2 Job Purpose: The Chief Executive will drive forward Public Health Wales strategy and the transformational change necessary to deliver tangible improvements for the health of the people in Wales. The Chief Executive will provide top level leadership, vision and strategic direction and management across all aspects of the Trust s activities and will ensure that all required decision making, control, delivery and quality systems are in place. The Chief Executive Officer will be accountable to the Chair and Board of Public Health Wales on all elements of the Trust s business and specifically on matters relevant to probity, regulation and administration to ensure the development, management and governance of the Trust and for the maintenance of the highest quality of public health standards and practices and improving quality and safety of healthcare. The Chief Executive will also be the Accountable Officer for Public Health Wales. The Chief Executive is accountable for providing advice to the Board on all elements of the Trust s business and specifically on matters, relating to probity, regularity and administration. Key responsibilities will be to: Provide leadership of the organisation and its staff by setting the right example, inspiring staff to achieve and leading the executive team of the Trust. Develop an organisational culture that supports clinical and professional engagement and promotes public health and health service standards and values in decision making and in driving continuous improvement. Act as an ambassador for the Trust and for NHS Wales building the national reputation of the services it plans and manages. Lead on the further development of close and harmonious working relationships with all Local Authorities in Wales to facilitate enhanced public engagement, effective integration of health and social services and community empowerment. Ensure that the Trust further develops strong and enduring partnerships with all Welsh Health Boards, Velindre NHS Trust and Welsh Ambulance Services NHS Trust to support the planning and delivery of services for patients in Wales and through engagement with 1000 Lives Improvement Service to secure a wider impact on health care service improvements. Ensure the Trust works with Welsh Government to promote the adoption of health in all policies, informing and contributing to development of health and public health policy, providing advice and guidance to Ministers. Lead and manage effectively the various services and programmes of the Trust to deliver tangible outcomes that: - Improve the health and wellbeing of the people in Wales and reduces health inequalities / inequities - Improve the quality, equity, effectiveness and efficiency of healthcare services in Wales - Protect the public from infectious and environmental hazards 12/11/2013 Page 2 v1

3 Lead and manage the performance and development of the Trust; including ensuring services and programmes are delivered in line with quality standards and within the Trusts governance framework. Ensure services delivered and commissioned by Public Health Wales are delivered effectively and of a high quality standard using an internal quality improvement framework. Ensure effective public engagement and service user experience inform improvement in services delivered by Public Health Wales. This engagement must take account of social exclusion and the need to reach out to disadvantaged communities. Ensure performance targets are set and achieved and that the Trust achieves all of its financial targets and that its financial affairs are conducted legally. Provide proper stewardship of public funds and to ensure compliance of the Trust with all statutory, legislative and policy requirements. Ensure that all aspects of service delivery comply with the relevant quality, corporate and clinical governance requirements in line with the strategic direction set by the Trust s Board and requirements of Welsh Government and regulations in order to achieve service improvement and effective management of change. Act as an ambassador for the Trust and for NHS Wales building the national reputation of the services it plans and manages. Key Accountabilities: Governance Ensure the corporate business of the Trust is effectively managed and high standards of integrated governance are established including corporate, clinical and staff governance. To oversee the design and implementation of systems of business conduct, public accountability and managerial delegation and control which ensure the resources of the Trust are deployed economically, efficiently and effectively and that the Trust meets its statutory financial duties. Ensure a proactive approach to risk management including the systematic identification, assessment and management of risk. To ensure that the Trust acts within its statutory powers and delegated authority, in accordance with statutory, legislative and Welsh Government directives and requirements. To ensure that the highest quality of public health and health service standards and practices are achieved and maintained through appropriate use of frameworks and plans for quality improvement and assurance. 12/11/2013 Page 3 v1

