Will there be other drawings available? There is only one drawing. It s a layout. The final design and final drawings need to be done by the manufacturer. 2) When you click on the Specifications the site takes you to the same E-1 drawing no other. Will there be any other specifications? Fixed. 3) UTHSCSA_Specs_May2013, Specification 13 00 00 00-59 Article 4.2.1.B.1 notes that the Primary Distribution is to be 4.16KV, but drawing E1 Project Description mentions 15KV Metalclad, Need clarification. There are no other references to Metalclad Switchgear under UTHSCSA_Specs_May2013, Specification Section 26 00 00 00? Not sure where this is referenced in my spec. The primary is 13.8kV. 4) Drawing E1 Drawing References Drawing E101, E102, E103, E104 and E105 that are not on the bid site. Advise if these will be added? E10X are not drawings; they are details. 5) Since Final design and final drawings need to be done by the manufacturer, there are no specifications detailing Relaying requirements. Should the manufacturer provide his standard relaying or does UTHSCSA have a preference? Provide standard relays. 6) 4.16KV is shown in the following portion of the spec, but drawing E1 has it as 15KV. UTHSCSA_Specs_May2013, Specification 130000 59. Disregard. Not used for this project. 7) Saw a spec Titles "15KV Metal-Clad Switchgear and Power Control Room Specification" was added and these questions are in reference to this plus Drawing E1: Paragraph 1.2 - States to provide 36 Breakers with tie breakers. Drawing E-1 shows the existing with a total of 36 Breakers, and what appears to be a Bus Duct Tie between the two switchgear lineups along with two (2) Incoming Utility Feeds. Does the existing have Two Main Breakers, plus Two Tie Breakers along with 36 Feeders Breakers? Will the tie between both lineup be a Bus Duct Tie or will cable suffice with Cable Tray overhead? Either. It total we ll need 36 breakers for campus buildings, 2 main breakers for the CPSE primary and 1 or 2 breakers for the tie(s). 8) Paragraph 12.0 Ferroresonance Study: Should the price for equipment to attenuate Ferroresonance be included in the bid price of the Switchgear since it will not be known if this will be required until a study is performed. Correct. 9) Paragraph 14.8 - Calls for Indicating Lights as shown on the control schemes. No controls schemes are provided should the manufacturer provide his standard indicating lights. Yes.
10) Drawing E-1 shows that a Emergency Eye-Wash Station is to be provided. Typically and Emergency Eye-Wash Station is provided when a Battery System is to be provided for DC Control Power to the Breaker/Relay Control Circuits. Should the control power for the Breakers/Relays be provided via a DC Battery system, which in turn mean a DC Panelboard is to be provided? Eye wash can be just bottle type no power required. 11) Since Final design and final drawings need to be done by the manufacturer, there are no specifications detailing Relaying requirements. Should the manufacturer provide his standard relaying or does UTHSCSA have a preference? Yes provide standard relaying. 12) 4.16KV is shown in the following portion of the spec, but drawing E1 has it as 15KV. 15kV is correct. 13) Advise on the following: The inquiry is for 15KV Class Metalclad Switchgear. What is the Voltage Incoming Service to this existing: 3 Phase, 3 Wire Delta; 3 Phase 3 Wire Wye with the Neutral grounded at the transformer; 3 Phase 4 Wire Wye with the Neutral brought into the switchgear and terminated on the switchgear ground bus. Requesting info from CPSE. See attachment. 14) Only answered partially, will a DC Battery system be required for Breaker Control Power or will all breaker control Power Circuits to be fed from CPT's internal to the SWGR? The controls need to work when no utility power is available. 15) Drawing E-1 shows that a Emergency Eye-Wash Station is to be provided. Typically and Emergency Eye-Wash Station is provided when a Battery System is to be provided for DC Control Power to the Breaker/Relay Control Circuits. Questions and answers. 17) I would also like to request for elevation and single lined drawings. A one-line is attached. Elevation of project site (feet) is in the spec. 18) Spec article 6.2 has various interrupting ratings. At 63KA we require at least a 30 foot X 30 foot perimeter to vent arc gases. Will the SWGR have a 30' x 30' Perimeter? Yes and during the pre-bid the intent is to walk over to the site. 19) Spec calls for manufacturer to provide and install, but there is not mention on who is responsible for the removal and deposition of the existing? The existing will remain. The new switchgear will go in a different location and being done by campus. 20) Should a new Pad be provided for the new lineup? The pad will be done by campus once a design is in progress. 21) What loads are being fed by the existing breakers? Will be presented at the pre-bid when we walk over to the existing gear. A one-line is included. No existing breaker exceeds 150A at 13.8kV). 22) Will new cables need to be provided and re-pulled to the existing loads or just terminate the existing cables? No. Campus is doing that. 23) What Size and number of Cables are currently pulled to the incoming services, and Feeder Loads? Getting info from CPS Energy. See attached pdf from CPS Energy. 24) What are the KVA sizes of the CPS Energy Transformers feeding the existing and will they remain at the same KVA? See attached pdf from CPS Energy. 25) If the existing cables are to remain, and the cables do not reach the lugs of the new Switchgear will splicing of cables be allowed, or should a new cable run be provided? Yes and this is being done by CPS Energy.
