T H E M O U N T A L E X A N D E R S H I R E C O M M U N I T Y Mount Alexander Shire has much to offer, from a rich heritage to picturesque natural surroundings, a thriving local economy and a diverse cultural life. Situated in Central Victoria, it is connected to Melbourne by the Calder Freeway and fast passenger train. The region is an ancient landscape which bears the imprint of many cultures. Over tens of thousands of years, Aboriginal people put the region s founding cultural layer in place. This is Jaara Jaara country and throughout the Castlemaine Diggings National Heritage Park, this heritage can be discovered by seeing scar trees, rock wells, artefacts and ancient meeting places. The area was settled by Europeans in 1851 and much evidence of early settlement and mining still remains today. The tourism industry in Mount Alexander is very strong and the Shire is known far and wide for its cultural facilities and events. The arts community is as talented as it is diverse, with award winning artists from many fields living and practising in the area. The hospitality industry is also flourishing, with many eateries, wineries and other local producers in the Shire. Award winning produce attracts tourists and provides a strong platform for local businesses. The Mount Alexander community is a very strong one with strong levels of volunteerism and participation in community life. The area is known for the established environment movement which is demonstrating leadership to addressing the impacts of climate change. Our townships have a strong sense of identity that promotes a strong sense of belonging. Indeed the Shire offers a range of lifestyles, catering for those who enjoy rural living, as well as those who live in the urban areas and an extensive farming community. PART B INFRASTRUCTURE MAINTENANCE TEAM MEMBER POSITION OBJECTIVES To provide support and undertake maintenance works and construction projects required to preserve Councils road and infrastructure assets. This is coupled with the efficient, safe and effective operation of plant and equipment in association with these duties. KEY RESPONSIBILITY AREAS To assist the with the day to day activities of the Infrastructure Maintenance Group to ensure works are carried out to a high level of quality and efficiently, and in accordance with any safe operating procedures currently in place in relation to: Road maintenance and construction / reconstruction. Drainage maintenance and construction / reconstruction. Bridge maintenance. General municipal asset maintenance. The driving and safe, effective operation of light plant. Under direction of the Works Supervisor or their representative, implement Council s annual herbicide spraying program. This will also involve periodic spraying works throughout the year. General handy person duties including minor works utilising concrete, minor bridge maintenance repairs and culvert and drainage repairs. Erection and replacement of guide posts, signs and general street furniture. Required to work within established construction and maintenance teams assisting with various duties such as traffic control, pipe laying, roller operation etc as the need arises and subject to the necessary training. Care and maintenance of Council roads and infrastructure assets. Ensure a daily vehicle safety check is undertaken prior to each day s work. Required to undertake any minor repairs such as indicator globe replacement and reporting significant defects to the mechanic. Take action on all requests that are referred in accordance with Council policies and procedures. Observe strict adherence to occupational health and safety measures in accordance with Council's policies and procedures. Clearance of minor drainage blockages and general drain cleaning duties. Undertake any duty directed by the Works Supervisor or their representative from time to time within the confines of departmental responsibilities. ORGANISATIONAL RELATIONSHIPS Reports To: Works Supervisor Supervises: Nil Internal Liaisons: Council Staff External Liaisons: Ratepayers, General Public, Contractors and Service Authorities on occasions ACCOUNTABILITY AND EXTENT OF AUTHORITY Works within general guidelines to determine day to day priorities of works. Ensure that plant is operated in a safe, efficient manner and plant maintained in a clean, roadworthy and operational condition. Complies with performance standards as instructed by the Works Supervisor. Works individually and in a team under routine supervision. Completes safe work documentation JUDGEMENT AND DECISION MAKING Own judgment and decision making required on minor maintenance works to ensure daily duties are accomplished. SPECIALIST SKILLS AND KNOWLEDGE Required to work without constant supervision. Knowledge of and experience with the operation of minor items of plant. Proper use of safety clothing and equipment. Knowledge / familiarity with Occupational Health and Safety and safe work practices. Basic oral and written communication skills. Understanding and training in correct manual handling techniques would be an advantage. MANAGEMENT SKILLS Must be able to organise own day to day program. Set priorities within the day s work. The incumbent will be required to familiarise themselves and work with the Council s Policies and Procedures. Acts in accordance with the team member role responsibilities of the How We Work Capability Framework. INTERPERSONAL SKILLS Must be able to discuss and resolve minor problems on the job with colleagues. Foster a team approach to the work. Customer service skills in dealing with the public. Able to co-operate with all other staff and the public to ensure work is carried out harmoniously and expeditiously. QUALIFICATIONS AND EXPERIENCE A current Victorian Heavy Truck Endorsement Drivers Licence is highly desirable. Skills and knowledge of the use of concrete for repairs and construction. Prior experience in the operation of minor plant and tools. Experience and knowledge of safe handling and use of common herbicides and spraying equipment is desirable. Certificate in chemical use and handling would be an advantage. A current Traffic Management Certificate would be an advantage. OCCUPATIONAL HEALTH AND SAFETY AND RISK MANAGEMENT All employees, contractors and service providers are responsible for effective risk management practices, including incident reporting, and ensuring that management is aware of risks associated with business operations. Report any injury, illness, asset of financial loss, hazard and near miss incident to their manager/supervisor as soon as they are detected in accordance with Council procedures. 7. Comply with safe working practices in accordance with the relevant standards and regulations of the Occupational Health and Safety Act 2004. EMERGENCY MANAGEMENT Emergency management is a core business for council. All employees may be required to contribute to emergency management planning and activities as they arise and in an emergency you may be directed by your manager to participate in duties not normally assigned to you. RESPONSIBILITIES FOR RECORD KEEPING All Council employees are accountable for: 1. Making and keeping accurate and complete records of their business activities. 2. Ensuring the quality and accuracy of data they use or enter on organisational databases; 3. Understanding their records management obligations and responsibilities; and 4.
