ORGANIZATIONAL CONTEXT AND SCOPE Under the overall supervision of the Chief of Mission, Head of Programmes and direct supervision of the National Health Coordinator, the successful candidate will be responsible for the provision of technical and over all support to IOM s Migration Health Programme (HIV/AIDS program) in the Mon and Kayin Region, The candidate s role encompasses a range of responsibilities including: coordination, capacity building, policy advocacy, monitoring and reporting. III. RESPONSIBILITIES AND ACCOUNTABILITIES Assist to National Health Coordinator in HIV control related programme and coordinating a multi disciplinary team comprising of Head of Sub office and field based team members. Assist to National Health Coordinator to draft the report of the findings, together with proposed programmatic interventions for an expanded health programme in targeted townships, covering prevention, care and support for the target communities. Identify the potential and existing obstacles through continuous monitoring of programme activities; facilitate dialogue between actors and promote solutions to these obstacles and ensure smooth functioning of the health programme. Participate regularly in team meetings and provide suggestions to improve the programme. Undertake regular field visits to project sites (at least 1 week every month) to provide technical supervision to field staff 1
Actively participate in technical and coordination meetings / workshops / working groups to support appropriate inclusion of migrants (and other mobile populations) in health programmes and strategies in Myanmar and in line with the IOM mandate. Prepare the annual orders of pharmaceutical and health products in coordinating with IOM Procurement / Logistic Unit and National Health Coordinator. Coordinate with IOM Field Sub office and other implementing partners to carry out the drug exchange programme to exchange the drugs and medical materials which are closed to expire. Ensure with the field mission staff that monthly statistics are provided to the township and state/divisional health authorities. Write field monitoring trip reports with suggestions and recommendations and submit to NC and/or Head of Programmes to improve the programme implementation. Assist to National Health Coordinator on maintaining a database of information related to HIV health problems in the project areas. Assist to National Health Coordinator in planning, carrying out and evaluating the trainings conducted for IOM project staff, volunteers and/or communities. Develop and maintain good professional relationships with other stake holders or implementing partners where IOM operates. Perform other duties as may be assigned. IV. EDUCATION AND EXPERIENCE Myanmar national with M.B.B.S degree with at least three year experience in international organizations or institutions, Master degree in public health or similar field preferred.
