ADVERT POSITION: GM: SUPPLY CHAIN MANAGEMENT JOB LEVEL: 4 DURATION 3 YEAR CONTRACT LOCATION: NATIONAL OFFICE PORTFOLIO: FSU PURPOSE: To manage and be accountable for the Supply Chain Management function of the organisation to ensure that corporate objectives are achieved efficiently, effectively and in accordance with all relevant legislation and regulatory requirements. REPORTING: This position reports to the Chief Financial Officer 1
KEY PERFORMANCE AREAS (KPAs) / MAIN OBJECTIVES KEY RESPONSIBILITIES AREAS Supply Chain Management strategy, policies, standards and procedures Supply Chain Management systems (including information systems) SCM risks management KEY RESPONSIBILITIES Accountable for the development of SCM strategy, policies, standards and procedure in line with the relevant legislative mandate of the organisation Review, advise on and spearhead the implementation of the most appropriate SCM strategies to ensure IDT complies with legislative requirements. Ensure effective implementation of the SCM policy and procedures. Lead the design, review and monitoring of the SCM systems e.g. Vendor Management, Tender Submission, Purchase Order Management, Empowerment Reporting Systems etc, to support business requirements and ensure compliance. Direct the development of the SCM reporting protocols taking into cognisance the requirements of users. Ensure that systems are integrated and efficient including automation where required. Monitor the integrity of SCM systems regularly and identify and recommend corrective actions as required. Institute SCM based internal controls and risk management systems Monitor, control and report on compliance with SCM regulatory framework Lead SCM business processes development and institutionalisation Monitor and ensure effective security of SCM information and systems. 2
Asset Management Procurement management Accountable for the development of Asset Management strategy, policies, standards and procedure in line with the relevant legislative mandate of the organisation Review, advise on and spearhead the implementation of the most appropriate Asset Management strategies to ensure IDT complies with legislative requirements. Ensure effective implementation of the Asset Management policy and procedures. Monitor, control and report on the functions of Asset Management. Ensure development and effective maintenance of the organisational asset register Provide guidance to and direct the work of the Asset Management Committee. Direct the management of the procurement value chain processes including the following: o Demand management (alignment between procurement needs and supply market) o Procurement strategy, systems and planning o Tender process management Technical Specification Committee Technical Evaluation Committee Tender Adjudication Committee o Purchasing and buying functions o Vendor management o Reporting o Quality assurance o Risk management 3
Sub-unit s financial management Sub-unit general management Champion the development of standard Terms of Reference/Conditions of Tender for procurement and purchasing of goods and services. Monitor, assess and manage the efficacy of the Tender Adjudication Committee Secretariat functions at the National Office Provide strategic guidance and support on procurement to Regional Offices Manage the application of requisite resources to achieve Unit goals. Manage sub-unit budget and institute effective control measures. Support the development of revenue generation strategies Support the development of and manage the implementation of organisational sustainability measures. Cultivate an appropriate culture and awareness around financial matters. Compile sub-unit and support compilation of Finance Unit performance reports in accordance with the organization s governance protocol. Support the management of regional SCM audit matters (internal and external). Support Unit risk management, statutory compliance and other governance matters. Determine SCM HR capacity needs and spearhead resourcing Ensure effective performance management in the SCM sub-unit Build and maintain sub unit client satisfaction levels (internal and external) Research and spearhead adoption of SCM best practice Spearhead the continuous learning and improvement, i.e. employee s updated on SCM changes; attendance of refresher courses etc 4