26) Request for bid RFB No.: 745-15-9894 article 2.4 does allow for Alternate Proposals, but specification 15kV Metal-Clad Switchgear and Power Control Room Specification does not will Alternate Proposals be allowed? Alternates ARE allowed. 27) We are only showing a drawing for the power house, we would need a complete set of drawings including the drawings for the switchgear. Is this available? No. The drawing is a typical layout. The bidders design, provide drawings, test it, build it and deliver it. 28) Response from CPS: We have paralleled 15KV 4/0 CU to your switchgear. The transformer secondary voltage is 13.2KV nominal. 29) I have the following Breaker counts: 2 - Main Breakers; 2 - Tie Breakers; 36 - Feeder Breakers. Advise if breaker counts are correct. CORRECT. In the end we need all 36 feeder breakers to be energized by either of the 2 main breakers. 30) Arc Resistant 15KV SWGR Sections from Schneider Electric are 36" Wide, drawing E-1 provided shows the lineups sections as 30"W. Will there be sufficient room for the SWGR with the 36" Wide Sections. Provide your total width and length requirement. 31) Would Arc Resistant Gas Insulated Metal Enclosed SWGR be considered, it has a smaller foot print than the AIS AR SWGR, but only rated at 40KA? Provide this as an alternate. 32) Paragraph 2.1.4 Installation Will the manufacturer be responsible for switchgear/power control room rigging and installation? Will University electricians wire field connections (control and MV cabling) to the switchgear? Yes. 33) Paragraph 3.1.2.1 specifies design to be in accordance with IEEE C37.20.7 (Type 2B) which is Arc Resistant Switchgear. Just making sure this is what you are looking for. Yes. 34) Paragraph 4.1 Construction Are the dimensions of the Switchgear/Power Control Room limited to those presented in the Electrical Site Plan? Based on our experience, Arc Resistant Type 2B construction may require a larger area. Can the switchgear be constructed in a 2-high configuration? The area may be increased. A 2-high configuration can be provided as an alternate. 35) Paragraph 4.9.3 Switchgear Doors We assume that the switchgear shall be Arc Resistant rated to IEEE C37.20.7 for Type 2B construction in compliance with Specification Paragraph 3.1.2.1. To what level of Arc Fault (Short Circuit) shall the switchgear be rated? The spec asks for 2 options. 36) Paragraph 4.6 External Welded Ships Ladder Can the University provide more details on this requirement (purpose, location, load, etc.)? The purpose for the ladder is to inspect the top side of the gear on a yearly basis. The location can be anywhere where your blast area allows. The max load will be 300 lbs. (1 Texan going up and down the ladder). 37) Paragraph 4.14 Extension for future modification Do the dimensions presented on the Electrical Site Plan include the future modifications? Yes. The 36 breakers, 2 ties and 2 mains allows for this. Extensions beyond the plan may require additional site preparation/work. How should this be addressed in the quotation? No. 38) Paragraph 4.17 Are there site limitations that require shipping sections in no more than two vertical structures? No. Can the manufacturer recommend an alternate? Yes.
