2 Business Group Overview The purpose of Government Technology Services (GTS) is to improve the delivery of services to citizens and to reduce costs to government through the development, delivery and promotion of Common ICT Capability. This includes the development of the Government Enterprise Architecture and the Government 3 year ICT Roadmap. GTS does this by providing outstanding service to DIA, government agencies (our clients) in the areas of; Government Enterprise Architecture Development and Management Government ICT Roadmap Development Enterprise Service Management Asset Management Security Management ICT Service Design and Development Programme and Project Delivery Business Analysis System Testing Solution Development and Support for core, common and unique systems GTS specialises in the development, delivery and support of systems used in DIA and also for Common ICT Capability, including; High integrity systems, such as those used for identity management Igovt all-of-government identity and access management Digital Information management, storage and access, Emergency Management and Civil Defence Regulations and Compliance such as the Integrated Gaming Platform Government secure communications, such as SE and one.govt Grants Management Systems Platforms for Web Service Delivery Enterprise services supporting DIA staff and Ministers GTS achieves this by focusing on clients, our people and our suppliers, with a resolve to always improve. Position Summary The Enterprise Architect is a key role in enabling DIA with our All-of-Government focus to deliver on its strategic and operational outcomes. It is a major contributor in the delivery of business solutions for All-of-Government, including DIA ICT delivery that meet business needs and comply with departmental standards, Government standards, technology governance, and guidelines by ensuring the provision of professional architecture services. The Enterprise Architect role provides leadership across all Information and Communication Technology (ICT) domains influencing our investment and catalysing customer focused business delivery. Ensure Enterprise Architecture practices advance strategic objectives such as delivering technologyenabled business innovation, identifying cost savings and achieving operational efficiency and effectiveness Ensure client and GTS Architectures are fit for purpose Develop, implement, maintain and evolve Enterprise Architecture for DIA and All-of-Government as assigned Contribute to the development of Government wide Enterprise Architecture Manufacture and evolution architecture viewpoints including: Defining Current and Target State Architecture Define and maintain current baseline of architectures including standards, interfaces, models, patterns, and techno-economic considerations Consider a number of architectural viewpoints to ensure that all stakeholder concerns in the required system are considered Define a clear roadmap outlining the journey from current to target state architecture Select a high-level model and patterns for the architecture Establish a set of criteria for service selection Select the services required Validate that business goals are met Defines the architecture in detail Conduct gap analysis to identify any missing functionality Defining Transition Architecture Defines interim architectures that achieve target architecture Defines building blocks for interim architectures Plans and delivers the interim architecture through the architecture Programme or Work Balances delivering interim architecture, target architecture and solutions that achieve the short-term goals of the project and business groups Defining Business Architecture Integrates design of core business rules, processes and Enterprise Architect, Government Technology Services JE ref: 1186 Page 3 of 11

Manage and drive improvements in Architecture and Technology processes Drive improvements in cost, quality and time-to-deliver performance in effectiveness of execution Ensure all facets of architecture are knowledge captured, including the close inter-working with the EA Modelling practitioner Work closely with the execution teams, in particular the Solution and Technical Architects to ensure continuous improvement is the norm Contribute to the GTS Architecture business plan Develop individual work plans from the business plan Monitor and report progress against the work plan including key achievement reporting Take remedial action as identified with management to ensure business results are achieved as planned Ensure quality of assigned completed project work from an architecture practice perspective Recommend changes as appropriate to enhance the effectiveness of the architecture team efforts Ensure architecture activities support and comply with requirements of DIA Project Methodology and the SDLC, to agreed quality standards Translate high level vision into bounded technology capabilities Refine strategy resulting in the definition of principles, standards, architectures and technology roadmaps that guide technology selection, execution, operation, refresh and overall evolution of technologies to enable the business Enable the delivery of solutions by translating strategy into bounded architecture with roadmaps, architectures and governance that achieves line of sight to the business need and time/cost/quality expectations Collaborate across All-of-Government strategy functions and with agencies to ensure strategic vision can be reflected in appropriate ICT delivery Manufacture artefacts such as Whitepapers that make the strategic vision refinement simple for stakeholder groups to understand Communicate strategy effectively with stakeholders Research technologies that have the potential to further enable business efficiency and effectiveness Manufacture artefacts such as Whitepapers outlining key Enterprise Architect, Government Technology Services JE ref: 1186 Page 4 of 11

7 Special Requirements (education, skills, knowledge, experience) Significant experience with ICT architecture particularly in the government sector or major experience in a commercial environment Comprehensive understanding of business planning and how these are refined down to implementing business change Preferred mix of functional/business and technical experience Proven understanding and experience of good business analysis practice, standards and methodologies Management level skills in the facilitation of collective decision-making Strong interpersonal and networking skills and the ability to communicate with credibility i.e. must have relationship management, negotiation and influencing skills, which can be applied at the most senior levels of the organisation or with external stakeholders Proven presentation and communication skills, both written and verbal Experience in at least two IT disciplines (such as technical architecture, solution architecture, network management, application development, information analysis, database management or operations management) in a heterogeneous environment or minimum five years of experience in solution architecture, business analysis or business strategic planning Knowledge of all components of a holistic Enterprise Architecture Knowledge of business re-engineering principles and processes Proven understanding and experience of Project Management methodologies, and System Development Life Cycle (SDLC) principles and practice Proven understanding and experience of quality assurance techniques in a continuous improvement environment Problem solving skills at a level to work through issues of considerable complexity, using high level conceptual thinking skills, in depth analysis in the context of the overall business issues for DIA as a whole organization, and the judgement to select and apply/recommend appropriate decisions. Specific knowledge derived from a combination of advanced academic study in an appropriate field plus the professional experience in applying knowledge in a context of a large business similar to DIA.
