2 2.0 Brief Scope of Work: In consideration of the Charges/Fees (Pricing) specified in Annexure I of this document, CWC will have the right to use the service and solution at the locations detailed at Annexure-VII as per scope of work at Section III. 3.0 Eligibility and technical criteria The bidders are required to meet all the Eligibility Criteria and score minimum 70% marks in technical criteria mentioned in clause no. 7 of Section I. 4.0 E-procurement 4.1 This s being processed through e-tendering/ e- procurement system. The documents are to be downloaded, filled & submitted through e-tendering system of Corporation at the website If any der wishes to participate in the Corporation tenders, der has to register their firm once with annual registration fee in our website for online e-tendering in consultation with our service provider M/s. K.S.E.D.C. Limited. cost of Rs.1000/- (Rupees One thousand only):- On a written request in duplicate on the letter head addressed to General Manager (System) on payment of Rs.1000/- (Rupees One thousand only) [Non-refundable] either in cash or by Demand Draft drawn in favour of Central Warehousing Corporation, New Delhi payable at New Delhi and issued by any Nationalized or Scheduled Bank(cash can be accepted between 2 PM to 4 PM at CWC,Corporate Office, New Delhi) towards cost of form. 4.2 Digital Signature: The der shall require the Digital Signature/ Digital Security Certificate for participating in Corporation e-tendering process (for login, downloading & uploading of documents or for submitting the e- documents). Digital Signature can be obtained from any of the authorized agencies of CCA, (Controller of Certifying Authorities). For this a separate processing fee would be payable to the authorized agency of CCA. 4.3 The der has to register (if not registered earlier) with our website with a non-refundable registration Fee of Rs.5618/- (Rupees Five thousand six hundred and eighteen only)including service tax, in favour K.S.E.D.C Limited payable at Bangalore and it has to be delivered to Project Coordinator, Tenderwizard Help Desk Center B-1/5A, 2 nd floor, Main Najafgarh Road, Near JanakPuri Metro Station (East), JanakPuri, New Delhi , Ph No: after obtaining digital signature to participate in e-tendering/e-procurement system. In case of Joint Venture, der is requested to register with M/s. K.S.E.D.C. Limited in the name of Joint Venture only.the registration fee is payable once on a yearly basis. 10

3 The detailed procedure for the registration is as under: i) Go to the url:- ii) In the home page click on Vendor Registration iii) In the Vendor Registration form, vendor has to fill up the applicant details, digital signature information as well as Demand draft details iv) After submission of the form, the User-id and Password are generated in the form of Acknowledgement. v) The registration fee shall be in the form of DD / e-payment of amount Rs 5618/- in favour of K.S.E.D.C Limited payable at Bangalore and it has to be delivered to Project Coordinator, Tenderwizard Help Desk Center B-1/5A, 2 nd floor, Main Najafgarh Road, Near JanakPuri Metro Station (East), JanakPuri, New Delhi , Ph No: vi) The registration fee in the form of DD should be sent in an envelope superscribed as "Request for Vendor registration for CWC "along with covering letter of der's company. vii) The User-id and password would be Activated by M/S K.S.E.D.C Limited, only after receipt of the DD at the above mentioned address. For registration enquiry whether DD has been received or not, and to activate User ID, please contact Helpdesk. 4.4 All the bidders are requested to get themselves registered well in advance and no extra time will be considered for the delay in on-line Vendor Registration, if any. In case bidders wait till the last moment for uploading tenders, and if any technical problem is encountered at that time, the closing time may elapse. 4.5 Please contact helpdesk for clarification about e-tendering procedures. 5.0 The complete set of Document can be downloaded by the der through only after registration as explained at Sl. No. 4.0 above for participation through e-tendering process. 6.0 The last date for downloading of document is up to 3 pm. 7.0 The der is also advised to keep visiting the websites as mentioned below for any Notification from Corporation regarding the tender including corrigendum, addendum etc. i) ii) iii) iv) 11

4 8.0 The cost of bid document is Rs. 1000/- (Rupees One thousand Only) which can be paid in cash [Non-refundable] (accepted between 2 p.m. and 4 p.m) at Central Warehousing Corporation Corporate Office,New Delhi or through demand draft in favour of Central Warehousing Corporation payable at New Delhi issued by any Nationalized/Schedule Bank. The tenderers registered with the National small Industries Corporation under revised scheme who can produce certificate of competency for development of application software from above Corporation would be issued tender forms free of cost. The scanned copy of demand draft or cash receipt or certificate of registration (for tenderers registered with NSIC ) may be uploaded alongwith the tender and the original demand draft be handed over to GM(System), Central Warehousing Corporation, Corporate Office, New Delhi before the date and time set for closing as per S.No.9 below. Tender Processing Fee of Rs. 562 /- (Rupees Five hundred and sixty two only) [Non-refundable]for each tender in the form of Demand Draft issued by any of the nationalized bank drawn in favour of K.S.E.D.C Limited payable at Bangalore and it has to be delivered to GM (System), Central Warehousing Corporation, Corporate Office, New Delhi before the date and time set for closing as per clause No.9 below. Those bidders who failed to submit the tender processing fee to M/S KSEDC Limited their bid would not made available by the system and shall not be considered during the opening of the tender. 9.0 The Schedule of Submission (Technical & Financial ) and opening of Technical through e-tendering on-line system of Corporation is as below: closing (last date and Value of Earnest opening time for uploading of filled in tenders) Money Deposit (EMD) Technical tender (up to 3.00 pm) Rs. 1,00,000/ (3.30 pm) EMD of requisite value to be submitted in acceptable form as per Clause no of Section-I General Instruction & Terms and Conditions. In case of non-receipt of EMD of requisite value inacceptable form, will not be entertained and shall be rejected. The tenderers registered with the National Small Industries Corporation under revised scheme who can produce certificate of competency for development of application software from above Corporation will not be required to submit the requisite earnest money/performance bank guarantee up to the monetary limit fixed by the NSIC. Tenders should furnish requisite amount of earnest money with the tender beyond monetary limit fixed in the registration certificate by NSIC. This concession will not be available to the parties who do not furnish Registration and Competency Certificate mentioned in the paragraph.this concession however will not be available for the tender processing fee which has to be paid to M/s.KSEDC Ltd. 12

5 10.0 Corporation reserves the right to cancel/withdraw the NIT without assigning any reason and shall bear no liability whatsoever consequent upon such a decision The Technical bid will be opened through e-tendering on-line system of CWC on the date and time as mentioned at Sl. No. 9.0 above and NIT, in MIS Division, CWC, CO, New Delhi in the presence of bidder s representatives who wish to be present. The Financial part of Technically qualified tenders shall be opened through e-tendering on-line system of CWC, in presence of bidder's representatives who wish to be present at above mentioned address/venue on a subsequent date for which the separate intimation will be given to only Technically qualified bidders In case the day for opening of Technical & Financial becomes holiday, the Tenders will be opened at the same specified time on next working day. Further, in case of any change of venue, date & time, the same will be intimated/uploaded on website separately. der shall submit the in accordance with clause no. 14 of Section-I of Document Corporation reserves the right to extend the last date and time for submission of filled in Technical and Financial Part Tenderers must ensure that the signed documents uploaded for e-tendering should be clear and readable. The tenderers must check the print quality of the documents meant for uploading.
