1 Job Title: Job Grade: Directorate: Job Reference Number: Treatment Specialist Band 6 (30 Hrs per week) Adults, Health & Community Wellbeing P00206 The Role To support the effective planning, development and implementation of the Essex Drug and Alcohol Action Team Treatment Plan in order to provide a coherent system of substance treatment across the four tiers (as defined by Models of Care) and to support the Joint (Adult and Young Peoples) Commissioning and Performance Management structures of the Drug and Alcohol Action Team/Partnership. Job Purpose To lead in the implementation and adherence to Models of Care and complement wider objectives set in line with the partnership s plans. To lead from a technical specialist perspective the continual development and improvement of the Essex Treatment System. To provide consultative guidance to the partnership in relation to all aspects of Drug and Alcohol treatment, including the criminal justice agenda. Key Accountabilities To co-ordinate the work of the Essex Drug and Alcohol Action Team Treatment Planning Group to support the effective implementation of the treatment agenda in order that this element of the National Drugs Strategy is effective in Essex. To lead on the development of Harm Reduction (including BBV), Primary Care services and Clinical Governance issues relating to drug treatment in Essex. Advise, support and negotiate across Essex to secure commitment of partner agencies to the Treatment agenda and associated plan.
2 To support the Essex Drug and Alcohol Action Team Joint Commissioning Managers (Adult and Young Peoples) in developing the annual treatment plan as required by the National Treatment Agency. To support performance management and reporting requirements at both a local and national level to ensure they are complied with appropriately. Together with the Joint Commissioning Managers, ensure that all services commissioned on behalf of the Essex Drug and Alcohol Action Partnership comply with all relevant legislation and financial regulations. To ensure effective working relationships are established and maintained with all related partners. Together with the Strategic Manager and Joint Commissioning Managers, ensure that the work of the Drug and Alcohol Action Team is incorporated into other Health and Social Care related strategies and initiatives and that opportunities are identified and realised to maximise joint and cross agency working that may facilitate access to funding. Monitor and, where necessary and in partnership with providers and commissioners, further develop the system of treatment provided in Essex in line with the National Service Framework, Models of Care, ensuring effective integrated working and a shared approach to treatment provision. Identify and exploit opportunities for multi-agency working to achieve best value and best practice across the Essex DAAT area. Lead on the Shared Care, Carer and Wider Family Support agenda and Jointly lead the Service User agenda Responsibilities will be reviewed periodically in line with service priorities and duties may change or new duties be introduced after consultation with the post holder Knowledge, Skills and Experience Degree level or equivalent related professional qualification.
3 Evidence of competency based training in a substance misuse treatment environment. Evidence of continued personal development within the Substance Misuse and/or Health and Social Care field. Experience of working within the substance misuse treatment field. Experience of project planning and management. Previous experience of service development and reconfiguration in the Substance Misuse and/or Health and Social Care field. Excellent knowledge of National Drug Strategy and Models of Care. A good working knowledge of NICE and DoH guidance in the substance misuse field A good working understanding of the National Treatment Agency, its aims and objectives. Good working knowledge of performance management framework for substance misuse and its implications in respect of the provision of treatment services. Experience of working in a multi-agency and partnership environment. Experience of complex project planning in a Substance Misuse and/or Health related field. IT literate. Where appropriate additional character references will be taken up Medical Eligibility / Right to work in the UK Regulatory qualifications and professional registration (subject to role) All new recruits and employees whose role changes significantly are required to complete a medical health questionnaire Proof is required and original documentation will be sought i.e. passport or full birth certificate Original qualification certificates and proof of registration with a professional body are required (if applicable)
