NEPTUNE TOWNSHIP SCHOOL DISTRICT 60 Neptune Bulevard, Neptune, NJ 07753 (732) 776-2200 Dear Parents and Students: As the 2014/2015 schl year begins teachers, staff members and administratrs are dutifully preparing ur schls in rder t make sure academics and student achievement remain the fcus in the district. Over the past few years schl districts in New Jersey have struggled with the multiple natinal and state level initiatives being rlled ut acrss New Jersey. Althugh sme f these initiatives are academic in nature, they ften becme a distractin frm the lcal tasks that are crucial t the academic achievement f Neptune Twnship students. The Bard f Educatin and administratin have made cnsiderable effrt in the past few years t make sure the district remains fcused n the needs f students while fulfilling the requirements f the natinal and state level mandates that have been intrduced. It s always a challenge t balance everything, but Neptune s students have t cme first. The district will cntinue t remain fcused n the implementatin f the PARCC assessment, the implementatin f the Cmmn Cre State Standards and the implementatin f AchieveNJ, which gverns the evaluatin prcess fr classrm teachers and administratrs. These imprtant initiatives are changing the landscape f educatin and have garnered a great deal f attentin frm all stakehlders, including educatrs, parents and gvernment fficials. It is extremely imprtant t keep an eye n everything as it cntinues t develp in rder t remain in cmpliance with the New Jersey Department f Educatin. One must be infrmed in rder t make decisins that are in the best interest f students. In rder t prepare fr PARCC, the new state assessment which will be administered in grades 3-8 this schl year, the district has updated all curriculum dcuments s they are in alignment with the Cmmn Cre Standards and the PARCC framewrk. The district has als prvided pprtunities fr students t participate in nline assessments mirrred after the PARCC assessment. These in-huse assessments expse students t the type f testing they will see this cming spring. There have been changes t the elementary schedule t prvide mre time fr English Language Arts instructin and the Technlgy Special has been redesigned t further expse students t PARCC. The preparatins fr PARCC are directly related t the implementatin f the Cmmn Cre State Standards and the AchieveNJ initiative, as these help mdel hw instructin is delivered t ur students. Teachers cntinue t be trained n the new infrmatin and the district cntinues t strike a balance between the imprtance f the educatinal refrm agenda and the direct needs f ur students within the cmmunity. Pssibly the mst vital cmpnent in ur students success in educatin is supprt frm, and at, hme. We need the entire family t be engaged and active in learning. Cmmunity f Learners is nt simply a brand we use; it is a belief we hld in the District, supprted by research, which cntinues t shw that student success is inextricably linked t family supprt and invlvement. A written, verifiable nte (include yur phne number) must be presented t the main ffice befre the start f the schl day. Only the schl administratr and nurse may authrize early departure due t illness. Students must be in schl 4 ½ hurs t be cunted present. A student will be released nly t the parents unless the schl has been ntified in writing by the parents that they have granted permissin fr smene else t pick up their student. The parent r authrized persn must reprt t the main ffice and present pht identificatin when signing the student ut f schl. Leaving schl withut signing ut prperly will be cnsidered as truancy. Dismissal If yu are picking up yur student, please d s in the designated area. ATHLETIC ELIGIBILITY Students in Pseidn Early Cllege High Schl are ineligible t participate in Neptune Twnship Schl District athletic prgrams. ATTENDANCE Absences Regular attendance is essential t student success in schl. Many subjects are taught in sequence, requiring the understanding f each cncept in the rder f its presentatin. Persistent absenteeism creates a genuine hardship fr a student and is regarded as a serius prblem. Yur student s attendance will be mnitred; excessive unexcused absences culd result in curt actin and mnetary lss. Absences and tardiness t schl require a nte. Excused absences include the fllwing: 1) physician-certified illnesses; 2) curt appearances; 3) death in immediate family; 4) suspensins frm schl; 5) religius hlidays; 6) apprved schl field trips; 7) driving tests; 8) visitatins t clleges (junirs and senirs nly). State law dictates the number f unexcused absences a student may have during the schl year. If that number is exceeded, the student will be retained in the same grade level regardless f academic status: High Schl 12 days per semester A review appeal bard may evaluate and make recmmendatins cncerning individual students wh exceed this maximum number f absences. Letters f appeal must be submitted t the Pseidn Early Cllege High Schl Site Administratr by June 1 st. It is the student s respnsibility t make up all assignments, prjects, tests, etc., missed during the absence. Tardy t Schl Students are cnsidered tardy t schl if they have nt reprted t their hmerm by 7:30am. Cnsistency is imprtant. Make every effrt t have yur student arrive n time. CAFETERIA PROCEDURES The Neptune Schl District is cmmitted t prviding students with access t healthy and appealing meals at an affrdable price, and serves bth breakfast and/r lunch t thusands f students n a daily basis. All meals are prepared and served under the guidance and supervisin f the New Jersey Department f Agriculture - Child 1

