Maximum 30 Days Yangon, Nay Pyi TawMawlamyaing, Hpa-An, Kawkareik, Myawaddy, and Tachileik Consultant contract (National) Background In 2015, the Government of the Union of Myanmar received a grant from the Asian Development Bank (ADB) to fund a project titled Greater Mekong Subregion Capacity Building for HIV/AIDS Prevention, funded by the Japan Fund for Poverty Reduction. The Project aims to increase coverage and quality of HIV/AIDS/STI services, support health system strengthening, and contribute to a better functioning health system through staff training, improved information flow and reporting, and improved procurement and supply management at central and township level. It will support the government in strengthening its capacity to effectively manage a partnership with the non-governmental and private sector as a complementary element of the public health system. The geographical focus of the project is in the 5 townships of: Myawaddy, Hpa-an, Kawkareik (Kayin State), Mawlamyine (Mon State), Tachilek (Shan State). The Project will have 4 key outputs: (1) strengthened planning and management capacity at national, state and township levels; (2) enhanced capacity to provide quality and accessible services; (3) improved access to community-outreach among target populations; and (4) monitoring and project management. The implementing agency is the Department of Health s, National AIDS Programme (NAP). Implementing partners will be engaged to assist the implementing agency in delivering various outputs. UNAIDS will support the implementing agency in implementing Output 1. International NGOs (working in association with local NGOs or CBOs) will be engaged separately as service providers to support the government-ngo partnership arrangements in implementing outputs 2 and 3. NAP will be responsible for oversight and the implementation of output 4. Output 2 is to enhance capacity to provide quality and accessible services to high-risk groups and populations that are vulnerable to HIV infection, including migrants and mobile populations. To assist in the implementation of this output, the project will support the enhancement of health facilities, including upgrades, refurbishment of township and station hospitals, and construction of new rural health centers and sub-centers on currently owned government land that are unencumbered (not used for residential, business, or productive purposes). In order to guide the enhancement and development of these health facilities, a comprehensive civil works assessment of selected roject health facilities is required. In that regards, the Asian Development Bank and NAP have requested the assistance of UNAIDS in seeking a civil works consultant to conduct this work. 1

2 The purpose of this consultancy is to conduct a civil works assessment of selected project health facilities using a relevant assessment tool-kit, based on best practice recommendations. The results of this assessment will guide the civil works commissioned by the NAP under this project, which is intended to improve service delivery to target populations, in line with the National HIV Strategic Plan on HIV and AIDS. Objectives of the consultancy The objectives of this consultancy are: 1. To collaborate with the stakeholder analysis and medical equipment consultants to learn of the proposed priorities for civil works, and hence influence the scope or at least guide the enquiry of the civil works assessment. 2. To conduct health facility needs assessment of civil works requirements at the priority project sites in Mawlamyaing, Hpa-an, Kawkareik, Myawaddy, and Tachileik, consistent with identified best practice service recommendations. 3. To produce technical drawings, bill of quantities and cost estimates of proposed civil works that will help the National AIDS Programme (NAP) develop civil works procurement plans and budgeting under the project. 2

It should include drawings, estimating the quantity and detail technical specification of the supplies such as water pump, motor and other identified needs. Assess the needs of mechanical and electrical work of the facilities and recommend new electrical installation or maintenance as is necessary. It should include drawings, estimating the quantity and detail technical specification of electrical appliances such as air-conditioning, generator and other identified needs. Submit technical drawings, bill of quantities, cost estimates for building infrastructure, renovation of existing ones, requirement of mechanical and electrical work and water supply to guide NAP on 5 Days 3

of project health facilities. Deliver to the NAP and the UNAIDS Project Team a draft of the standards against which the health facilities will be assessed.

Develop scope of works and key deliverables for the proposed civil works In order to guide the development of tender documents for selecting civil works contractor(s), the consultant is expected to develop the scope of works and key deliverables for the proposed civil works, guided by the findings of this assignment. Submit the scope of works and key deliverables for the procurement of contractor for each civil works to be included in the tender documents 5 Days 4. Report completion and submission Submit a final report detailing all activities undertaken during the assignment is expected at the end of the contract completion. 3 Days 5. 5 Reporting The consultant is to report directly to the Investment and Efficiency Adviser at UNAIDS. On a day to day basis the consultant will coordinate with NAP and the UNAIDS Project Team. Minimum qualifications required 1. Degree in civil engineering with at least 10 years experience 2. Overall experience in civil works, construction and project management (minimum 5 years of project management experience). This should include experience in producing technical drawings, bill of quantities, cost estimates of proposed civil works and experience in developing civil works procurement plans. 3. Preference will be given to those who have similar experience in foreign funded projects and those with experience in health civil works projects. The consultant must be in a position to share samples of previous works. 4. Excellent communication skills. 5. Fluent written and spoken in English and Myanmar. Location Desk-reviews in Yangon, possible meeting in Nay Pyi Taw, field assessments in Mawlamyaing, Hpa-An, Kawkareik, Myawaddy, and Tachileik.