4 To develop effective organisational arrangements and capacity that enables the Trust to meet its strategic aims set by the Board within a framework of strong, effective governance consistent with the standards of good governance set for the NHS in Wales, which are based on the Welsh Government s Citizen Centred Governance Principles. Establish clear lines of accountability and ensure that staff are managed and trained within a clear governance framework and in accordance with professional standards and regulatory requirements. To establish and embed Public Health Wales role as system leader for Public Health in Wales and ensure appropriate governance arrangements are in place with health boards and others regarding service delivery and advice, which ensure that the needs of the people of Wales are met. Leadership of Staff Develop processes which ensure full engagement and commitment of all public health staff to deliver against the organisations core purpose, values and strategic goals. Ensure the development of an organisation which encourages personal development and learning; encourages and supports innovation; team building and creative partnerships and a commitment to patient safety. Lead, direct, develop and manage staff and services of the Trust to create an open, supportive and productive culture to ensure efficiency, effectiveness and innovation. Lead and manage the Executive Team so that each Director is able to fulfil his/her individual responsibilities, ensuring that Directors work together to achieve the Trust Board s commitments and priorities for action by influencing, managing and monitoring their performance. Implement effective performance management that supports personal development of Trust staff and succession planning for the Trust, NHS Wales and the public sector in Wales. Develop the Trust as an exemplar employer and maintain effective recognition and partnership arrangements with trade unions and other staff organisations to ensure that through effective communication and consultation the interests of staff are understood and appropriately reflected in the management processes of the Trust. Ensure that the Workforce and Organisational Development Strategy is further developed which fully integrates with service and financial plans. Develop effective working relationships with employed staff, but also with local contractors to harness their support for a service that delivers improved health, reduces inequalities and improves patient safety. 12/11/2013 Page 4 v1

5 Improving Population Health and Health Services Working with the Welsh Government, health boards, local authorities and other organisations and agencies to lead on the improvement of population health and the public health agenda. Strongly advocate for the people of Wales on health and healthcare improvement and work with Welsh Government to make the case for prevention and secure adequate investment in order to drive population health improvements. Initiate and facilitate effective partnerships and alliances between Public Health Wales, health boards, local authorities and other organisations and agencies so as to influence the agendas of these bodies and to draw on their experiences and perspectives in creating local and community strategies, policies and actions to deliver long-term health improvements. Provide the evidence to support the change in emphasis from in-hospital care to effective prevention, patient safety, early intervention and long-term community based support. Engage effectively with NHS bodies in Wales so that the NHS provides safe, high quality care for patients in line with NHS standards for services in Wales, within the resources available, and be a strong advocate for patient safety. Motivate all clinical and professional staff to benchmark services continuously against best practice evidence, research and audit to ensure high quality standards. Foster a culture which embraces and recognises the opportunities for the utilisation of new epidemiological, clinical and service technologies. To foster, encourage and support innovative research by public health, clinical, professional and scientific staff in collaboration with Universities and industry where appropriate. Where necessary, commission the work of others to deliver agreed public health activities and to manage grant allocations to other organisations on behalf of Welsh Government. By working with 1000 Lives Improvement Service promote the uptake of Improving Quality Together and other improvement methodologies across the NHS in Wales to deliver improved patient safety and patient experience in the healthcare setting. Performance Achieve the financial and corporate objectives set for the Trust, ensuring the effective, efficient and economical use of resources in achieving planned activity and delivery of all required performance targets. 12/11/2013 Page 5 v1

6 Oversee and ensure that project management successfully delivers national programmes. Meet agreed performance targets as set out in the Quality and Delivery Framework. Ensure delivery of the Trust s contribution to performance priorities within local partnership plans. Support Welsh Government where appropriate in providing intelligence and expertise on the performance management of health boards on key public health issues. Ensure the development of information strategies to assess health needs and to support evidence based decision making. Execute an internal performance management system that effectively manages team and individual performance. Strategic Development and Partnership Working Ensure the direction of the Trust s activities is in line with the Welsh Government s Strategic Framework, Together For Health, and relevant elements of the Programme for Government. Engage with and promote co-operation and collaboration with other organisations to develop strategic partnerships and alliances to improve the health of local communities and ensure effective partnership working. Ensure that strategic partnership arrangements are developed and continuously improved with local authorities and other local voluntary, statutory and private sectors. Promote and facilitate effective partnership working with other organisations (including private and voluntary sector service providers) to enable the Trust to function effectively. Develop a culture of public engagement that is open and transparent, ensuring that users, and the general public s views are effectively represented and appropriately incorporated into decision making across the Trust. Develop effective relationships with other UK public health bodies including the Faculty of Public Health, Public Health England, Natural Resources Wales, Food Standards Agency, Chartered Institute of Environmental Health and Health Improvement Scotland. Ambassador Role Develop and implement a communication strategy that is sensitive and responsive to public health issues, secures the support of all parties within the 12/11/2013 Page 6 v1

