2 Dear Candidate, Thank you for the interest you have shown in our position. The Governance Business Manager is a new position in the governance team and will play a pivotal role in ensuring that CARE effectively integrates governance at global level. CARE is putting governance right at the centre of its new global strategy, and we are looking for an ambitious candidate who wants to be part of leading this agenda. The Governance Business Manager will be in charge with expanding our governance portfolio by engaging at strategic level with senior position in multilateral, bilateral and private donors at global level. The Governance Business Manager will oversee the implementation of the governance implementation strategy, engaging within and outside CARE with key stakeholders to make sure that we deliver against the agreed milestones. We are recruiting an ambitious and experienced Business Manager who wants to join a dynamic team that is quickly expanding. Success for the team depends on extensive and high quality engagement with donors and collaboration across teams and offices within the CARE confederation. The post will work very closely with the Head of the team to ensure this. 3 Background Information CARE is one of the world s leading humanitarian and development organisations. Founded nearly 70 years ago with the CARE package, CARE now fights poverty and injustice in 84 countries and has built up a strong reputation for innovation and impact. CARE s programmes focus on achieving lasting change by tackling the underlying causes of poverty and strengthening the capacities of poor communities to help themselves. In everything we do, CARE places special focus on gender issues and working alongside poor women and girls because, equipped with the proper resources, women have the power to help whole families and entire communities escape poverty. Women are a vital part of CARE s community-based efforts to improve food and nutrition security; protect life and resilience in humanitarian crisis; increase access to quality healthcare and education and expand economic opportunity for all. CARE helps poor people have a greater say about the decisions and policies that affect their lives, supporting them with information and skills so they can challenge decision-makers. CARE s advocacy efforts also bring evidence from our programmes of what works to change policy and practice at both a local and global scale. CARE is a non-sectarian and nonpartisan organisation. 3
4 About the CARE Confederation CARE International operates in 84 countries, but is held together by 13 national members. These national agencies are separate legal entities but operate through one presence in each country and work together under the CARE International Board and Secretariat, based in Geneva. They are bound together by the CARE code. Globally CARE employs 8,000 staff, with over 95% of them locally sourced and has an annual income of $800m. CARE has just agreed a new global Program Strategy which will govern all of our work and which will mean that by 2020, CARE and our partners will support 150 million people from the most vulnerable and excluded communities to overcome poverty and social injustice. About CARE International UK CARE International UK is an important part of the global CARE International confederation and one of the largest and most influential members. We employ 115 staff and generate around 45 million a year for CARE s poverty-fighting work. As well as raising money for CARE s humanitarian and development work around the world, we provide programme expertise in four key areas: Humanitarian response With a long-term presence in many of the world s most vulnerable places, we take a comprehensive approach to emergency response including preparedness, immediate assistance and long-term recovery. We have a particular focus on women and girls; shelter in emergencies, and building resilience through our climate change adaptation and food security work. Women s Economic Empowerment We are working with poor women to give them access to economic resources through programmes on financial inclusion, supply chains and workers rights. The private sector has a critical role to play in reducing poverty and supporting women s economic empowerment. We take an innovative approach to engage with the private sector at global, national and local levels to improve the impact of their activities so that real opportunities are created for poor people. CIUK has also launched Lendwithcare a new solution for financial inclusion which offers the chance for people in the UK to make small loans to poor entrepreneurs. 4
5 Preventing and responding to sexual violence in conflict In an increasingly turbulent world, we provide expertise and support to our field operations in countries experiencing conflict, by supporting programmes spanning peace-building, reconciliation and rehabilitation. Protecting women from violence and increasing their participation in peace-building is a major advocacy priority. Governance The capacity of poor people to influence the institutions that govern their lives is fundamental to addressing the underlying causes of poverty. We work at a local level to help the most vulnerable and marginalised hold public authorities and other power holders to account for how they take decisions and allocate public funds. Within the CARE confederation, we have five strategic roles. We: 1. Design and deliver quality programmes that address the underlying causes of poverty and specifically examine and address the disproportionate impact of poverty on women and girls. 2. Advocate for policies to help the poorest, and change government and business practices to bring about lasting social change among communities living in poverty and affected by crises. 3. Raise strategic and transformational funding for CARE s poverty-fighting programmes in the world s poorest and most vulnerable communities. 4. Support CARE International s global transformation to achieve broader and deeper impact in our fight against poverty by providing strategic direction, resource and expertise. 5. Value our staff and strengthen our organisational effectiveness and accountability. 5
6 Background to the job/the team CARE International UK s Governance team has been assigned responsibility for leading the organisational commitment to inclusive governance across the confederation, with CIUK s Head of Inclusive Governance being one of several Global Programmatic leads who work directly with the CI Programme Director. Prior to the finalisation of the CI Programme Strategy, CIUK s Governance team had been growing in stature with, increased demand for its services from Country Offices (COs) as well as heightened prominence for it work from a range of external actors including the World Bank, the UNDG, think tanks and peer NGOs. Its new found responsibilities however require it to operate in new ways and at a greater scale in support of the global intent of the organisation. The Governance Team is part of CARE UK s Programme and Policy Department alongside a Women s Economic Empowerment team which also had a global leadership responsibility as well as Advocacy, Humanitarian Response and Programme Management teams. The Governance team is focused on mainstreaming inclusive governance primarily by providing technical support to Country Offices to design and implement governance interventions. In so doing it seeks to build capacity, develop innovative programme models and promote learning across the CARE confederation. The Business Manager will work closely with the Head of Governance, technical advisors in the UK and elsewhere, as well as a wide range of internal stakeholders across CARE International who will be expected to promote the CARE approach through funding and implementing governance programming. 