KEY OBJECTIVES Coordinate the Civil Projects team to deliver detailed civil project designs and investigations for current projects and concept designs for future capital works programs. KEY ACCOUNTABILITIES Ensure all work is undertaken to a high standard in accordance with the City s strategies, plans, protocols, ISO 9001, procedures and adopted practices, budgets and relevant legislation. KEY ACTIVITIES ACTIVITIES Outcome: Civil Projects Lead the survey and design across a broad spectrum of complex civil engineering projects for the City including, but not limited to, major road construction, bridges, stormwater drainage work, local traffic management works, new paths and path replacement, roadworks, street lighting and earthworks. Prepare cost estimates for current projects and future works. Prepare and review written documents including, but not limited to, project briefs, project proposals, briefing documents, technical reports, planning reports, community correspondence and internal documentation. Respond to and resolve enquiries from customers including ratepayers, government agencies and internal business units. Liaise and negotiate with consultants and contractors, utility service providers, government agencies and the general public in relation to project design and construction. Provide on-site advice to contractors and construction supervisors where required. Provide factual, accurate reports on projects and include logical recommendations in keeping with achieving the best course of action and outcome for the City. Undertake critical analysis of matters to resolve problems relating to on-site design and construction. Undertake project management tasks including setting priorities, establishing objectives and milestones, estimate times and scheduling activities. Prepare relevant project reporting documentation. Deliver projects in accordance with agreed scope, timeframes and budgets. Prepare tender documentation for consultants and contractors and participate as a panel member for evaluation of tenders. Prepare reports to Executive Leadership Team and Council regarding tender process. Prepare briefs for commissioning of consultants and contractors and assess quotes against requirements and make appropriate recommendations. Monitor the progress of works and provide reports on completion of works. Outcome: Technical Advice Provide high level engineering written and verbal advice to the business unit and other business units including attendance at meetings. Provide high level technical advice and support to the business unit, directors, managers and other employees on allocated projects and according to project briefs and required outcomes. Prepare correspondence and reports on civil engineering and other issues as required. Provide technical guidance across the City on design and construction standards. Contribute to the development of civil design procedures, processes, standards, guidelines and policy. Outcome: Human Resource Management Coordinate the functions and performance of the Civil Project Management sub-unit and all projects under its control. Undertake recruitment and selection process. Ensure employees work in a safe manner. Provide leadership, coaching and on-the-job training for employees. Set performance targets and development plans for employees. Outcome: Capital Works and Administration Contribute to the development of the Annual Capital Works Program by provision of concept designs and preliminary cost estimates. Undertake investigation, evaluation and design of Capital Works projects applying a strategic, administrative, operational and financial focus in order to achieve required outcomes. In consultation with the manager develop the annual budget in accordance with corporate financial requirements and timelines. Monitor, review and report on expenditure to ensure conformity with budget outcomes. Provide monthly reports including trends and variations. Contribute to the development and implementation of the Business Unit and Directorate Plan. Actively contribute improvement suggestions for relevant processes.
