About Peace Corps in Uganda VACANCY ANNOUNCEMENT No. 2016-004 Program Manager, GHSP Peace Corps is an international autonomous agency of the US Government with operations in over 65 countries. It operates in Uganda by the invitation of the Government of Uganda. Peace Corps Uganda has memoranda of understanding with government ministries that outline broad areas of agreement of cooperation regarding the work of Peace Corps Volunteers in Uganda. Volunteers are assigned to government and non-government agencies and organizations, community based organizations, universities, colleges and schools who partner to enable Volunteers to provide capacity building in Literacy Education, Health, Agriculture and Medical and Nursing Education; also aims to build cultural understanding between Americans and Ugandans. Local hire position Office location Kololo, Kampala Travel Requirements Land travel is required wherever Trainees and Volunteers receive training or serve as Volunteers which currently is in all regions of Uganda except Karamoja region. Certain sectors or initiatives may start in few select areas and expand or shift over time to new areas as determined by senior staff. Expect an average of 50% of time spent on travel. Some Africa and US international travel may occur for trainings. Type of Employment This is a personal services contract position. It is full-time with the possibility of compensatory time as deemed necessary by the supervisor. Length of Employment This initial contract is for one year. Dates are stated in the contract details. Special note The services to be performed will be subject to the ultimate responsibility and authority of the Country Director (CD) who is responsible for all Peace Corps activities in Uganda. Day to day work is managed by the Director of Programming and Training. A special relationship exists with partner Seed Global Health and PEPFAR. The incumbent is expected to have frequent communication, consultation and problem solving with the Seed Global Health Country Director and participate in PEPFAR planning and reporting 1

Overall Responsibilities of this Position The purpose of this position is to provide management and technical leadership to the Global Health Service Partnership (GHSP) Program; to creatively determine the best utilization of the Volunteer skills and abilities to build education capacity of Uganda medical, nursing and other health professionals by seeking optimum placements that translate host country assistance requests into viable, effective projects; to provide technical and personal support to assigned Peace Corps Response Volunteers; and to ensure the maintenance of a quality Peace Corps program overall. The GHSP Program Manager works as part of a Programming and Training team with day to day guidance from the Director of Programming and Training (DPT) and collaborates closely with the Administrative Unit. Approximate Levels of effort (totals 100%) by type of duties: Programming and Management (40% of time) Volunteer Support and Safety (20%) Volunteer Training (25%) Monitoring, Reporting and Evaluation (10%) Other (5%) Duties and Responsibilities Programming and Management (40% of time) Develops and maintains the GHSP project that reflects and serves the needs of Uganda. The duties include: Coordinate with relevant government ministries and stakeholders for successful implementation of GHSP Program. Identify the country issues and dynamics through research and dialogue in conjunction with Peace Corps staff and PCVs, to develop GHSP projects which reflect and serve the needs of the country. Provides support to the Global Health Security Agenda(GHSA) initiative and other inter agency initiatives which Peace Corps as a USG entity commits to support with specific reportable training and / or service as agreed and determined as the respective programs mature. Ensure all applications for GHSP and other PCRVs for professional capacity building from prospective host organization s are collected, filed and details shared with Peace Corps headquarters. Conducts visits to potential Volunteer sites to determine their suitability of Volunteer placement Ensures timely processing of professional practicing licenses for the Volunteers Collects some monitoring data and reports strategic information as required by the Peace Corps Uganda country program and headquarters 2

