/upgrade the criteria/drop any item(s) or part thereof at any time before placing the order. 16 In case of any dispute, the decision of ICDS shall be final and binding on the bidders/tenderers.

7 Dedicated 4Mbps (1:1) Internet Bandwidth Connectivity ANNEXURE 1. ISP should have their own International Peering Gateway, multiple landing stations for international traffic and international fiber. ISP should have a valid class A ISP license. 2. ISP will setup dedicated 4Mbps (1: 1) Primary Link and 2 mbps Secondary for Internet access on turn-key basis in I.C.D.S Campus initially for a period of one year which may be extended with enhanced bandwidth capacity of30mbps(l :1) for the second/subsequent years. 3. The last mile access technology for the delivery of Internet Leased Line would be over ISP's Last Mile OFC Network, which will be backhauled over ISP's network to the nearest Internet PoP further to the Internet Gateway. 4. ISP will ensure fully secured, protected and managed Internet Leased Line delivered to I.C.D.S by implementing Router and Firewall. 5. ISP should provide secured web based login to a portal to view the bandwidth utilization and performance of the internet link. 6. The Connectivity should be very stable. The guaranteed uptime (last mile availability) should be 99.5%. Average Round Trip Delay (Latency) of the link for international locations under any circumstance should not be greater than 120ms. Delay is measured by computing the delay for five hundred (500) Cisco-style pings of sixty-four (64) bytes each. Packet Drop should be less than 1%. Performance should not get affected due to inclement weather. 7. The details of connectivity are to be mentioned along with proper diagrams and write-up of their solution. 8. If the uptime of the link measured quarterly is not maintained by the ISP as per contract then recovery of the same will be made by the University by converting the amount into number of days proportionately. 9. The delivery period would be 3 to 4 weeks from the day of acceptance of order. 10. ISP should provide and maintain all necessary terminal equipments including Router at I.C.D.S at their own cost during the contractual period. LC.D.S will pay the rental cost only. Router should have at least two LAN ports. ISP should connect I.CD.S's LAN to internet using these LAN ports. Please specify technical details of equipments in Technical Bid. 11. ISP should provide Bandwidth splitting and Allocation Services as per requirementof I.CD.S and also be capable of administering changes on request during the contract period. Solution for the same should be provided along with the technical bid. 12. ISP should implement security policy as per requirement ofi.c.d.s. 13. ISP will be the single point of contact for all link related issues. 14. ISP should provide at least 32 public/static IPs. (Network diagram is enclosed) 15. Link load balance shall be installed by ISP with load sharing option and IP to IP redundancy Configuration (Rodware LP 202 or equivalent)
