1 JOB DESCRIPTION JOB TITLE: REPORTS TO: DEPARTMENT: FLSA STATUS: SUPERVISES: Early Education Manager Chief Child Development Officer Child Development Programs, Early Head Start and CA Dept. of Education Exempt Site Supervisor, Teachers, Home Educators, Child Development Specialists, Family Support Specialists AGENCY OVERVIEW: Westside Children s Center (WCC) exists to give at-risk children and children living in poverty the foundation they need to increase their life choices and lead fulfilling lives. For over 25 years, WCC has been providing thousands of at-risk children and their families with critical, high-quality early education programs,, family strengthening interventions, foster care and adoption services, and a range of vital, integrated services, including disabilities screenings, nutrition, dental and vision screenings, and pediatric health consultations. JOB SUMMARY: Under the direction of the Chief Child Development Officer,, supervises the educational services; guides curriculum and program planning, development, and training; serves as a resource for education specialists and/or teachers; analyzes data and completes reports related to provision of educational services; and supervises classroom and other education staff. ESSENTIAL JOB DUTIES: Administration and Management Assists in the development and implementation of goals, policies and activities designed to achieve the implementation of the program s mission, objectives and performance standards Provides support for the child development and educational programs for the Early Education Program, ensuring compliance with licensing, Title 5 & 22 requirements and all other pertinent regulations, policies and procedures Ensures compliance with Title 22 requirements; oversees the application for and renewal of Community Child Care licenses for the Child Care Center. Ensures compliance with all other pertinent legislation, regulations, and laws; ensures timely and accurate reporting of data to Federal and State authorities Participates in maintaining all CACFP mandated regulations and requirements Develops, supports and executes the annual professional development plans for center Teachers, Home Educators,, and Child Development Specialists, Family Support Specialists and FCCHEN providers; including staff performance assessments, professional development growth goals, and the agency s professional development plans Complies with all applicable Federal, State and County regulations Supervision/monitoring of the educational EHS service area plan Participates in the annual community needs assessment and updates the Integrated Work Plan with the Policy Council, staff and appropriate consultants Assists director in developing and monitoring the budget for Early Childhood Development Services Monitor sand updates records for children and staff Develops and update policies and procedures for Childhood Development Services
2 Participates in the planning and development of funding applications Participates in the planning and development of annual program goals and objectives in conjunction with the strategic plan Partners with the Human Resources/Staff Support Manager to review staff education records and interprets to determine the needs for intervention, training or community response Provides leadership for the program in the area of Early Childhood Development research and best practices Coordination of Services Plans the education services with an interdisciplinary team of staff, parents and community representative and supervises the implementation of the plan Serves as a resource to program staff regarding educational issues Meets regularly with the director as a member of the management team to ensure that services are being delivered in an effective and efficient manner Participates in case reviews and education supervision meetings to create ample educational support Acts as an advocate for child and family issues in the community on behalf of Head Start Serve as a representative of the program to the community and attends various community meetings as appropriate Participates in the development of the annual budgets. Provide feedback of educational services budget to ensure that expenditures remain within budget limitations. Prepare specifications for educational services equipment and supplies; order and oversee the distribution of educational materials and supplies Evaluation and Monitoring Analyzes child assessment data at multiple points across the year, to determine child progress with regards to language, and literacy, cognition, physical well being, motor development, and social and emotional development Monitors classroom activities and children s records to maintain time lines in compliance with Federal performance standards Examines the patterns of progress and outcomes for groups of children served by the program Participates as a member of the management team in the development of the program s yearly calendar to ensure that education services are scheduled and completes in a timely, organized manner Conducts annual evaluation of child development services and/or the coordination between service areas to fulfill the program s mission and goals Prepares reports on a regular basis for the director, Policy Council and Regional Office to track the activities and outcomes of Child Development Services Ensures sufficient data is entered into the system to support the documentation and information needs of Child Development Services. Responsible for providing informational reports for Child Development Services Develops and implements a plan for supervising and evaluating staff and volunteers as assigned, including formal and informal feedback Monitors the preparation and maintenance of the education records completed at the center and home- base level to ensure completion and accuracy Staff Development and Support Supports the orientation of new staff to agency policies and procedures for education Trains and mentors new and continuing teaching staff on all classroom procedures including the implementation of the Creative Curriculum and Head Start Child Development Performance Standards Observes classrooms and staff on a frequent basis and provides supportive, constructive feed back to improve teaching practices
