1 Government of Jharkhand Department of Science & Technology Nepal House, Doranda, Ranchi Ph , , Fax , TENDER NOTICE NO 03/ Sealed tenders for the purchase of Biometric Time Attendance System, software and other accessories are hereby invited from the vendors on the prescribed form available on the web site ( of Department of Science & Technology, Jharkhand. The tender documents can be downloaded from the website and the tender cost of Rs.10, (Ten thousand Rupees) only, should be paid through bank draft drawn on any Nationalized Bank in favour of Director, Department of Science & Technology, Jharkhand, Payable at Ranchi in a separate envelope. The tender document containing Technical Bid and Financial Bid, complete in all respect should reach in the office of the Director, Department of Science & Technology, Jharkhand, Ranchi, Nepal House, Dorando on or before upto 4.00 PM which will be opened on say day at 4:30 P.M. in the presence of the tenderers or their representatives who may like to be present at that time. The sale of tender document will commence on the next date of publication of this tender notice and will close on the date specified on the tender document. The interested vendors fulfilling our terms & conditions should quote their minimum rates along with earnest money as mentioned in the tender document in sealed cover duly subscribed as Tender for the Purchase of Biometric Time Attendance System and other accessories on the envelop. All the vendors should also give a brief resume about their firm/company. Their turnover and firms/ offices to which they are supplying quoted items, should also be mentioned. The Director, Department of Science & Technology, Jharkhand, reserves the right to reject all or any of the tenders without assigning any reason thereof. The Tender which is conditional/ incomplete/ belated/ without earnest money, will not be entertained. Dear Sir/ Madam, The Department of Science & Technology, Jharkhand, Ranchi intends to purchase Biometric Time Attendance System, software and other accessories for its various Institutes and Headquarters located in Jharkhand, for which sealed tenders are hereby invited from the well reputed firms/vendors as per Terms & Conditions, Specifications/ configurations, format for Financial Bid, Technical Bid & Check List are mentioned below. The tenderers shall have to furnish the offer in two separate envelops, clearly mentioning Envelope No.1 Technical Bid for Purchase of Biometric Time Attendance System, software and other Accessories and Envelope No.2 Financial Bid for Biometric Time Attendance System, software and other Accessories separately for each category. Both the envelops must indicate the description of the tender and then both should be placed together in one sealed cover, indicating Tender for Purchase of Biometric Time Attendance System, software and other Accessories and the date of opening of Technical Bid. The tender must be sealed and bear the stamp of the firm/ company on the face of the envelope and outer sealed cover. The Technical Bid and Financial Bid will be opened on two different dates. The technical bid will be opened on due date as mentioned in the tender document. The financial bid will be opened in respect of only those tenderers whose documents are found in order and whose items qualify technically. The requirements of technical bid are as under:

4 PLEASE NOTE THE FOLLOWING TERMS AND CONDITIONS: 1. The tender is liable to be rejected if not submitted as per the terms and conditions without asking any other clarification. The tender form can be downloaded from website (www. Jharkhand.gov.in) of the Department of Science & Technology. The tenderer must submit DD of Rs. 10, (Ten thousand rupees) only as tender price in favour of Director, Department of Science & Technology, Jharkhand, Payable at Ranchi in a separate envelope otherwise their tender will be rejected, assuming tenderer has not purchased the tender form as per rule. 2. The tender will be opened on scheduled date and time as mentioned above and the tenderer or their representatives those are desirous may present during opening of the tender. 3. Tender received after due date and time will not be entertained. 4. The tender form is non transferable. 5. Tender should be submitted in two parts, first part containing Financial Bid and second part containing Technical Bid. The envelopes must be sealed and marked with Financial Bid and Technical Bid. The bigger envelope containing Financial and Technical Bid envelops is to be sent directly by speed /registered post or by hand and marked with Item and page number in the tender form should be strictly in chronicle order. 6. Name of the manufacture with complete address should be mentioned against item or equipment. 7. Printed condition on tender will not be binding unless separately mentioned. Copies of the terms and conditions if any should be furnished in duplicate. 8. The tender must furnish complete with detailed specifications supported by printed literature of the Biometric Time Attandance System, software and other accessories offered. Incomplete specification/absence of printed literature support will result the rejection of the tender. For any equipment, tendered specification is not available then equipment having specification nearest can be considered which could be for various Polytechnics / Engineering College situated in any part of Jharkhand. 9. The rate should be FOR to destination inclusive of all Taxes, Excise, and Freight. 10. Taxes if liable extra, should be clearly indicated, failing which the rate quoted in the tender will be considered as inclusive of all taxes. 11. The supplier will have to install the equipment/software up to the satisfaction of undersigned in the institution and then only the payment will be made. The suppliers are advised to dispatch all materials to the respective Institutes on their own convenience but within stipulated time period described in the tender document. 12. The manufacture registered with the Industries Department of Jharkhand Government may be given the price preferences of prevailing rule while comparing with the other suppliers. In order to avail these preferences the tenderer should furnish a certified copy of the registration along with the tender. 13. There should be no alteration/corrections in the quotation and prices are quoted in figures and words. 14. The tenderer is required to 3% of the quoted amount {Minimum Rs. Fifty Thousand only} as EMD. EMD should be deposited in the form of demand draft drawn in favor of Director, Department of Science & Technology, Jharkhand, Payable at Ranchi against Tender No.. refundable after the order. Tender Received without EMD will be rejected. Requests for relaxing EMD will not be entertained. EMD by cheque or MO will not be accepted.