39) Paragraph 6.2 Circuit Breaker Rating Circuit breaker pricing can be provided for the three short circuit ratings identified (36kA, 50kA or 63kA); however, these ratings will also have a significant effect on the switchgear construction (and its pricing as well). What rating shall be used for the switchgear? 50kA only. The 63kA could be a space issue. 40) Paragraph 11.3.5 The specification identifies secondary CPT voltage of 120/240VAC. Will this also represent the control voltages for the switchgear relay and protection circuits? Will a DC power supply system be required? The relays can be DC or AC. 41) In the SWGR we have configured it currently with one CPT per Lineup with a ANSI 83 Control Power Transfer Scheme. Will the Beaker Close and Trip Circuits be fed from these CPT's, because we currently have a DC Battery System to provide control power to the Breaker Close and Trip Circuits? Yes. 42) Will UTHSC - SA provide 480V, 3 Phase 3 wire for power feed to LV Transformer which will in turn feed a Panelboard which feeds the HVAC, Lighting and UPS Circuits? No. that is part of the bid. 43) One-line and more information about the equipment, I need to get the MV SWGR factory moving on bid package and there is not enough detail. The switchgear we are interested in purchasing is shown on the right of the one-line (8 breakers with the words Main Substation ). As I mentioned in the pre-bid, because of the 8 breakers we have lots of restrictions on what we can do for complete redundancy. The rest of the one-lines are our campus substations, not relevant to this bid. 44) Are you planning to purchase directly from the manufacturers or through a distributor? We ll do what provides us the best value. Submit your bid to perform the project as per plans and specs. 45) Due to the length of the Lineups, can we provide a Two High Breaker Construction on the Air Insulated Switchgear, which means there will needs to be a method to remove breakers from the Top cubicles which is precluded in the Spec under Article 6.10 "No lift truck, rails, ramps, channels, or transport device of any kind shall be required in order to move a circuit breaker from floor level to the fully connected position."? Mentioned in a previous question. YES, provide this as an alternate. 46) 1-line; (3) preferred relays; primary/secondary currents (to be communicated through by CPS). Answered previously. basic package must include: 27, 50, 51, 51N, 50GS, 59 and 87B 3-attached, from CPSE. 47) Please share the CPS fault level information from both sources. See attached pdf from CPS Energy.. 48) Please confirm that each of the four transformers feeding the new building are 10 MVA base rated. See attached pdf from CPS Energy. 49) What is the preferred control power requirements? Just DC? 125VDC? No preference. 50) Please provide any service entrance information from CPS on the two main breaker sections. Nothing exists yet. It will be new construction; we are currently in the easement and design phase. A new manhole will be established just outside the new 15kV switchgear to assist in primary delivery. 51) 4.8; Confirm the intent is to provide Arc Resistant switchgear in lieu of standard MV switchgear. Yes. 52) 4.14; Confirm future expansion for Power Control Room is required. Drawing E1 - Electrical Site Plan does not indicate future expansion is possible due to locations of existing walkway & capacitor bank (if we are doing a single high breaker configuration). No future expansion is planned. 53) 5.1.3; Confirm windows are only required on personnel doors & not on equipment rear access doors. Spec says all doors. Correct.
54) 6.10; spec reads no lift truck shall be required. Please confirm. Required if the alternate bid is 2- high breakers. 55) 8.2; Please clarify chemical & other contaminate filtration required. Mist or debris from adjacent facilities (UHS or UTHSCSA Central Energy Plant). 56) 18.1; Please confirm if 3ph 480V service is available for HVAC system. 120/208V would be used for UPS & building services. The power control room should have that integrated. 57) I have the following Breaker counts: 2 - Main Breakers; 2 - Tie Breakers; 36 - Feeder Breakers; Advise if breaker counts are correct. Yes, provide this as an alternate bid. 60) In the SWGR we have configured it currently with one CPT per Lineup with a ANSI 83 Control Power Transfer Scheme. Specs call for CPT's but does not mention DC Battery System but and Eye Wash Station is shown on Drawing E1 which typically means a DC Battery System is required advise? Provide DC system. 61) If power comes from the CPT we can provide each breaker with a 72 Hour Capacitor Trip Device if power if control power lost for some reason. YES. Good option. 62) At the prebid UTHSC was going to provide a list of approved relay manufacturer's and Relay Protective Features to be designed to, plus a One-Line. Can you advise when this information will be forthcoming? Provide the best product UTHSCSA does not have a preferred manufacturer 63) Article 14.1 Calls to provide "Indicating meters shall be 1% accuracy, 4½" square switchboard type, with taut band suspension unless otherwise specified." This is a spec for old Analog meters and this article does not specify they type of meter wanted ie: Ammeter, or Voltmeter. Include an analog meter for amps and voltage. This is to provide a back-up to any digital metering should it fail. 64) Will the metering be required for all the Mains, Ties and Feeders? Yes. 65) We propose to use our PM5563 Digital Meter in lieu of these meters which will give Amperage, and Voltage Reading plus other power system related information, would this be suitable to UTHSCSA? Yes. 66) The attached layout provided depicts that all breakers should be in a one-high configuration. Can you please confirm that a one-high configuration is required (one breaker per vertical section)? This is one option. A 2-high configuration is a good alternate. Please provide both options for us to consider along with any space requirements. This will be part of our review. 67) We can however, provide a two high option where 2 breakers can fit in one vertical section. A two high configuration would be the most cost effective because it would reduce the sections of the switchgear as well as the building square footage. We just wanted to confirm all vendors are using a onehigh configuration so our bid would be competitive. Yes, please provide this option as an alternative.
