1 Addendum #2 Contract UK Utilities Kingston Purchase and Replacement of Switchgear at Kingston Hydro Substation MS11 March 25, 2011 Delivered to: All RFP recipients Total number of pages: Nine (9) Proponents are advised this addendum shall form an integral part of the Request for Proposal and Contract Documents for the above noted project and shall be read in conjunction therewith. This addendum shall, however, take precedence over all requirements of the previously issued Request for Proposal with which it may prove to be at variance, unless otherwise clarified in writing by the Owner. If intending to submit a proposal, proponents shall confirm receipt of this addendum by reply to tbrackenbury@utilitieskingston.com upon receipt, and in the body of their proposal using the attached confirmation page. 1. The following is a summary of questions raised by Proponents and answers provided by Utilities Kingston at the Mandatory Site Meeting that occurred Thursday March 24, :00AM at 60 Notch Hill Road, Kingston, Ontario (Substation MS11); RFP UK Addendum #2 Page 1/8

2 Q.1 Can the list of firms attending the Mandatory Site Meeting be made available to all proponents? A.1 Yes, since there were no concerns or objections raised from attendees present at the site meeting about providing this information. The firms that attended the Mandatory Site Meeting are listed in alphabetical order below: ABB Ainsworth Inc. Eaton General Switchgear Industrial Electric KA Factor/Dualade Schneider Electric Siemens Tal Trees Inc. Tiltran Services Inc. Q.2 Is all access to the existing 5kV Switchgear Room to be through the existing double front doors? A.2 Yes. Q.3 What is the dimension from the back face of the existing ITE Switchgear (Y-Bus) to the wall face opposite the front of the existing McGraw-Edison Switchgear (Q-Bus)? A.3 This dimension was verified on-site and reported to be 185. Utilities Kingston encouraged proponents to verify additional dimensions during their site visit and not to rely on the approximate dimensions provided in the RFP. Q.4 Are there any plans to move the existing 44kV control panel? A.4 Yes, Utilities Kingston will relocate the 44kV control panel prior to the start of construction by the successful proponent. Please refer to Appendix A and the potential layout drawings in the RFP document for further details. Q.5 Are there any plans to replace the existing ITE Switchgear (Y-Bus)? A.5 There is currently no plan to replace the existing ITE Switchgear (Y-Bus) under this RFP. However, Utilities Kingston has requested proponents to contemplate future replacement of the Y-Bus with switchgear of similar style to that being proposed for the Q-Bus. Utilities Kingston has offered one potential single-line diagram and layout concept as well as a potential protection and control narrative description for the future Y-Bus upgrade in the RFP documentation. Utilities Kingston has also requested RFP UK Addendum #2 Page 2/8

