1 Job Title: Intensive Supervision and Surveillance (ISS) Team Practitioner Job Grade: Band 4 Directorate: Job Reference Number: Schools, Children and Families P01090 The Role To support, with ISS team partners and Youth Offending Teams, strategies aimed at reducing the levels of offending of the most prolific, persistent and serious young offenders by working closely with family, schools and other relevant key agencies to address the factors leading to offending. Job Purpose To be responsible for the project management of young people subject to Intensive Supervision and Surveillance (ISS) who are assessed through specific criteria as presenting a high risk of re- offending. To provide a wide range of activities across the County and to be involved in further development of the programme. Key Accountabilities Assessment To participate, in conjunction with other members of the ISS team, in comprehensive assessments of risk and needs, using ASSET, of young peoples offending behaviour. To undertake regular reviews of risk as part of an agreed framework. High quality supervision of young people eligible for Intensive Supervision and Surveillance and who are assessed as posing a significant risk of offending and are complex cases due to their offending/home/social circumstances. This to involve taking an active part in delivering programmes to support the order, including one to one work, groupwork and reparation. Working with others Working on own initiative to develop new and innovative Projects and Programmes with other services and agencies to address the needs of prolific and persistent young offenders.

2 Development and delivery of a programme of support to reduce the likelihood of continued offending. This will include direct intensive work with young people and their families, schools/ training providers and liaison with others within the multi agency Youth Offending Team to access additional services to support the young person and prevent offending. Undertake, with other YOT staff, sentence planning and post custodial supervision of young people subject to Detention and Training Orders. Deliver victim awareness work directly to young people. To offer day-to-day oversight and practice support to Sessional staff involved in Intensive Supervision and Surveillance intervention work. Development of Youth Offending Service To participate in relevant training and development as identified in the ECC Performance Management Process with the aim of developing. To take an active part in supervision sessions with line manager and to participate in the Case Management Process to ensure best practice within the Team. Ensuring that practice complies with the YOS and ECC codes of practice in respect of Health and Safety, Supervision, conduct and equal opportunity. Assist with the promotion and continual development of ISS within the Youth Offending Service. Accountability and Recording To ensure that information in respect of risk, either to the young person or by the young person to others, is reported promptly to the line manager and recorded on YOIS. Including casework recording in line with National Standards. To take part in quality assurance processes in support of achieving best practice. Undertake, in accordance with National Standards and as part of a Case Management Team, the supervision of high-risk young people subject to ISS as a requirement of Supervision, Bail or DTO post custody License. Preparation of high quality reports to Courts regarding the progress of young people and to attend Court where needed to support the work of the Youth Offending Service.

3 Knowledge, Skills and Experience Should possess a graduate level qualification or demonstrable experience of working at this level and relevant to the Multi Agency approach of the service. The service welcome staff from Youth Offending, Social Work, Teaching, Education Welfare, Probation, Prison, Health and Police Sargeant backgrounds. There is a Home Office requirement to obtain the Certificate in Effective Practice in Youth Justice within 2 years of appointment. Study for this 6-month programme will be fully supported by the service. The successful candidate is likely to have experience of young people who offend and understand the reasons behind such behaviour. They will have an understanding of the legislative framework of the Youth Justice system and the role of the Youth Offending Team. They will have the skills to motivate without bullying and be able to challenge young people s offending behaviour in a positive manner. Awareness of the causal factors linked to offending behaviour including substance abuse. Experience of undertaking assessments of risk and need plus producing intervention plans that address the risk and needs of the young person. An effective communicator both verbally and in writing with people at all levels. An ability to work on own initiative is essential, to manage competing demands through effective self-management, self-motivation and prioritization. The ability to undertake clear objective assessments and to prioritise resources to affect positive change. An ability to think creatively to identify innovative ways of engaging persistent young offenders and their families on ISS. Understanding the issues that effect young people. The successful candidate will demonstrate skills in conflict reduction, with evidence of application in working with families, agencies and peers. Evidence of effective case record keeping and Information Technology competent. Demonstrates awareness of own strengths and weaknesses understands the impact of these upon others and takes action to modify own behaviour accordingly. An ability to work with partner agencies and to integrate multiple perspectives. Travel throughout the County is an integral part of the role. Flexibility as regular weekend, evening and some bank-holiday work is involved.

4 Ability to drive and in possession of a current valid driving licence and access to a car for work is essential though the post-holder may be eligible for the ECC car lease scheme.
