Vacancy Announcement (040/2015) (Re-announcement) PYI GYI KHIN (PGK) is a local, woman s non-governmental organization (NGO) which was founded in 1997 to empower vulnerable women and children in Myanmar, regardless of race, religion and ethnicity, through enhancing basic education, health and socio-economic status. The organization has over 15 years experiences in women and child protection issues, community based HIV Prevention and, Home based Care and Treatment, development of community based organizations and self-help groups, advocacy in law and policy reform and strengthening local organization network. PGK have been implementing projects and programs on the community based HIV intervention program, HIV and Human Right in legal reform project, community based violence against women project, community based MDR-TB projects, enabling legal environment for CSOs program and supporting ART and decentralization program and Health System Strengthening program in all regions and states in Myanmar. Now PGK is recruiting qualified candidates for M&E Data Coordinators. Title : M&E Data Coordinators (State/Regional Level) Number of Post : (10) only Duty station : State/Regional Health Director Offices Duration : Till December 2016 Supervisor : State Health Directors (SHD) Dead Line: 08-October-2015 (Thursday) General Background of Project/Assignment PGK has been awarded additional grant from UNOPS PR GFATM to support MOH and DOH and SHDs to implement Data Management Systems. Under new grant, PGK in close collaboration with DOH, UNOPS-PR, S/R HDs and other technical partners will: recruit, train and deploy 14 M&E Data Coordinators. The new M&E Data Coordinators will be under the direct supervision of Regional Officers and he / she has to take the responsibility for the competent functioning of the data system in townships under his/her supervision. Reports prepared by him / her have to be sent to Regional Officers before sending to central level through Regional Officers Successful applicants will be provided with specific training concerning M&E, data management and reporting system of all 3 programmes at the very start followed by refresher training after 1 year. Specialized training in data analysis and utilization at sub regional level will be emphasized in the training.

Rationale for the new positions: Though routine health information system has been in place for several years, it has many weaknesses and there are gaps in data from the community level and from hard-to-reach areas. Analysis and use of data at township level is limited. For HIV, behavior data for key populations (PWID, MSM and Sex workers) are limited and out of date including lacking mapping tools. Myanmar does not have geographic prioritization of hot spots for key interventions. Underreporting of malaria cases and deaths is main limitation. Malaria cases found in private sector are not included in the national malaria database and reports from NGOS were only started to be sent to the NMCP in 2012. Malaria deaths that occurred outside health facilities are not reported in to the HMIS. Data quality issues and risks have been observed by both PRs and recommendations have been drafted for their next M&E plans and actions in the next three years. Some of the bottlenecks related to Data Systems are explained by erratic infrastructure, absence of telephone/internet or inaccessibility of some areas during rainy season. Instability in securitycompromised areas and remoteness also affects reporting. To partially address this, a limited essential report was designed to allow timely reporting of Global Fund indicators. Duties and Responsibilities Under the supervision of the ROs (ATM), M&E- Data Coordinators (State/Regional Level) will be responsible for the following duties with regard to NAP, NTP and NMCP. Monitoring & Supportive field visits Ensuring the development and maintenance of a functioning S/R monitoring & evaluation system which will be coherent with national M&E systems, and will generate data that allow for S/R data analysis and which ensures that all reporting units and partners submit timely, regular and structured monitoring reports. In collaboration with M&E Focal personnel for the disease control programme, develop M&E Plan and provision of quality Public Health and M&E inputs, where required. Promote and supervise the uniform usage of developed M&E tools. Maintaining the R/S database; reviewing incoming data and ensuring the quality of database and that M&E data are readily available. In agreement with ROs and SHD, conduct field visits to township and health facilities to monitor the progress, update the township staffs with GFATM information and data collection system. Conduct quarterly data verification visit to the townships allocated. Ensure data quality of the programme activity reports of NAP, NTP and NMCP. Facilitate capacity building of staffs at township level regarding data quality assessment, monitoring and reporting for the three National Programs. Keep record of the progress and challenge of each township and report to the supervisor.

Coordinate the organization and implementation of Township/Sate/Regional Review Meetings. Attend quarterly GFATM HIV, TB and Malaria meetings or any suitable place and provide Regional Quarterly data for reporting and frequent travel to Townships. Perform other related duties as assigned by the supervisors at State/Regional and National Programme, (ATM). Data Management and Reporting Supervise the data assistants (ATM) at S/R and provide management and data quality checks Check for completeness and accuracy of data and inform the State Health Director, ROs and where appropriate the National Programme Managers of three diseases for any discrepancies. Support the National Programmes and/or State/Regional Health Directors with regular collection of epidemiological data as well as data on programme activities. Direct data auditing and verification to assure internal consistency and validity of programme activity monitoring data reported by the townships. Ensure timely submission of epidemiological and programme activity reports of the NAP, NTP and NMCP. Facilitate the interpretation and use of M&E data, through three to six monthly review meeting. Facilitate review of progress on quarterly basis; problem solving and development of remedial actions ensuring any disparity between planned and actual outputs are addressed. Ensure the integrity of data and make back-up files as per standard operating procedures to be provided jointly by the three disease programs. Ensure maintenance of computers and communication tools. Ability to work under pressure and meet deadlines. Perform any other related duties as required and assigned by the ROs at State/Regional levels and National Programmes. Qualifications and Experience a. Education Medical Doctor (preferable valid SAMA or potential to hand) Degree in Computer Science, Statistics or other relevant Degree.

b. Experience At least 2 years of work experience in public Health field and / or research, M&E, data management and analysis. Experience of working with National Programs would be an asset. Proven quantitative data processing, management, analysis and reporting skills is required. Familiarity with surveillance and surveys is an asset. Knowledge of national response to HIV, TB and malaria in Myanmar. Familiarity in using spreadsheets and data management software. Good proficiency in English. c. Key Competencies Planning and organizing - Ability to establish priorities and to plan, coordinate and monitor own work plan to meet the deadlines and those under his/her supervision. Communication - Demonstrated ability to develop and maintain effective work relationship with National Programs and counterparts. Ability to communicate technical matters in a simple and clear manner to National AIDS Program and counterparts. Teamwork - Strong interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity, and with high level stakeholders. Technological awareness - Excellent computer skills and ability to use software tools to present data clearly and concisely. Health status - Must be in good health status and are able to travel for M&E visits. d. Ownership and Commitment Candidate who can work for at least 2 years will be a priority. All the national data are not allowed to share with any organization without the approval and permission of Department of Health. Systematic handover of data has to be ensured and completed in case M&E Data Coordinator decided to resign and allowed to do so.
