The successful candidate will be responsible for leading various areas of our work in Kenya as outlined below. The role will be accountable to the Director General and report to the Regional Country Director. The successful candidate will have tenacity to cooperate and coordinate closely with a wide range of teams both within APP s offices in the UK, Kenya and Uganda, prisons/prisoners in Kenya, and also working to create partnerships with universities and donors from around the world. ORGANISATIONAL CONTEXT African Prisons Project (APP) is a charity registered in UK, in Uganda (2007) and Kenya (2008). Our mission is to work with African prison services to make prisons places of positive transformation. We work to ensure that prisoners in Africa live with dignity, hope and a chance of a positive future, to equip prisoners to contribute positively to their communities, and to support prison staff in implementing reforms to achieve these aims. We work holistically to change the way that criminal justice issues are addressed in the countries in which we work and empower prisoners to drive positive change. We work with Prison Service leaders who wish to develop services and policies in line with our mission and welcome our support. We pursue these changes in a two pronged approach. Firstly, by focusing on rising stars and senior management of the prison services, providing them with the skills needed to reform and improve prison systems. Secondly, by providing scholarships and training to prisoners and prisons staff pursuing legal degrees or diplomas through distance learning programmes, to support them act as educators and legal advisers to prisoners and to then take this knowledge of the law to the poorest communities upon release.
2 GENERAL RESPONSIBILITIES The person will manage, lead, direct and implement the strategy for APP Kenya, in line with the established policies, principles and operating practice of APP, as well as good management practice and the political, social, cultural & economic environment. SPECIFIC RESPONSIBILITIES Organisational and Corporate Development Implement and further APP's vision, mission, philosophy and principles in line with agreed corporate strategies and organisational priorities. Actively contribute to APP s development as an international and regional organisation. Maintain regular communication with the London office and the other regional Hubs as appropriate. Provide inputs to corporate activities as and when required, including participation on task forces, training courses and conferences. Programme Implementation Lead and direct the work of APP in accordance with sound management practice and APP s development policies and accountability systems. Ensure APP has a well-balanced, well documented and cost effective programme. 1

Manage and encourage co-operative relationships established with various specialist institutions and ensure that these joint initiatives conform to programme objectives. Ensure all programme activities are sensitive to and responsive to changes in the political, social and economic environments. Financial Management & Control Ensure that the control of expenditure and the disbursement of resources is in accordance with established procedures and maintain the financial and legal integrity of the organisation. Provide progress and financial reports as required by the government and APP s accountability procedures and as required by other organisations. Human Resource Development & Management Maintain effective and appropriate staff recruitment, induction, appraisal, remuneration and development practice at all levels to ensure the optimum utilisation and development of APP's human resources. Appoint, develop and manage senior management staff. Ensure a high calibre of staff is recruited. Encourage a corporate perspective amongst staff and actively promote staff exchange, secondment and development schemes, where these contribute to the meeting of APP's programme objectives and priorities. Relationship with Kenyan Government Ensure that APP operates within the terms and conditions of all legal agreements with the Kenyan Government. Establish, develop and maintain excellent working relationships with the Government. Provide support to all senior managers in their dealings with Government officials. Local Fundraising & Liaison with Funders/Donors Ensure a regular flow of information is available to the funding departments and to donors and official funders as required by the various funding mechanisms. Establish and develop working relationships with key donors and actively develop local funding sources appropriate to APP s resource needs.

Develop and manage a sound relationship with all sections of the media and ensure that any published material accurately reflects the views of the organisation. Establish an appropriate public image for APP that is in keeping with APP s values and culture. Emergency Preparedness Develop and maintain appropriate contingency plans for all kinds of emergencies. Such plans to be presented for approval of the Line Manager for inclusion in Risk Management Policy and reports. Other Requirements Carry out other assignments as requested by the Line Manager Internal Relationships: Board of Trustees, The Director General, Country Representatives in Africa and key staff in the London Office. External Relationships: Donors, government agencies, partners & other stakeholders. PERSON SPECIFICATION Attributes/Skills Essential Desirable Qualification Bachelor s degree in social sciences or arts/humanities Membership of relevant At least a Master s degree in a related field professional institution Experience Substantial experience in the social development field Proven initiative, About 10 years proven track record in leading and flexibility and managing institutions and development programs as enthusiasm in managing well as either being part of social movements or an complex activities in a active member of civil society changing environment. At least 5 years experience in a senior management position in the development sector particularly in designing, setting up and coordinating monitoring, evaluation and impact assessment systems and processes as well as pro-poor strategies In-depth understanding of programming issues and policy work at state, national and international levels Sound and up to date knowledge of development concepts, methodologies and techniques including
