GLOBAL HUMANITARIAN TEAM (GHT) PURPOSE The GHT works across Oxfam confederation and with others to maximise the quality and impact of Oxfam s humanitarian programme by; To lead the delivery of Oxfam's humanitarian strategy To support lead countries and regions respond to category 1 and 2 humanitarian responses To support country teams to build their humanitarian capacity To lead and coordinate the representation of Oxfam in global humanitarian bodies, processes and debates, including global partnerships To track humanitarian information, learning and knowledge developed in responses, research and global and ensure these are actively shared and managed internally and externally. GHT HR TEAM PURPOSE The Global Humanitarian Team (GHT) Human Resources Team ensures Oxfam has the management, technical and logistical capacity, available through the proper skill and experience of its team, to scale up and respond rapidly to major humanitarian emergencies anywhere in the world. The HR team is a centre of expertise for Humanitarian HR, providing HR support to the GHT, regions and countries in the resourcing, development and management of people enabling a quality humanitarian response. 7
CORE DETAILS Annual Salary and Benefits - 37,380 47,888 gross per annum Internal Job Grade - B Contract type - Open-ended Reporting to - Oxfam International (OI) Humanitarian Director Staff reporting to this post - HR Advisors and Human Resources Humanitarian Support Personnel (HSP), in a wider team of 12 positions Locations - Oxford Annual Budget - TBC KEY RESPONSIBILITIES AND ACCOUNTABILITIES To lead the delivery of Oxfam's Humanitarian HR Strategy Develop and lead the implementation of the Oxfam GHT HR strategy as key contribution to wider GHT strategy. Lead HR services in the GHT to ensure the successful implementation of the Humanitarian strategy, work plans, and setting of KPIs. Work with the HR teams of Oxfam Affiliates to develop and agree clear coordination mechanisms and standard operating procedures that facilitate an effective HR capacity to Oxfam s humanitarian programme and ensure full engagement and support from contributing Oxfam affiliates Lead in the setting of operational Humanitarian HR Standards, Policies and Procedures for a response that is in line with the Core Humanitarian Standard 8 (CHS). Link closely with Oxfam Affiliates/ Regional teams to ensure that sound guidance on employment legislation Oxfam policies and 'best practice' management is understood and shared ensuring the maximum engagement and contribution of affiliates and other global bodies in the achievement of GHT (HR) objectives Strategic leadership of Global Humanitarian HR projects for the unit and wider organisation e.g. Fragile States, Consortia, OI Operating Model HR projects Act as trusted advisor and coach to leaders and with other senior managers, make choices about what are the most critical people strategies for achieving business goals 6
Representation of Oxfam in global humanitarian HR forums e.g CHS Alliance (formerly People in Aid) organisational lead and networking within the wider Humanitarian HR field To oversee the operational management of HR team service delivery Management of the GHT HR Team and budget, setting team vision/objectives including launching the team as a Centre of Expertise for Humanitarian HR, creating an environment of continuing professional development and continuous improvement. Oversight and management of the GHT HR team in its role in supporting regional crisis response HR Management Information, reporting and organisational diagnosis Collaborate and link in with Oxfam International HR teams to ensure consistency and sharing of best practice across all areas of HR Shared Services from a Humanitarian HR perspective To support GHT senior management with oversight of the Humanitarian Support Personnel (HSP) pool and the Global Humanitarian HR Register and Roster. Contribute to and advise on change management within the GHT, especially with regards to the development and shaping of the workforce and its ways of working Provide support and guidance to HR Advisors on case management, where necessary, and management of complex ER cases To support country teams to build their humanitarian capacity Capacity building and Resourcing of Country HR roles (or support roles in country, where HR does not exist) to enable appropriate response in a humanitarian context. Work with capacity building team to develop humanitarian competencies in key roles in country. 7
SKILLS, EXPERIENCE & KNOWLEDGE Essential Experience of managing, developing and leading a team of HR staff, including management of staff at a distance and indirect reports Substantial HR experience (gained in a medium/ large organizations either in the NGO, public or business sector) including recruitment, selection, performance management, reward, employee relations, change management, learning and development, diversity. Experience of working in a HR role in a humanitarian context Highly flexible in style with the ability to dealing with multiple tasks and priorities and produce creative and pragmatic solutions to complex HR problems during emergency and crisis situations in the face of changing priorities. Able to work effectively and make sound judgements over priorities and develop a set clear objective. Experience of providing leadership, guidance in an International HR context Tenacity and drive to achieve results, able to use sound judgement and make effective decisions Strategic thinker, able to gather critical information and apply analytical thinking enabling solutions to complex problems taking into account different perspectives and business needs Ability to advocate and influence managers to demonstrate effective people management Self aware, builds personal credibility and an excellent role model as a people manager; adaptable and flexible to varying business/operating contexts Working effectively with others excellent communication skills and interpersonal awareness Drive and determination to ensure that the HR perspective is considered at all levels and to be solution focussed Able to manage multiple priorities and work well under pressure Proven ability in project management, and resource management Fluency in written and spoken English Prepared to undertake unaccompanied travel and operate away from home/working base for up to 12 weeks per year 6