3 proponents to consider the future Y-Bus upgrade in their Technical proposal and Financial proposal submissions. Q.6 Where will the transition splices shown on the Proposed Single Line Diagram (Drawing K E102) be installed and who is to supply and install them? A.6 The transition splices will be located in the cable pit below the switchgear. Utilities Kingston will supply and install the transition splices. Please refer to Note 1 on Drawing K E102. Q.7 What is the cloth-like material covering the existing roof drain and does the new switchgear need to be built around the existing roof drain? A.7 The cloth-like material covering the existing roof drain may contain asbestos. Utilities Kingston is conducting a Hazardous Building Material Assessment for this substation and plans to remove the covering from the existing roof drain prior to the start of construction by the successful proponent. Proponents may wish to consider relocating the roof drain to accommodate the new switchgear. The cover plate of the clean-out port that is exposed near the floor appears to be cast-iron. Q.8 Can the electrical equipment mounted on the wall facing the existing McGraw-Edison Switchgear (Q-Bus) be relocated from its existing location (e.g. heaters, bell telephone isolation equipment, etc.) to accommodate the new switchgear? A.8 Yes. Proponents should consider relocation of existing electrical equipment in their proposal to accommodate the new switchgear. Utilities Kingston has limited it s assistance with equipment relocation to the 44kV Control Panel and the hardware on the walls (e.g. wall brackets for existing switchgear tools). Q.9 What about venting for Type 2B Arc Resistant Switchgear? A.9 Proponents will need to ensure the new Type 2B Arc Resistant Switchgear has adequate venting of arc exhaust under a fault condition. Q.10 Can the existing dry-type station service transformer be re-used? A.10 No. Utilities Kingston plans to remove the existing dry-type station service transformer prior to the start of construction by the successful proponent. Please refer to Appendix A and Appendix B of the RFP for further details regarding the existing and new dry-type station service transformer. 2. 4 Q.11 Was this RFP intended primarily for Switchgear Manufacturers or Contractors? A.11 The original intent of this RFP was a quality based selection of proposals from Switchgear Manufacturer proponents who would provide turn-key installation and commissioning services. However, Utilities Kingston will accept proposals from other proponents. Q.12 Is it possible to schedule work after normal work hours for tie-in to the existing ITE Switchgear (Y-Bus)? A.12 Yes, Utilities Kingston will consider proposals from proponents that contemplate scheduling work associated with the tie-in to the existing ITE Switchgear (Y-Bus) after normal work hours in order to ensure that the Y-Bus remains in service for the majority of the project. Please refer to Note 5 on Drawing K E102 and the note regarding a Bus Transition for the existing Y-Bus on Drawing K E202 for further tie-in considerations. 3. Appendix A delete Section 2.0 Procurement & Installation in its entirety, and replace with the following amended text: 2.0 Procurement & Installation Procurement and installation will not proceed until acceptance of the business case by Utilities Kingston. Once the contract has been awarded, the proponent will be responsible for the construction and successful completion of the project in accordance with agreed benchmarks and timetables. 2.1 Site Preparation by Utilities Kingston Utilities Kingston will undertake the following work in preparation for the switchgear replacement project: a) Provide a report identifying designated substances. NOTE: Utilities Kingston will remove all asbestos coverings on cables and roof drain leaders prior to the contractor starting work on site b) Install a secondary transfer switch for the existing station service distribution panel (225A, 120/240VAC) and provide alternate external secondary station service supply c) Relocate the existing 44kV Auto-Transfer Panel d) Remove existing hardware on walls associated with existing switchgear tools to facilitate installation of new switchgear, associated accessories and conduit. e) Disconnect 3 PILC cables from T2-Q Bus PILC cables are 5kV, 3 conductor, 500MCM Copper. f) Disconnect 4 PILC cables; one from each feeder cell ( ) PILC cables are 5kV, 3 conductor, 500MCM Copper RFP UK Addendum #2 Page 4/8

5 g) Remove existing 5kV McGraw-Edison Switchgear (T2-Q-Bus) and associated equipment including: (1) Removal of a quantity of Amp frame feeder breaker cells (1106 through 1109) and associated electro-mechanical protection relays, metering, etc. (2) Removal of one Main 2000Amp Incoming Metering Cell (3) Removal of a all 3-phase bus-work from existing ITE feeder tie-switches to load side of McGraw-Edison feeder breaker cells (1106 through 1109). Utilities Kingston will also patch the openings on the top of the ITE switchgear. (4) Removal of existing 50kVA station service transformer and associated enclosure h) Install new SCADA Communication Box containing new Ethernet switch 2.2 Responsibilities of Proponent during Project The responsibilities of the successful Proponent for this project shall include but are not limited to the following: a) Assuming the role of Constructor in accordance with Ontario Occupational Health and Safety Act. NOTE: This may require the proponent to supply and install temporary barriers, hoarding, etc. to separate and secure the construction area affecting the T2-Q-Bus from the T1-Y-Bus that will remain energized during construction b) Completing all work in accordance with applicable legislative requirements c) Ensuring all high voltage electrical work complies with the Electrical Distribution Safety Regulation (EDSR) also known as Ont. Reg. 22/04 (refer to Electrical Safety Authority (ESA) document titled ESA Technical Guidelines for Section 6. Approval of Electrical Equipment, Section 7. Approval of plans, drawings and specifications for installation work, Section 8. Inspection and Approval of Construction Version 1.2 available for download from the ESA Website). More specifically, the proponent shall ensure that: (1) high voltage electrical equipment is approved in accordance with Rule of the Ontario Electrical Safety Code (OESC) to ensure compliance with Section 6 of the EDSR which refers to approval of electrical equipment. (2) a plan submission for high voltage installations is submitted to the ESA in accordance with Rule of the OESC and ESA Bulleting to ensure compliance with Section 7 of the EDSR which refers to approval of electrical plans, drawings and specifications for installation work (3) accurate as-built records are maintained during construction to facilitate Construction Verification by Utilities Kingston (4) sufficient time shall be allocated during construction for the purposes of Construction Verification of high voltage work by Utilities Kingston in accordance with Section 8 of the EDSR which refers to inspection and approval of construction work. Utilities Kingston will require accurate as-built RFP UK Addendum #2 Page 5/8

