(Estate)/ / Dated To Sub: Limited Bids for Providing Consulting service for Interior renovation work of CMD Office and Secretariat, Board Room, Visitors Area etc at Third floor of REC office at Core-4, SCOPE Complex, 7-Lodhi Road, New Delhi Sir, REC intends to renovate the CMD Office, Secretariat, Board Room, Visitors Area etc at Third floor of its office at Core-4, SCOPE Complex, 7-Lodhi Road, New Delhi having about 4000 sqft area. For this purpose, REC invites limited bids in two parts for providing consultancy services to renovate its offices as described above. It is requested to quote your lowest competitive rates for providing consultancy services for the above work. 1. The Last date of submission of bid is upto 3.00 PM and shall be opened on the same day at 3.30 PM in the presence of the bidders or their representatives who choose to participate in the bid opening. In case, the last date of submission of bids shall fall on holidays, the same shall be submitted on next working day at the same time and the bids shall be opened on the same day at the specified time. 2. Bidder should be in possession of valid PAN & VAT TIN No. etc. (please provide copy of the PAN and Service Tax) 3. Bidder are required to submit an Earnest Money of Rs 10,000/- (Rupees Ten Thousands only) through Demand Draft/Bankers Cheque of a Scheduled Bank in favour of Rural Electrification Corporation Ltd payable at Delhi along with the bids. Bids without EMD shall be rejected. EMD of the un-successful bidders shall be returned after award of work to the successful bidder. EMD of the successful bidder shall be adjusted towards security deposit. 4. PRE-QUALIFICATION CRITERIA: 1. Average financial turnover of the bidder during the last four years ending 31 st March 13 should not be less than 7.0 (Seven) lakh. (Please provide copy of balance sheet or certificate from Chartered Accountant (CA) indicating turnover of the bidder for the last three years) Page 1 of 7

Bidders should have provided architectural consultancy services to at least one organization during last four years having consultancy charges not less than Rs. 8.0 lakh or two works having consultancy charges not less than 5.0 lakh each. (Please provide copy of LoA/ completion certificate or any other document/certificate in support of their claim) 5. SUBMISSION OF BIDS: Bid shall be submitted in a sealed cover super scribed "Providing Consulting service for Interior renovation work of CMD Office etc of REC office at Core-4, SCOPE Complex, 7- Lodhi Road, New Delhi". This envelope shall contain two separate sealed envelopes as below: Envelope-1 : shall contains Earnest Money Deposit, experience certificate, copy of balance sheet/ certificate from C.A. regarding turnover for last four year ending and copy of PAN & Service Tax and called technical bid (Annexure-I) Envelope-2: shall contain price bids only as per format at Annexure-II. 6. The technical bid shall be opened on the same day at 3:30PM. The technical bid shall be evaluated as per pre-qualification criteria. Price Bid of those bidders who qualify the prequalification criteria shall only be opened. Date of opening of the price shall be intimated to the technically qualified bidder only. 7. SCOPE OF SERVICES: The scope of the Consultant shall be providing complete interior services as required to complete the work. However the broad scope of services shall include the following but limited to: 1. Architecture Design a. Measurement of site b. Development of concept plan as per functional requirement. c. Preparation of interior layout with alternatives d. Presentation of the approved concept plan with perspective view (3D view) clarifying all the interior details e. Revising the concept plan of the area as per the direction of REC, if required. f. Detail furniture layout Plan g. Finishing h. Plans, Sections, Elevations etc. 2. Plumbing, Electrical, Air conditioning and Data Communication Services etc a. Electrical and UPS systems b. Air-conditioning and ancillary air-conditioning c. Fire detection, suppression and alarm d. Building management system e. Design of Public Health, Plumbing, Sanitary, drainage, water supply and sewerage works. 3. Preparation of Bill of Quantities, Specifications, Estimate, tender document etc a. Preparation of preliminary schematic designs & sketches in consultation with other professional consultants for review with client. b. Preparation of specifications, bill of quantities, estimate, tender documents for approval of REC. Page 2 of 7
3 4. Construction Drawings a. Preparation of Construction Drawings in conjunction with service consultants ensuring the proper co-ordination and integration. b. The Architect must supply to each contractor sufficient copies of the working drawings and other contract documents to enable him properly to fulfill his obligations under the conditions of the contract. 5. Supervision Stage c. Supervision to ensure that the works are being executed in general accordance to the contract drawings and specifications. The Architect shall also visit the site as per requirement of REC. d. Verification of the bill of the contractor 8. TERMS & CONDITIONS: 1. Bidders are requested to quote professional fee in the enclosed Annexure-I. Bidders shall quote their Rates all inclusive except service tax which shall be paid extra as applicable. Price quoted by the bidder shall remain firm during the entire period of the contract and shall not be subject to variation on any account. 2. Professional Fees The Complete Project to be designed and supervised by Architect. This would involve the entire scope as listed above. The Professional Fee should be inclusive of the Fee to be paid to all sub consultants viz. Electrical, Plumbing and Fire Fighting, consultants. Service Tax will be paid extra as applicable at the prevailing rate set by the government. 3. Payment Terms Payment to the selected architect/interior decorator shall be released in following stages: Sr.No Description % of the consultancy charges 1 On approval of design concept, working plans, 30% elevations & sections 2 On Preparation of bill of quantities, estimate, 30% specifications, tender documents & drawings for all the disciplines. 3 During the course of execution of project in 30% Four equal installments 4 After completion of work and payment of the 10% final bill of the contractor Total 100% 4. Bidders are advised to visit site and its surroundings and satisfy in their own interest before submission of their bids. For any enquiry, bidders may contact AGM (Estates) or DGM (Estates) from 10 AM to 5 PM on all working days. 5. Bidders shall be deemed to have full knowledge of the site whether he inspects it or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed. Page 3 of 7
4 6. Conditional Bids will be treated as non-responsive and shall be rejected. 7. Completion Time: The time allowed for carrying out the work will be one month for works upto scope of services mentioned at 1, 2 & 3 above, which shall be reckon from the third day after the date of written orders. 8. If any services not provided for in the scope of services but required for completion of work, the consultant shall provide without any extra cost. 9. Submission of a tender by Bidders implies that he has read this notice and has made himself aware of the scope and specifications of the work to be done and of conditions and other factors having a bearing on the execution of the work. 10. The competent authority on behalf of the REC does not bind itself to accept the lowest or any other tender and reserves to itself the authority to reject any or all the tenders received without the assignment of any reason. All tenders in which any of the prescribed condition is not fulfilled or any condition including that of conditional rebate is put forth by the Bidder shall be summarily rejected. 11. Canvassing whether directly or indirectly, in connection with tenders is strictly prohibited and the tenders submitted by the bidders who resort to canvassing will be liable to rejection. 12. The tender for the works shall remain open for acceptance for a period of one hundred twenty days (120 days) from the date of opening of tenders. If any bidder withdraws his tender before the said period or issue of letter of acceptance, whichever is earlier, makes any modifications in the terms and conditions of the tender which are not acceptable to the Corporation, then the Corporation shall,without prejudice to any other right or remedy, be at liberty to forfeit earnest money as aforesaid. 13. If the work is not completed in time, liquidated 0.5 % per week or part thereof subject to maximum of 5% of the value of the work order shall be levied from the Architect/interior decorators. 14.