Nutritin Prgram. Careful cmpliance with bth Federal and State regulatins and nutritinal guidelines assures parents that their children are receiving meals that meet stringent nutritinal and fd safety requirements. Ordinarily the district des nt prvide students meals r snacks n a credit basis. Hwever students may receive the equivalent f three standard paid lunches n a temprary-credit basis. After receiving these meals, in the absence f full accunt balance payment, students will receive an alternative meal (nutritinally apprved by the Department f Agriculture) fr a limited perid f time. Parents / guardians are respnsible fr mnitring the amunt f mney in their students accunts and fr paying balances due in a timely manner. Payment may be made via check made payable t the Neptune Twnship Bard f Educatin, mney rder r thrugh the district s nline payment system which can be accessed thrugh the district web site. Pseidn Early Cllege High Schl Students will eat lunch at Pseidn Early Cllege High Schl in designated areas and are t remain there until dismissed. Students are nt permitted t leave the building fr lunch. Depsit all trash in apprpriate cntainers. Leave the table and flr arund yur place in clean cnditin. D nt bring fd r drink int the classrms. Glass r previusly pened cntainers are nt permitted in schl. Eating and drinking are nt permitted in the classrms at any time. Unsafe cnduct such as the thrwing f fd, etc. will be dealt with vigrusly. CODE OF CONDUCT POSEIDON EARLY COLLEGE HIGH SCHOOL Students are respnsible fr fllwing the Pseidn Early Cllege High Schl Cde f Cnduct and the Brkdale Cmmunity Cllege Cde f Cnduct. Students wh fail t adhere t the Cde f Cnducts established may be subject t permanent remval frm Pseidn Early Cllege High Schl. 1. STUDENTS RIGHTS Students have a fundamental right t a free public schl educatin. Alng with this right is the crrespnding respnsibility t jin with ther members f the schl cmmunity in respecting ne anther. Students als have the right and respnsibility t live by the rules f law while being entitled t equal prtectin under the law. It is the bligatin f each student t bey schl regulatins and schl authrities wh enfrce them. Therefre, the Neptune Twnship Schl District has established standards fr acceptable student behavir. 2. ALCOHOL, TOBACCO & DRUG ABUSE Bard f Educatin plicy details cmprehensive alchl, tbacc and drug abuse regulatins fr the preventin, assessment, interventin, and referral f students. Plicies and regulatins may be fund nline at https://ezds.neptune.k12.nj.us/dcushare/dsweb/view/cllectin-12. 3. SUSPENSION Suspensins are assigned fr severe disciplinary infractins. Schl administratrs may perate an in-schl suspensin and/r an ut-f-schl suspensin prgram. Students assigned ut-f-schl suspensin are NOT PERMITTED ON SCHOOL PROPERTY AT ANY TIME FOR ANY REASON unless permissin t be present has been requested f and granted by a building administratr. Furthermre, a suspended student may nt participate in r attend ANY schl-spnsred event, including prmtin, dances, athletic events, etc. Failure t abide by this regulatin is t risk further disciplinary actin as well as a plice cmplaint fr trespassing. Suspensins frm schl are cnsidered EXCUSED absences and will nt cunt tward the ttal number f absences in the credit withdrawal limit. When a student is suspended frm schl, a re-admissin cnference with the principal, vice principal r their designee must be held with a parent/guardian befre the student is allwed t resume classes. 4. WEAPONS The New Jersey Cde f Criminal Justice, Title 2C defines "weapn" as "anything readily capable f lethal use r f inflicting serius bdily injury including firearms; firearm cmpnents which can be readily assembled fr peratin; knives; stun guns; and any weapn r device which prjects r emits tear gas r any ther substance intended t prduce temprary physical discmfrt r permanent injury thrugh being vaprized r therwise dispensed in the air" (N.J.S.A. 2C:39-lr). Students and parents shuld nte that facsimiles f weapns are als banned frm schl prperty. Any attempt t bring a weapn r a facsimile f a weapn t schl will be cnsidered a serius ffense and will result in disciplinary actin. Clthes picturing a weapn(s) n them are prhibited. 2

DISCIPLINARY CONSEQUENCES T assist students in chsing apprpriate behavir, the disciplinary cnsequences fr a given infractin are listed belw: "a" lists the pssible actins fr the First Offense, "b" fr the Secnd Offense and "c" fr the Third Offense, etc. Each situatin is unique and may result in mre severe penalties as determined by the schl administratr and/r their representative. 6. The State f New Jersey and the Bard f Educatin require that each student cmpletes a year f health and physical educatin fr every year in schl, ne year f wrld histry, tw years f US histry, fur years f English, three years f mathematics, three years f science, ne year f practical arts, ne year f fine/perfrming arts, ne year f a wrld/classical language, and ne-half year f financial, ecnmic, business and entrepreneurial literacy. Students must als pass the high schl prficiency assessment (HSPA). Students that d nt pass ne r bth parts f the HSPA must take the Alternative High Schl Assessment (AHSA). Remedial instructin will be given t these students. AHSA scring is handled by the testing cmpany. Whenever retentin is prbable, ntificatin f parents/guardians in a timely manner shall be achieved via prgress reprts, parent ntices, cnferences, and reprt cards. It shuld be nted that the final decisin in all cases will rest with the schl authrities. Summer Sessin The district des nt prvide a remedial summer schl prgram. Shuld a student be required t attend summer sessin, infrmatin will be frwarded t the parent regarding available area prgrams. All summer prgrams shuld be apprved by the Pseidn Early Cllege High Schl Site Administratr r designee prir t enrllment. Tutring as an alternative t summer schl must be apprved by the principal and taught by a teacher certified in the subject area being tutred. Transferring students ut f district requires the custdial parent s signature at the schl level, alng with the name and lcatin f the schl district in which the child will enrll and the expected date f enrllment. REPORT CARDS/GRADING Reprt cards are issued fur times per year. The grades listed are a reflectin f what each student has dne during a particular marking perid. Prgress reprts are sent ut during the middle f each marking perid fr all students s that parents can mnitr prgress. The health and safety f all students is a primary cncern. Schl lckers are schl prperty. Schl lckers may be randmly searched at any given time as a safety and health cncern.
