1 POSITION DESCRIPTION (as at 18/11/2013) Position Title: Location: Reports To: Event Operations Manager Events Management Queensland (EMQ) Level 2, 105 Upton Street, BUNDALL Q 4217 General Manager The company: Events Management Queensland is a wholly owned subsidiary of Tourism and Events Queensland. The not for profit company owns and operates three mass participation sporting events. EMQ s charter is to create economic activity in the state of Queensland. The events operated by EMQ are all considered market leaders in their respective fields. The annual Gold Coast Airport Marathon hosts to close to 30,000 participants per annum and is the only event in Australia to hold a prestigious IAAF label. The Pan Pacific Masters Games is a multisport event with over 35 sports and is now the world s largest biennial masters games. The Great Barrier Reef Masters Games was launched in 2013 and attracted close to 1,700 competitors in 15 sports in the Tropical North Queensland location of Cairns. The position: An opportunity is available for a talented individual to join EMQ in the senior management role of Event Operations Manager. Managing a small permanent operations team which expands greatly over event periods, this role will be responsible for managing all operational facets of the three events managed by EMQ.

Position Dimensions: Supervision Exercised: Main contacts: Operations Staff, Event Coordinators, Contracted staff and volunteers where appropriate General Manager, Chairman, EMQ Staff, Board, and external stakeholders including Event Organisers. 2. Areas of Responsibility: Gold Coast Airport Marathon 2014, 15 and 16 Oversee the successful operational planning and delivery of the Gold Coast Airport Marathon and associated activities, and provide reports on those matters to the General Manager as required Contribute to the development, implementation and review of event budgets and manage income and expenditure in accordance with the approved budgets Oversee the performance of appointed Event Operational staff, contractors and volunteers as required Ensure EMQ is meeting its obligations to all event stakeholders and conversely ensure all event stakeholders are meeting their obligations to EMQ and its events, as detailed in relevant contracts and letters of appointment Oversee the planning, construction and de-construction of the event s buildings and structures including the obtaining of quotes and placing orders in line with approved budgets Oversee the planning, construction and de-construction of the event s on course routes including the obtaining of quotes and placing orders in line with approved budgets, the bump in and removal of fencing, barriers, traffic cones, start lines, aid stations and other on course equipment required for the safe conduct of the event Oversee the hire and rental of equipment and vehicles required for the successful conduct of events including the obtaining of quotes and placing orders in line with approved budgets Lead and assist the Marathon Operations Group (MOG) in their function of preparing and managing the event course, recovery area and other elements of the race precinct Ensure all courses for the event are accurately measured and certified according to IAAF/AIMS criteria Ensure a schedule of security services to protect the onsite assets of the event and manage crowd control on Race Day is successfully implemented Ensure a schedule of sponsors signage is implemented considering that each sponsors branding of the event is relative to their investment, including street banners
3 Ensure the successful implementation of a medical service plan for race, incorporating Physiotherapy, massage and Queensland Ambulance Services for Race Day In liaison with the Sports Services Manager develop and implement a competitors refreshments plan for race day, incorporating on course and recovery area water, sports nutrition, elite personal refreshments and fruit supplies Oversee the implementation of a plan to obtain, train and retain community group volunteers for race day activities such as road marshals, water station management, left luggage management and other services Develop and implement an Occupation Health and Safety plan for the EMQ Office and offsite work environment Ensure EMQ meets all its Principle Contractor obligations Attend and chair event planning meetings, including (MOG) meetings, emergency services and regulatory authorities meetings, officials training and briefings, and any others meeting required for the technical and operational conduct of the event and oversee the implementation of action items arising from those meetings Ensure all required event services are contracted in accordance with approved budgets and suitably documented Ensure all permits, licenses, sanctions and other approvals are in place for the safe and proper conduct of the events Attend to general administration duties including but not restricted to telephone/fax/ management, basic book keeping and filing Report any difficulties or issues relevant to the delivery of the event immediately to the General Manager Any other duties as directed from time to time Pan Pacific Masters Games 2014, 16 Contribute to the development, implementation and review of event operational budgets and manage income and expenditure in accordance with the approved budgets Oversee the performance of appointed Event Operational staff, contractors and volunteers as required Ensure EMQ is meeting its obligations to all event stakeholders and conversely ensure all event stakeholders are meeting their obligations to EMQ and its events, as detailed in relevant contracts and letters of appointment Oversee the planning of a Games Village and be responsible for the ordering, delivery build and dismantling of required infrastructure Plan and implement a Risk Management strategy for the Games Village Coordinate the production, distribution and post event collection of event signage including street banners, host venue signage and PPMG branding at sports venues
4 Develop a security plan for the Games Village attendees and PPMG assets and appoint an appropriately experienced security company Develop and manage a roster of shuttle buses for the Games Village In collaboration with the Sport Services Manager assist sports where reasonable in their delivery including operational, OH and S, risk management, programming and logistic needs Liaise with GCCC for all PPMG related needs Any other duties are requested and required from time to time Great Barrier Reef Masters Games 2015 Contribute to the development, implementation and review of event operational budgets and manage income and expenditure in accordance with the approved budgets Oversee the performance of appointed Event Operational staff, contractors and volunteers as required Ensure EMQ is meeting its obligations to all event stakeholders and conversely ensure all event stakeholders are meeting their obligations to EMQ and its events, as detailed in relevant contracts and letters of appointment Oversee the planning of a Games Hub and be responsible for the ordering, delivery build and dismantling of required infrastructure Plan and implement a Risk Management plan for the Games Hub Coordinate the production, distribution and post event collection of event signage including street banners, host venue signage and GBRMG branding at sports venues Develop a security plan for the Games Hub attendees and GBRMG assets and appoint an appropriately experienced security company Develop and manage a transport plan for staff and participants In collaboration with the Sport Services Manager assist sports where reasonable in their delivery including operational, OH and S, risk management, programming and logistic needs Liaise with CRC for all GBRMG related needs Any other duties are requested and required from time to time 3. Type of Position: Fixed term full time position until 31 December 2016.
5 4. Preferred Experience, Education and Skills Required: Demonstrated successful experience in a similar role for three or more years. Tertiary qualifications in Sports/Event Management are desirable, but not essential Practical experience in Event Management, preferably with management of Sports Venues and/or Road Racing events Possession of positive interpersonal communication skills Demonstrated high level computing skills including project management software Proven ability to multi-task under pressure Demonstrated ability to prepare and present written and verbal reports with attention to detail of spelling and grammar Demonstrated ability in Human and Physical Resource Management Demonstrated ability in Financial Management Demonstrated ability to lead teams, mentor staff and train casual staff Demonstrated ability to develop and implement risk management practices Demonstrated understanding and current Workplace, Health and Safety issues backed by appropriate qualifications Demonstrated ability to lead and direct a team of contracted events infrastructure contractors and adhere to principle contractor regulations Demonstrated ability to develop, implement and review project management plans Ability to work abnormal hours in sometimes adverse weather conditions and travel where required Demonstrated high level of attention to detail in workplace applications Demonstrated understanding of inter-office protocols, especially in relation to respect for authority, privacy and confidentiality, and following directions Demonstrated ability of taking initiative and responsibility when managing and developing tasks and delegating tasks Demonstrated ability to manage and avoid conflict with and between event stakeholders Be well groomed and possess a personal appearance suitable for the position Possession of positive time management skills Hold an maintain a current drivers license and forklift license Trade related skills an advantage