6 records from the proponent during construction in order to prepare partial and final Records of Inspection and Certificates of Inspection. NOTE: High Voltage equipment shall not be energized without the authorization of Utilities Kingston d) Ensuring all low voltage electrical work complies with the OESC e) Providing all construction documents to the appropriate authorities and obtaining all necessary permits and approvals from the appropriate authorities for construction f) Designing, supplying, installing, tie-in, commissioning and testing of new 5/15kV metal clad switchgear to meet or exceed the specifications found in Appendix B of RFP UK and within the constraints of the site. Designing, supplying, installing and tie-in includes all necessary building alterations including but not limited to venting, openings in floor for bottom entry of cables, etc. Commissioning and testing includes functional testing and electrical acceptance testing after installation. g) Installing a 13-JAW, Form 9S meter base and Meter Test Block (MicroElectric CT- 113) supplied by Utilities Kingston for T2-Q-Bus Interval Meter h) Supplying and installing 1-1/2 conduit raceway from instrument compartment of Main T2-Q-Bus to remote 13-JAW, Form 9S meter base and Meter Test Block i) Designing, supplying, installing, tie-in, commissioning and testing new Protection and Control equipment to satisfy the Protection and Control narrative found in Appendix C of RFP UK including but not limited to: (1) Supply SCADA RTAC rack as well as associated raceways, wiring and fibre optics for power, control and communication tie-ins. Work includes pulling Ethernet Communication Cables from new Protection Relays, GPS clock, etc. to SCADA communication cabinet and installing connectors. (2) Preparing a Protection and Coordination study for the purpose of programming the settings of the SEL Protection Relays and SEL RTAC unit. (3) Programming and configuring SEL Protection Relays, SEL RTAC unit, GPS clock etc. in order to perform functional testing and commissioning testing of both the switchgear and the SCADA equipment. NOTE: Utilities Kingston will play a role in programming, commissioning and testing of SEL Protection Relays, SEL RTAC unit as it relates to interfacing with the Utilities Kingston SCADA network. (4) Functional and commissioning tests of SEL Protection Relays, SEL RTAC unit, GPS clock etc. This testing shall include ringing-out wiring and operating devices using local and remote control functions. j) Preparing accurate As-Built records in both AutoCAD and PDF format 2.3 Responsibilities of Utilities Kingston during Project Utilities Kingston will be responsible for the following: a) Holding and maintaining a E&USA work permit for the duration of the work b) Switching and Energization as required to support contractor work c) Terminating primary cables on the Incoming terminals of the Main 2000Amp Breaker for the new switchgear (T2-Q-Bus) RFP UK Addendum #2 Page 6/8

7 d) Terminating primary cables on the Outgoing terminals of each 1200Amp feeder breaker cell (1106 through 1109) e) Installing all external low voltage power and control wiring as well as communication wiring and fibre optics in EMT conduit. f) Terminating DC connections at the existing DC Battery system g) Supply and Install two Interval meters (13-JAW plug-in) h) Connecting Ethernet Communication Cables from new Protection and SCADA equipment inside SCADA communication cabinet i) Updating Master Station SCADA screens for Substation MS11 j) Witnessing & Supporting Commissioning of SCADA equipment k) Support Switching & Isolation 2.4 Systems to Remain In Service During the Project The following systems in the 5kV switchgear room of MS11 shall remain in service during this project: a) Existing 5kV ITE Type HK Switchgear associated with the T1 Y- Bus shall remain in service (NOTE: temporary outages after hours may be required for tie-in with the new Bus-Tie breaker) b) Existing Survalent RTU cabinet shall remain in service c) Existing DC Battery system shall remain in service (NOTE: temporary outages after hours may be required to enable the proponent to tie-in conduit raceways and pull wiring) d) 120/240VAC external station service supply from street and associated branch circuit wiring for lighting, heating, battery charging, etc. (NOTE: temporary outages after hours may be required to enable the proponent to tie-in conduit raceways and pull wiring) e) Existing Security system shall remain in service f) Existing Washroom facilities shall remain in service 2.5 Working Restrictions The following working restrictions shall apply: a) Where work requires breaking into or connecting to existing services, or creates noise or dust, the proponent shall carry out work as directed by Utilities Kingston with a minimum of disturbance. b) Work must not interfere with the daily operations of Utilities Kingston. c) Work will be restricted to the immediate area of the site. d) Construction activities including parking of worker s vehicles, storage of construction equipment, and set up areas will be confined to areas approved by Utilities Kingston. e) Unless otherwise authorized by Utilities Kingston, on site construction activities will be limited to 7:00 am to 7:00 pm Monday to Friday. 8 f) Before commencing work, proponents will establish the location and extent of existing service lines in the area of construction and will submit scheduled shutdowns to Utilities Kingston for approval. g) All work will be performed within applicable environmental legislation.