68) Article 4.4 of the Specifications "The switchgear shall be constructed for use in outside temperatures that do not exceed a maximum of 124 degrees Fahrenheit or a minimum of -22 degrees Fahrenheit." Switchgear is designed to a 40 deg C Ambient (104 Deg F) maximum and a minimum temperature of -20 Deg C (-4 Deg F). Within the Power Control Building we can maintain the temperature between 40 Deg C to 0 Deg C Ambient. Designing to an Ambient of 124 Deg F is excessive, suggest designing the Power Control room based on an outside Ambient of 115 Deg F to -10 Deg F. Yes, please proceed with the new range of +115 F to -10 F. 69) In regards to the 87B, 50GS, and 59 relays, are these intended only for tie breakers or all breakers? All breakers. 70) Fault level, do you have it? Will two high breakers in the switchgear be acceptable? Yes. Please provide this as an alternate. 71) What are the preferred protection relays or relay functions? Basic package must include: 27, 50, 51, 51N, 50GS, 59 and 87B. 72) Please share the CPS fault level information from both sources. See attached PDF from CPS Energy. 73) Please confirm that each of the four transformers feeding the new building are 10 MVA base rated. See attached PDF from CPS Energy. 74) Even though the relays are to have the 50, 51, 50GS, 51N, 27, 59 and 87B Functions 87B Bus Differential is utilized between the Mains and Tie Breakers to annumciate a short Circuit on the bus, not necessary on all the feeder breakers, and 27 and 59 is typical for the Main Breakers. Please elaborate on relaying per Main, Tie, and feeders separately? See attached PDF from CPS Energy. 75) The information only states relaying should include these fucntions, but does not necessarily state what functions shold be used. For example, CPSE Specification SWITCHGEAR, METALCLAD, 15KV Specification Number 683-01 has on the Mains and Tie Breakers Schweitzer SEL351 for 50/51 Functions and SEL487 for Bus Differentail, and for Feeder Breakers SEL351 with contacts from the SEL487 wired to the feeder circuits. CPSE does not mention what manufacturer of the relay is suitable, should we use the Schnweitzer Relays like they use in their substations or are others approved. If others which manufacturer are acceptable to UTHSC - SA? Schnweitzer is an approved relay. 76) The provided drawing indicates a tie bus/cable between the two switchgear lineups. Does the tie require a breaker? Yes. If so does UTHSCSA prefer a tie breaker on one line-up, or a tie breaker on each line-up (in order to isolate the bus/cable completely from both energized line-ups. Yes. 77) For clarification: Each line-up is to be fed from 2 - CPS transformers rated at 34,500V 13200/7620V, 5000Kva. Correct but only one set of CPSE transformers is active at any given time. This may change in the future however where all four transformer are active. 78) Due to the length of the Lineups, can we provide a Two High Breaker Construction on the Air Insulated Switchgear, which means there will needs to be a method to remove breakers from the Top cubicles which is precluded in the Spec Under Article 6.10 "No lift truck, rails, ramps, channels, or transport device of any kind shall be required in order to move a circuit breaker from floor level to the fully connected position."? The single high design will be more than 89' in Length with the Rooms required at the end of the lineup required. Provide an alternate for a 2-high configuration with a truck option allowed. The footprint constraints for the gear is as shown on the exhibit and field conditions. We have CPSE and tunnel on either extreme creating this limitation in length.
79) Will a One-Line Diagram of the requested switchgear be provided prior to the bid deadline? No one-line of the new gear exists. That will be part of the vendor design. See attached one-line. 80) Please provide documentation, clarifying the quantity of circuit breakers in the switchgear totaling 38 in lieu of 36. The comment in the pre-bid meeting about 38 feeder breakers as incorrect. We ll only need 36 breakers for buildings, 2 breakers for the mains and any ties. 81) Is there a list of acceptable manufacturers for the proposed switchgear? We have no preference on manufacturers. We love everyone! 82) Please clarify what equipment, instrumentation or accessories are required to be furnished within the utility incoming sections of each switchgear line-up. The University or CPSE is only providing the conductor feeders. All other items must be provided by the vendor. CPS Energy (our utility company) will provide external meters for billing which means the power control room will have two exterior meters installed. 83) Please provide a list of acceptable manufacturers for the protective relays to be installed within the switchgear. Is there a preferred protective relay model number available for establishing the basis of design? We have no preference. Please provide the best product line available to you. 84) Are 2-high circuit breakers acceptable within each switchgear section or does the Owner request single high circuit breakers as interpreted from the dimensional drawing? 2-high breakers are a good alternate bid. Please provide one. 85) What vendor furnished equipment will be required in the control room? All of it. The gear needs to function without any University provided equipment. As mentioned in the pre-bid, the CPS Energy conductors, manhole system and vault will be addressed by campus. 86) Will more detailed specifications for the control room, such as insulation values, wind loads and design temperatures? Yes, that is listed in the specs along with elevations and temperature. Please note the temperature has been adjusted down; reference a previous question above.
