Target Audience The conference is designed for CHWs. CHWs are known by a variety of names including village health workers, public health technicians, promotoras, community health advisors, outreach workers, health auxiliaries, health workers, lay health workers, health agents, health promoters, family welfare educators, health volunteers, school health aides, diabetes community health workers, and community health aides. Keynote Presenter Carl Rush has worked with CHWs in several areas for over 15 years. He is currently co-director of a legislatively mandated study on CHW employment policy for the states of Texas and Indiana. Carl will serve as a CHW resource person for the American Association of Diabetes Educators national workforce summit in June 2012. He has developed a national e-learning series for the Centers for Disease Control and Prevention (CDC) on policy and systems change to promote CHW employment and provides technical assistance for the CDC, HRSA and several state level initiatives. Carl is developing a workshop series for CHW supervisors in collaboration with the Outreach Worker Training Institute in Massachusetts and a CHW instructor training program for LaGuardia Community College (City University of New York) in collaboration with New Jersey AHEC. Carl is a lead author on the CHW National Workforce Study for the HRSA Bureau of Health Professionals (2007) He is a consultant for the New Jersey CHW Institute and past director (2004-2006). He has served as consultant for Migrant Health Promotion, CHW National Education Collaborative (U.S. Department of Education), the American Dental Association and the NCI Patient Navigator program (University of Texas). Carl was selected by the Centers for Medicare and Medicaid Services (CMS) to serve on their National Health Disparities Technical Expert Panel (2008). He is a member of the American Public Health Association Education Board, Governing Council and Joint Policy Committee and recently served as Secretary of the CHW section. He holds a Master of Regional Planning degree from Cornell University.
