No Brief description Scope of work of the item 1. Annual maintenance Quotation for Annual maintenance contract and Support services for KOHA LMS including under client server environment at ICAR Library server for contract and implementing of all in-house activities. Working of the system support is to Support services be provided by visiting at ICAR Library, Krishi Bhavan and Krishi Anusandhan for KOHA LMS, Bhavan. SMS services should also be provided by the firm on its own and maintain expenses. Maintenance contract and Support services for KOHA LMS via LAN library server at at ICAR Library,Server for library records. Near about 3000 SMS will be sent to KAB Library readers during the financial year during financial year i.e Customization Customization work includes AGROVOC thesaurus integration, Browse search, and search modification, option for visitors counter and library holdings, Drupal integration with KOHA. 1

2 Sealed Tender is invited for the above cited subject as per following specifications and below mentioned terms and conditions for the period of The rate may be submitted in the enclosed Performa. Your rates should be flat, including annual maintenance/support Charge. Interested firms are required to submit their rates quotations in accordance with the terms and conditions as mention below. Participating firms are required to submit details of some reputed government /institution/ Semi govt. Ministries/ Autonomous organization, especially its libraries where they did the said-job. Quotation must be sealed and sent to Under Secretary (DKMA) at the address given above and the envelope containing the quotation should be superscribed. Tender for Annual maintenance contract and Support services for KOHA LMS to maintain library server at KAB Library and Customization. The last date for receipt of tender is 31 st July 2015 up to 3.00 P.M. tender will be opened on the same day at 3.30 P.M. Terms and Condition 1. Tender in two Part bidding system (1st Part- Technical Bid, 2nd Part financial Bid) is invited from experienced, resourceful and bonafide firms for Annual maintenance contract and Support services for KOHA LMS; Support service to maintain library server at KAB Library and Customization, at ICAR Library, Krishi Bhavan and KAB under Window/ Linux operating system. 2. Separate envelops should be used for Technical and financial Bids and indication to that effect may please be superscribed on the envelops. The technical and financial Bid should be signed and stamped along with all relevant documents establishing the credibility of the firm. 3. The Technical Bid must contain the following required documents with the technical Bid failing which the quotation will not accepted: i. Brief profile of the firm ii. Registration of the firm (copy of certificate of Service Tax registration) iii. PAN of the firm (copy of PAN Card) iv. EMD for Rs. 2,000/- in the form of a demand draft issued in favour of Project Director (DKMA) and payable at New Delhi v. Minimum two year Experience certificate in implementation, maintenance of KOHA as Library Management System in academic/ public libraries / special Library etc. 4. The tender should submit be before 31 st July, 2015 latest by 3.00 PM. After due date and time, quotation will not be entertained. 5. Technical Bid Should be accompanied by earnest money of Rs 2000/-(Rupees two thousand only), in mode of draft in favour of Project Director, DKMA, Indian Council of 2

3 Agricultural Research, New Delhi. Earnest money will be refunded to unsuccessful bidders, without any interest. 6. Successful Bidder will have to deposit performance security money of Rs 5000/ (Rupees Five thousand only), in the form of demand draft in favour of Project Director, DKMA, Indian Council of Agricultural Research, New Delhi. ' : 7. If the successful bidder backs out of his contract, his security money shall be forfeited, and such other action will be taken as deemed proper. 8. The rate of contracts will be valid for one financial years , but if the work is extended for one year more, the firm will have to do its job on the same rate of contract. 9. The bidder shall quote their rates for all the work explained in financial bid. All duties, taxes and other levies payable by the bidder shall be included in the quoted amount. The rates quoted for the work shall be fixed for the period The work would be done as and when required and accordingly payment may be released on submission of bill as per job done. 11. No payment will be made to the firm, if the work is not found satisfactory. 12. If the work is not done within the stipulated period and the time is not got extended, the firm will be liable to pay penalty equal to one percent or such amount of the total amount or the bill as the Under Secretary may decide for delay per day. However, the total penalty shall not exceed 10% of the total amount. 13. Project Director (DKMA) reserves the right to cancel the Rate Contract at any time during the period of Contract by giving one month's notice. DKMA will not be responsible for any loss incurred by the firm due to such cancellation. 14. Project Director (DKMA) reserves the right to accept or reject the lowest or any offer or all offers without assigning any reasons thereto. 15. In the event of breach of any of the terms and conditions of the agreement at any time on the part of the firm, the contract shall be terminated by the ICAR without payment or any compensation to the contractor. 3

4 16. Decision of the Project Director, DKMA, ICAR with regard to any point of dispute arising under the contract shall be final. The contractor shall not enhance the rates during the contract period. Dispute, if any, will be subject to Delhi jurisdiction. 17. Other Terms and Conditions: a. Latest stable version of open source Library Management Software KOHA should be implemented. b. Data Backup: Regular data backups should be build up. c. Freedom from vendor lock-in: ICAR, will own both software and data, and should be able to switch the vendors at any time by three month notice. The contract is for one year and it can be extended by competent authority at same condition and rates quoted. d. Standards compliance: MARC21, Z39.50, UTF8/Unicode, SIP2 e. Vendor should have minimum two years' experience in implementation, maintenance of KOHA as Library Management System in academic/public libraries. f. KOHA being open source software, any customization and configuration details as per requirements of ICAR Library should be documented and provided to the ICAR Library for future references. g. Any problem related to the KOHA should be solved within 24 hours. i. KOHA LMS should be upgraded time to time, as and when new version is launched. underjj~ 4