7 public health communities, and provides clear and accessible information for the public. As a national level leader, the Chief Executive will act as an ambassador for public health, the Trust and NHS Wales. As one of the cadre of senior leaders within Wales, to contribute to the wider health and organisational agenda of NHS Wales and Welsh Government. Performance Appraisals Performance will be appraised and objectives agreed on an annual basis with Chair of the Trust and Chief Executive NHS Wales. Review of Job Description Public Health Wales continues to develop rapidly as an organisation. The role of the Chief Executive will also develop over time. 8 PERSON SPECIFICATION Qualifications Educated to degree level as a minimum with a higher level qualification or equivalent experience in expertise, knowledge and management Evidence commitment to continual professional development including personal development in leadership, management, transformational change and staff engagement Experience and Knowledge A successful track record of leadership and strategic management at board level in a complex organisation including development of a vision and strategy and driving this through to effective implementation Experience of working in a senior executive management capacity in organisations which would match such experience in the NHS A demonstrable understanding of the complexities of public health and intersectoral working with partnership organisations to achieve common goals in the public and non government organisation sectors Experience of effectively managing large scale resources and budgets, with a track record of delivering long term financial sustainability and value for money A track record of developing a value based organisational culture to underpin the delivery of high quality services and effective leadership of transformational change in a complex organisation Reasonable knowledge and understanding of the challenges and provision of healthcare services, particularly in a time of economic stringency Experience of undertaking sensitive negotiations and managing contracts to maximise the benefits and outcomes for the public sector balancing organisational interests High degree of political sensitivity and experience of dealing with a range of complex issues within a political or demanding stakeholder environment Understanding of improvement methods and delivery of large scale change across systems and networks Understanding of issues in the healthcare sector, experience of managing senior professionals in a complex multi professional environment Experience of successful initiation and facilitation of strategic partnership working and alliances with contractors, local government, voluntary, statutory and private bodies and stakeholders and ensuring these relationships lead to effective delivery of the Trust s strategy and objectives 12/11/2013 Page 8 v1

9 Experience of public speaking and media work in order to support the advocacy role of Public Health Wales in protecting and improving population health Understanding of the strategic approach undertaken and the healthcare service model adopted in NHS Wales and the key differences between the devolved nations in the provision and delivery of healthcare services and public health in the UK An awareness of the socio-economic landscape in Wales and the demands it brings to NHS Wales Abilities and Personal Qualities Innovative and entrepreneurial with strong service focused approach, exceptional communication, interpersonal, negotiating and influencing skills Ability to think and act strategically and to articulate a clear sense of direction and vision to a wide audience Ability to build effective relationships with a range of internal and external stakeholders including with clinicians, healthcare professionals and others Demonstrable leadership and ambassadorial skills with an ability to demonstrate a flexible leadership style consensual and participative but decisive when warranted to drive through and deliver outcomes Commitment to and passion for citizen focused service with the ability to embed such an ethos at all levels of the organisation Sensitive to other cultures and empathetic to new or different approaches and willing to learn Motivated and driven to deliver and to inspire and motivate others to contribute to maximum ability Language The Welsh Language Act requires public bodies (whether they are based in or outside Wales) which deliver services in Wales to respect the right of people to access and use public services through the medium of Welsh. The new Chief Executive will be expected to ensure that the Trust meets the requirements of the Act. In some parts of Wales, in particular the north and west, Welsh is the first language of a significant proportion of the population. Though the Chief Executive of the Trust will not be required to speak Welsh he/she will need to display real empathy towards the language and demonstrate leadership on this matter.
