JOB TITLE: Head of Gaza Programme DIVISION: International DEPARTMENT: Middle East and CIS Region(MECIS) LOCATION: Gaza with regular travel to Jerusalem JOB FAMILY: Programme SALARY: 29,754-41,611 pa net * LEVEL: B2 *A net salary means that the amount you receive into your bank account, is the same as the amount stated in your contract and there is no deduction or adjustment for tax or social security. Oxfam pays any proven tax or social security liabilities relating to Oxfam employment earnings in addition to this take home (net) salary whether the liability is in your home country or the country where you are working. ADDITIONAL BENEFITS: This role is unaccompanied given its location, and attracts a Hard to Work allowance of 4,000 per annum net as well as flights home every 6 months and Rest and Recuperation every 12 weeks in addition to annual leave entitlements. OXFAM PURPOSE: To work with others to overcome poverty and suffering TEAM PURPOSE: To help shape and implement Oxfam s strategic and operational priorities in the Occupied Palestinian Territories and Israel (OPT/I) JOB PURPOSE: The Head of Gaza Programme will provide strategic leadership, representation and operational management to Oxfam GB s programme in Gaza in line with the joint country strategy. The role will manage Oxfam GB s Gaza sub-office working closely with other Oxfam affiliates and is a member of the Oxfam GB Country Management Team. Oxfam s work in Palestine Globally Oxfam is seeking to work in a more integrated way between the different affiliates of the Oxfam confederation. The next few years will see a move to far more integration of programme, finances and systems so that we can become more efficient, have greater impact and a stronger voice. This will include continued steps to greater integration between the Oxfams in Palestine. Finance Coordinator Gaza Policy Advisor- Gaza Logistics Officer- Gaza BUDGET RESPONSIBILITY: up to GBP 8 million DIMENSIONS: Leadership of a broad spectrum of issues and geographies, with a variety of competences and skills required. Management tasks and problems are diverse and complex, involving a significant degree of risk (financial, security and brand / reputation). Role as key decision maker/responsible person for the Gaza programme unit. Decision-making is strategic and operational with a high degree of judgement based on specific problem solving experience and a range of external and internal factors. Produce, assimilate, analyse and use programme information from varied and diverse sources to provide in-depth analysis in the specific programme unit or policy area to communicate complex information at a simpler level to a wide audience. Lead the alignment of programmes with Oxfam corporate priority campaigns and ensure effective harmonisation of planning and management with Oxfam International for programmes under direct responsibility. Contribute to planning and implement fundraising plans and ensure proper reporting and accountability to multilateral and bilateral donors for programmes under direct responsibility. Managing key Gaza staff and have significant budgetary responsibility for discrete and specific humanitarian and development programmes. Draft own and team objectives and agree with line manager. Ensure that objectives contribute to regional, country, and divisional strategy and will involve collaboration with other departments (i.e. Funding, Finance, and Policy). In-depth knowledge of the principles underlying the key purpose and role is required in order to make decisions affecting the team and which may impact more widely in the division/programme. Capacity to influence diverse internal/external target audiences with regard to key strategic issues for humanitarian, rehabilitation, development and advocacy programmes in OPTI. KEY RESPONSIBILITIES: Strategic leadership and management Gaza specific 15% Ensure that all duties are carried out in a way that promotes Oxfam s values, culture and beliefs Ensure the development and achievement of a high quality programme in Gaza consistent with Oxfam s standards, values and codes. As a key member of the Oxfam GB Country Management Team, contribute to overall development of longer-term strategy and management of the Programme. Provide clear strategic direction for the Gaza Programme, consistent with the context, the Programme Implementation Plans, the OGB country strategic framework, OI Country Strategy, and Oxfam GB Regional and Global Priorities, within OI and National Staff Capacity Building context. Ensure that the Gaza team is structured and staffed appropriately to guarantee effective and efficient delivery of programme, and use of Oxfam GB s resources. Actively promote integration of programmes and support functions between Gaza and West Bank programmes and between other Oxfam affiliates Contribute to shaping and implementation of change processes in Gaza related to becoming One Oxfam in Palestine. Undertake other duties related to Oxfam s programme as and when required by the Associate Country Director People Management 15% Develop and maintain a healthy environment for the team, coordinating timely