Advocates for, communicates and promotes other funding opportunities that may be used to support GHSP Uganda country program including small grants. Assists in identifying and facilitating procurement of items to support the program. Participates with PCHQ and recruitment and technical assistance partner Seed Global Health as liaison to PC Uganda to ensure appropriate levels of information is shared and identifies areas for policy and procedure review and development. Survey potential PCRV sites and evaluates all aspects including opportunities for meaningful work, living conditions and opportunities for community involvement. Supervises the GHSP Program Specialist Co-develops and maintains relationships key to the Project Advisory Committee and through this and other efforts, establishes working relationships with the host country government, communities, non-governmental organizations, and other institutions to encourage effective participation and support for PCV projects. Volunteer Support and Safety (20% of time) Provides timely, locally appropriate technical, personal and administrative support to PCRVs through site visits, office time, correspondences and other communications Maintains communication with and provides support for each Volunteer. Conducts regular site visits to provide technical support and to monitor PCV s project work and personal adaptation. Helps PCVs evaluate their work and plan for the future. Serve as Champion for Volunteers (GHSP and non-ghsp) as assigned. Prepare site visit reports indicating any required follow up. Provides counseling to Volunteers experiencing cultural adaptation, site or job assignment problems. Conducts meetings with Volunteers supervisors/counterparts and/or ministry officials to maintain relationships, secure feedback on satisfaction of Volunteers services and problem solve Volunteer related issues. Proactively identifies possible Volunteer safety and security issues during interactions with and/or their supervisors/counterparts and assists with MS-270 compliance. Volunteer Training (25% of time) Plans and coordinates with training staff orientation for GHSP Volunteers plus any other specialized training required throughout the service for successful work and cultural adaptation in the country. Work with training staff to draft the Calendar of Training Events (COTE) to ensure that GHSP are provided orientation and training to achieve the necessary local competence levels Work with prospective institutions to identify areas for capacity development and share with Peace Corps headquarters for successful recruitment. Coordinates with GHSP Washington and the two other pilot countries as appropriate to plan the US orientation and to plan and deliver related orientation and training. With support from language and cross cultural coordinator, participates in the development of a language strategy complete with basic core competencies and learning objectives for the response Volunteers training. 3

Assists the training team in the development of training designs that prepare PCRVs to meet the objectives for assignments in the respective institutions including development of training implementation plans for GHSP initiative. Designs and facilitates sessions for orientation and in-services trainings. Monitoring, Reporting and Evaluation (MRE) (10% of time) Co-coordinates and collects GHSP data and information from PCVs as determined; conducts evaluative and reflective activities regarding the project and related PC activities, and writes and contributes reports on GHSP projects. The duties include: Ensure GHSP data monitoring and collection meets agency and Seed Global Health standards including creating /refining monitoring systems, development of evaluative criteria, monitoring forms and standard reporting procedures. Learns how to use all relevant reporting tools and operations and mentors other staff and Volunteers on them. Provides timely, technical, relevant and supportive feedback on individual Volunteer monitoring report submissions Participates in monitoring and evaluation meetings and activities and creates draft documents for the Integrated Planning and Budget (IPBS), the annual Peace Corps reporting (Project Status Reviews (PSRs), Training Status Review (TSR) s, Congressional Reports and Peace Corps Uganda Annual Report. Writes GHSP programming documents including reports, success stories and articles for various Peace Corps media to tell the story and to assist in recruitment. Review tools, protocols and other documents for Institutional Review Board (IRB) approval. Other (5% of time) Periodically serves as post duty officer responsible for weekend and after-hour emergencies Perform other duties as assigned by the CD or the DPT to assist Peace Corps successfully carry out its mission in Uganda. These include coordinating special project initiatives. The Contractor is subject to worldwide availability and may be requested by the Peace Corps to be reassigned or transferred permanently to another Peace Corps Post/Headquarters or perform temporary duties (TDY) as required and to travel to other assignments within Peace Corps as assigned. Any such reassignment or transfer shall be subject to agreement of the Contractor. The Statement of Work as defined will remain the same; however the duties may be subject to change as determined by the Contracting Officer. 4

Qualifications Required University degree in Medicine and Surgery Experience of at least five years interacting at a senior level with the Ministry of Health, or Education or medical/ nursing training institution. Excellent computer skills including word processing and spreadsheet programs; excellent command of English, both spoken and written; native ability in spoken and written at least one Ugandan language. Ability to work independently; good organization and time management skills; willingness to take the initiative; excellent teamwork skills, strong service attitude; personal integrity; strong interpersonal skills, strong interest in Uganda s development. Ability to work on a regular Monday through Friday schedule with evening and weekend hours when necessary. Ability and willingness to travel extensively throughout Uganda as needed for implementation of the program and as in line with the job. Must be legally able to work in Uganda. Desired Experience as a supervisor, tutor, curriculum specialist, headmaster, or other related health work. Strong cross-cultural skills working with Americans or other non-africans Position Elements Supervision Received: The Director, Programming and Training.