7 Job Summary and key responsibilities The Business Manager will lead on two complementary functions for the team: business development and oversight of the Inclusive Governance implementation strategy. At the heart of the business development function is the development of a fundraising strategy to underpin and make sustainable the organisation s commitment to inclusive governance. This function will ensure resources are provided both to underpin the activities of the governance team but also to enable COs and other CARE s members to leverage resources for this area of work. In this task the Business Manager will work closely not only with the Governance team but also institutional fundraisers from within CARE International members. CARE International UK actively prioritises work on governance in its funding submissions and so increasingly are other CI members, particularly CARE USA. The Business Manager will therefore be responsible for growing institutional donor income and for positioning CARE with key donors as a go to partner for inclusive governance. The second task will be to take leadership for overseeing the implementation of a business plan to embed inclusive governance within the programming of CARE members and country offices. All members are required to align with the Programme Strategy and make use of the Guidance for the CARE Approach. Programmes will also be required to measure performance against agreed impact indicators and minimum programmatic standards. CIUK s Governance team will be responsible for providing support mechanisms to enable different parts of the organisation to deliver against their commitments to mainstream inclusive governance. The Business Manager will take charge of overseeing annual plans for strengthening organisational capacity and for ensuring that mechanisms to monitoring progress and promote accountability to delivering on the CARE Approach are operationalized. Specific Areas of Responsibility Business development (50% of time) Fundraising Produce the Inclusive Governance Fundraising Strategy for significant Institutional funding growth over the next 5 years. Drive the implementation of a long range plan, including the establishment of fund raising targets. Manage the inclusive governance pipeline, maintaining up to date projections and making sure advisors engagement with proposal design is manageable and fairly spread across the team. 7
8 Systematically plot growth opportunities (new areas/types of funding sources and mechanisms); monitor results and amend the plan in order to meet growth targets. Provide strategic direction and support to major complex bids, including direction on partnership with for profit organisations. Work collaboratively and productively, across CARE with: o CI Funding director to support global efforts to fundraise for the Programme 2020 Strategy, jointly with other Strategy 2020 outcomes areas leads and other approach and roles leads. o CIUK Head of Institutional Partnership and Programme Management Team to find synergies and jointly work on CIUK led funding opportunities. o CI with fundraising teams, including CUSA Competitive Business Unit (CBU) and Foundations team, CI EC Team, other CI members Funding directors and leads. o Key Country Offices and Regional staff to advance with our fundraising targets at regional/country levels. Donor Strategy and Engagement Lead donor strategic development and engagement, build networks with key existing and potential funders (in coordination with other CARE fundraising teams) Ensure the governance team has up to date intelligence and knowledge about key donors and trends. Represent team externally and attend high level meetings across CARE Ensure the governance team is strategically positioned as the go to agency for Inclusive Governance. Systems, Capabilities and Culture Oversee the generation of capacity statements and other fundraising strategic tools, including the development of a roster of external consultants. Business management (50% of time) Manage the IG Engagement Strategy implementation Jointly with the Head of Governance, co-lead the development of IG Implementation Strategy Lead on the development and execution of the annual operational plan for the IG implementation Strategy. Support the governance team and other CARE stakeholders to meet the agreed milestones and undertake reviews of performance against the milestones, agreeing on necessary amendments and adaptations in the operational plan. Lead on establishing effective coordination mechanisms with other teams in CARE UK, including the programme management and the institutional partnership teams. 8
9 Lead the establishment of effective partnerships with other CI Members (e.g. CARE Nederland, Norway, Australia etc), setting up MoU about joint work around specific pieces of work aimed at delivering against the IG implementation strategy. Lead on monitoring progress against agreed milestones and hold the governance team and other CI stakeholders accountable toward delivery against the plan Manage the cost recovery tracker and monitor progress against the achievement of targets Manage the inclusive governance roster, making sure it is continuously growing and up to date, and work effectively. 11 Person Specification Education & Qualifications Skills & Expertise Essential Mater level of education or equivalent experience. Strong strategic thinking and leadership Strong project management and budget skills Understanding of key concepts in inclusive governance Strong negotiation and influencing skills with a proven ability to facilitate and support progress with a range of involved partners. Good levels of interpersonal and relationship building skills. Ability to build the governance case by confidently and clearly communicate to a variety of internal and external audiences. Evidence of strong delivery against ambitious targets and objectives. Good at collating, producing and analyzing data to inform insightful approaches. The ability to spot strategic funding and partnership opportunities and design effective engagement plans for funding success. Desirable Speaking French would be a plus. Experience Experience managing major projectsstrategies, including budget management experience Proven track record of achieving significant fundraising targets or generating revenue from range of funders Experience of working on governance programming Experience managing funding for global development initiatives, including budget management experience Experience representing an organisation at a high-level, including interacting with and attracting support from representatives of the business community and institutional donors such as DFID Sound experience in working with a technical governance team 11