3 Accompanies Home Educators on home visits at least twice a year and provides supportive constructive feed back to improve teaching practices and approach with parents Supports staff in meeting required educational requirements for their positions Models perspective that values lifelong learning Serves as a resource and/or trainer for teachers, Home Educators, Child Development Specialists, Family Support Specialists and Family Child Care providers Participates in the selection and training of assigned staff Develops and implement a process of on-going monitoring, including regular and frequent observations of center, playgrounds and classrooms to ensure compliance with requirements to support achievement of goals and objectives Meets regularly for supervision Schedules and/or attends case conferences, parent conferences, case reviews, IEP meetings, staff meetings, parent meetings, in-service, and other meetings and training events Provision/Assurance of Services Monitors the day-to-day operations of all Child Development program options Oversees all activities in all program options on a regular basis to insure timeliness, accuracy, consistency, and quality of all activities in accordance with Head Start/Early Head Start performance standards and other program funding requirements Understands, interprets and implements Federal, State and agency rules and regulations Supports the coordination and implementation of agency-wide staff development programs Visits classrooms regularly to meet with staff, parents and volunteers and to observe children and participate in family case conferences as needed Reviews all screenings results by the teachers, home educators, and Child Development Specialists to determine the appropriateness of individualized curriculum provided by teaching staff Reviews feedback from lesson plans, socialization plans, child observations, and parent summaries to ensure that curriculum concepts and goals are being met and to ensure that individualization is taking place allowing for feedback and ongoing professional development to continue support Meets regularly with staff to review activities and outcomes to ensure that the program s mission and goals are being met at the center and home visit level Establishes trusting relationships with the parents in the program and works with the teaching staff to find comfortable ways for the parents to be involved in the program Consults with parents formally or informally, to share information about child development, classroom operations, and other topics of concern to parents Coordinates transition plans into and out of Head Start, ensuring that parents have the information they need to help their child with the changes Works with Head Start management and supervision teams to ensure that centers are clean and safe and that the teachers are observing program health policies Ensures all Community Care Licensing Regulations are met and appropriate documents are submitted to licensing in timely manner Supervisory Responsibilities Responsible for the supervision of assigned staff, educational staff, including Teachers, Home Educators, Family Support Specialists and Child Development Specialists Carry out supervisory responsibilities in accordance with the organization s policies and applicable laws Evening and weekend work required In accordance with our team philosophy, the person filling this position may occasionally be required to carry out or assist with other tasks in addition to the duties listed on this job description. At least 5 years leadership and administrative experience Bachelor s Degree (Masters Degree Preferred) in Early Child Development or related field Hold a current Child Development Site Supervisor Permit from the California Commission on Teacher Credentialing Experience working with Infants/Toddlers, principals and practices Experience working in or overseeing Early Head Start, Head Start and/or California Department of Education preschool programs Working knowledge of Community Care Licensing Regulations Ability to plan, organize and oversee high quality early childhood care and education programs Knowledge of data analysis, MIS systems and reporting procedures Strong and effective verbal and written communications skills Bilingual in English and Spanish a plus but not required Creative problem solver with a can-do attitude Must be detail-oriented and possess excellent organizational and analytical skills with the ability to research best-practice and compliance guidance, complete work accurately, meet deadlines, and follow through on job duties and projects Ability to prioritize workload, multi-task and be flexible Ability to liaise effectively with a range of relevant authorities, individuals and organizations; demonstrated effective interpersonal, leadership, public speaking and management skills Desire to be a part of a diverse team, and the ability to both think independently and work collaboratively Experience working with diverse groups and populations Ability to understand budgets and expense reports Knowledgeable of program, finance, compliance and evaluation in a non-profit organization.