discussions on strategic programming issues and guaranteeing that the staff members reflect the institutional character in their relationships with colleagues, partner organizations and allies. Recruit and performance manage direct reports effectively and within Oxfam GB s policies and legal parameters, delegating authority where appropriate. Provide leadership and management guidance to the Gaza Business Support function, in terms of programme wide / priority issues. Ensure that staff members are given opportunities for development and training, as discussed and agreed, and provide support to for the capacity building planning for national programme positions in Gaza. Ensure an efficient and relevant staffing structure with more senior national key positions, and lead structural change processes when necessary. Programme Management 25% Provide leadership and guidance to Gaza programme teams in the assessment, design, implementation, monitoring and evaluation of programmes and projects in line with Oxfam s values, policies and procedures. Ensure that the Gaza programme complies with donor contractual obligations and that all reporting is of good quality and is done in a timely manner. Ensure that the Gaza programme is implemented in a consultative, participative and gender sensitive way and meets Oxfam s quality standards. Ensure technical / sectoral integration of programmes, in an OI context, where appropriate. Promote integration and team working between programme and support functions. Ensure that for programmes under direct responsibility, programme plans and budgets are in place, that costs are kept within budgets, and that programme teams provide regular, consistently high quality reports on programme and projects. Programme Quality, Monitoring, Evaluation & Learning 5% With support from line management and the Regional Programme Quality Coordinator for the Middle East, provide leadership and practical guidance to improve programme quality of Gaza programme (particularly on gender, partnership, accountability and MEL), ensuring that staff are equipped with adequate knowledge, tools and support to deliver on programme quality commitments in Programme Implementation Plans and achieve Oxfam GB s programme quality standards. Provide practical guidance to programme coordinators and teams across the programme in the monitoring, analysis and assessment of programme quality issues, and in the formulation of plans to utilise learning to improve programme quality in line with Oxfam standards and policies. In coordination with programme teams, generate technical programmatic support across the programme, ensuring programme quality elements are incorporated in budgets and identifying separate funding opportunities (internal or external) for programme quality. Take initiatives to improve learning and sharing of programme experience (within the programme and beyond), including cross-programme learning. Identify and conduct impact assessment initiatives and ensure effective communication about programme impact with stakeholders within and outside Oxfam. Advocacy, Policy, Media/Communications and Representation 15% - Identify, develop and coordinate with the Programme Policy Advisor/Coordinator, CMT and Oxfam International Affiliates and partners on policy, programme and advocacy issues and concerns, facilitating effective working relations and ensuring a specific Gaza input into policy and media/communications messaging. Engage in networking and representation of Gaza programme activities and issues in appropriate fora (including AIDA Gaza sub-committee; hosting donor/diplomatic visits as required) and with relevant local stakeholders, including local authorities where necessary. Fundraising & Grant Management and Finance 15%

Ensure that the Gaza programme has sufficient, appropriate and consistent funding by: clearly communicating Gaza funding needs and priorities; maintaining and developing new and existing donor relationships (including high quality programme implementation, excellent donor contract management and facilitating donor visits) in close coordination with the OGB Associate Country Director, ensuring that programme teams develop high quality and timely concept notes and proposals and seeking opportunities for maximising impact through brokering and leverage wherever possible. Ensure preparation of adequate budgets for all activities and costs are kept within budget, providing a monthly financial summary to the Country Programme and quarterly analysis of trends. Manage the Gaza team to ensure solid management of financial and other resources, to deliver programmes in accordance with Oxfam GB procedures, values, and donor requirements. Security 10 % Ensure effective security management in Gaza in close coordination with the OGB Associate Country Director and the OI Country Director, as well as with other affiliates Manage risks to Oxfam GB in Gaza and monitor administration and logistical systems and procedures including effective staff security procedures and, in coordination with the OI Country Director and the OI CLT draw up special security guidelines in the event of serious security risk. SKILLS AND COMPETENCE: Essential 1. Substantial, demonstrable experience at a senior level in complex and politically sensitive contexts, preferably in the Middle East 2. Demonstrable experience in developing and managing sophisticated multidisciplinary humanitarian and development programmes with significant budgets 3. Ability to think strategically, with strong analytical and decision making skills 4. Proven ability to work creatively and effectively with significant levels of autonomy 5. An active commitment to promoting gender equity and the interests of marginalised people in all aspects of Oxfam GB s work. 6.