5 15. Discount if offered should be clearly indicated in the tender both in words and figures. Discount offered for making advance payment against R/R will not be considered. 16. In case of non-acceptance of the tender, the EMD will be refunded to the tenderer in due course of time which would be reasonable. The EMD will be treated as security deposit in case of selected tender. EMD/Security deposit will be forfeited in case of breach of agreement of supply by the tenderer (supplier). 17. The order shall stand cancelled and security forfeited- I. If supplier expresses his inability to execute the order for the quoted items within the validity period mentioned in the tender. II. III. If the complete equipment is not supplied within the delivery period mentioned in the order or within the extended permitted period. If the supplier executes only part of order. 18. Any Item/hardware/software breakdown must be attended within 72 hours during the warranty period at free of cost. 19. Payment will be released after the successful installation and demonstration of the equipments and software s (if any). 20. In case of any failure in execution of order, the undersigned reserves the rights to forfeit the EMD/Security deposit. The undersigned also reserves the right to cancel the order and forfeit the EMD/Security deposit in case the tenderer fails to adhere strictly to all terms and condition of the order. 21. If any kind of defects of or deviations from the specification are detected and reported, the supplier should replace or rectify the defects free of cost within 15 days from the date of report, failing which the equipments will not be accepted. The defected equipment will be collected by the supplier at his own cost and risk. However the undersigned may condone the delay in exceptional deserving and genuine case where the limit of 15 days is not adhered. 22. The undersigned reserves the rights to increase/decrease the quantity of the equipment/items to be supplied. 23. Tender should be valid for at least six months from the date of opening of the tender.the price should be firm without variations of any kind. 24. The under signed reserves the right to accept the lowest or any tender and also of rejecting all or any tender without assigning any reason for the same or to split up the tender as he may deem fit. 25. Request for the supply of any other inquiry in respect of the tender received will not be entertained. 26. Exact and earliest possible time of delivery should be indicated in the tender against each item. Other things being equal in the tenders, the earliest delivery period will be preferred while comparing the rates. But no case it should be more than 45 days for all items. The delivery period given in the order will be the date of receipt of the equipment in the institute and not the date of dispatch of the equipment by the supplier. 27. Sealed envelope for the tender should be super scribed as Tender No... and should be addressed to, The Director, Department of Science & Technology, Jharkhand, Ranchi, Nepal House Doranda The successful tenderer will have to execute an agreement bond as approved by the Government of Jharkhand.

6 29. Latest income tax clearance and VAT Clearance Certificate and Service Tax clearance of applicable from the concerned authority should be attached with the tender. Tender received without this certificate will be rejected. 30. The minimum guarantee period for equipment supplied by the supplier will have to be given which should not be less than one year from the date of installation. The tenderer will be required to undertake repair/replacement of defective part at free of cost in the institution. 31. The entire dispute with regard to the contract of purchases of equipment etc. will be subjected to Ranchi High Court Jurisdiction only. 32. In the event of the Order the manufacturer of the equipment will be required to furnish a certificate to the effect that they are manufacture of such and such make and whereas the authorized agent or stockiest will have to furnish a certificate by the manufacturer certifying that M/s is their authorized agent/stockiest/distributer under brand name equipment, without this certificate tender will not be accepted. 33. The equipment/machinery calibrated in SI/metric system need be quoted. The tenderer will provide the guarantee for the after sale-service as and when required. 34. Software should be of educational version. The supplier shall have to make available upgrade free of cost for one year. The supplier should also quote yearly up-grade charges one year onward. 35. Performance guarantee in terms of Bank guarantee / DD is to be deposited for the guarantee / warranty period by successful bidder. 36. No offer should be made for imported item for which import license has to be arranged by the Director. The entire imported items will have to be delivered in the respective institute by supplier and payment will be made in rupees only. 37. The company should have the following conditions: I. Turn over of Rs crore(ten crores rupees) only in supplying Equipments in last three consecutive Financial Years. II. Last three successive Financial Year audit balance sheet. III. Income Tax return for last three Financial Year. IV. Company TAN No. V. Local Service Centre. and the supplier should have the experience of supplying material to the Government Sector for last ten years.
