4 LONDON BOROUGH OF HAMMERSMITH & FULHAM CHILDRENS SERVICES DEPARTMENT JOB DESCRIPTION Targeted Youth Support Manager 1. Purpose of Job To be responsible for the strategic development and on going management of the borough s targeted youth support service for young people, working within the national guidelines, the borough s early intervention framework and the local strategy to deliver a service that meets the holistic needs of young people and their families. To manage a team of Targeted Youth Support Workers to develop and deliver personalised packages of support for young people to assist them in overcoming barriers which may be impacting on their personal, social, educational and economic progression and their ability to achieve their full potential. To work in partnership with the full range of relevant agencies to ensure that young people and their families receive the services they need at an early stage to enable them to progress and achieve positive outcomes. Responsibility for the management of budgets within the remit of the post. 2. Service development, delivery and management responsibilities. 2.1 To work with senior managers and other stakeholders in relevant agencies to drive, shape and deliver a model for TYS to enable the borough to achieve better outcomes for young people and their families and to meet statutory requirements. 2.2 To provide leadership, strategic direction and management of the TYS team, working across a range of locations, to secure effective multi agency working and excellent outcomes for young people. 2.3 To contribute to the development of processes within universal settings for early identification and assessment of needs for individuals, through use of the CAF and provision of targeted support within those settings. 2.4 To develop a service which includes casework through assessment and intervention, with a range of services that build resilience, promote school attendance and attainment, prevent family breakdown, support diversion from crime and build positive self esteem.
5 2.5 Working within the Common Assessment Framework ensure all young people worked with, have a comprehensive assessment and agreed support plan. 2.6 To ensure appropriate interventions are developed as part of the agreed package of support for individuals, ensuring plans are outcome focussed and progress is reviewed effectively. 2.7 To develop outcome measures and a tracking process for young people worked with to ensure that progress can be monitored and measured for individuals and the service as a whole. 2.8 To chair multi agency panels to identify appropriate packages of support and intervention for individuals and their families. 2.9 To be responsible for ensuring the development and delivery of groupwork and outreach programmes with young people to address lack of engagement, risk behaviours and involvement in crime Ensure effective referral processes are maintained in order to deliver a seamless service. Act promptly to deal with any problems in this respect To ensure accurate, comprehensive management information/case records are maintained using specified electronic systems and ensuring completion deadlines are met To attend local meetings as required including the Family Support Panel and report to the IYSS Steering Group and keep them appraised of the team s work, performance against targets and developments. 3. External 3.1 To represent TYS at local, regional and national events and to develop and maintain effective links with relevant government departments. 3.2 To actively promote the TYS service through appropriate publicity, events and networking and be proactive in securing sufficient referrals to maintain a full caseload. 3.3 To publicise the TYS programme, ensure it has a high profile and that the referral routes are well understood across the Council and its partners. 4. Human resource management 4.1 Ensure the recruitment, induction and training of members of staff is in accordance with the relevant council procedures.
6 4.2 Within the appraisal programme, to continuously assess the performance of staff and set appropriate targets, to maintain necessary records and to ensure the provision of professional development and appropriate training. 4.3 Provide leadership, support and supervision for a team from a range of professional backgrounds, ensuring they work together to meet the aims and objectives of the service. 5. Management of financial resources 5.1 Work with the Head of Service to set service budgets, monitor all financial transactions and ensure relevant financial targets are achieved. 6. Partnership and participation 6.1 To ensure that effective mechanisms are in place to enable young people are actively involved in the development and review of individual support plans and outcomes, and have opportunities to influence service design and delivery. 6.2 To develop protocols with relevant services in order to ensure that full packages of support and intervention are delivered to young people and their families. 6.3 To establish effective strategies for communication, consultation and information to and for councillors, colleagues, service users and other key stakeholders. 7. General 7.1 To be committed to the promotion of the Council s Policies on Equal Opportunities and the role of the service in challenging discrimination and disadvantage. 7.2 To keep abreast of current developments and trends in relation to young people and in particular early intervention. 7.3 To carry out all duties and responsibilities in accordance with the Council s policies and procedures and legislative requirements including Safeguarding Children and data protection. 7.4 To take reasonable care for your own health and safety and any other person(s) who may be affected by your acts or omissions at work. To cooperate with the Council in so far as is necessary to enable it to comply with its duties under relevant legislation. 7.5 To undertake other duties as may be required and reasonably associated with the level of duties and responsibilities.
7 SELECTION CRITERIA - Targeted Youth Support Manager 1. Demonstrate a commitment to the Borough s Equal Opportunities Policy and the ability to co-ordinate, integrate and implement the policies in relation to job responsibilities. 2. Minimum of three years management experience, including budget management. 3. Experience of working with young people, an understanding of the range of issues that impact on their lives and experience of undertaking holistic assessments to identify needs and appropriate interventions that bring about positive change. 4. Experience and ability to lead, manage and motivate a team of staff from a variety of professional backgrounds. 5. Experience of, and an ability to develop and contribute to collaborative relationships with staff from other council departments, other organisations and agencies including schools, in order to plan appropriate models of service delivery following the analysis and assessment of local patterns of need. 6. Ability to take responsibility, for reaching considered decisions in relation to complex and sensitive issues affecting the service delivery. 7. Experience and knowledge of the requirements, for recording sensitive information, maintaining client case files working within confidentiality and data sharing policies. 8. Demonstrable ability to carry out administrative, record-keeping and financial duties in accordance with the Authority s regulations. 9. Ability to communicate effectively, with Members, senior officers, external agencies, members of the community and young people. 10. The ability to communicate effectively including the ability to produce high quality written materials to support the promotion of the service and to report to senior managers and Members. 11. Working knowledge and understanding of national and local youth policies and initiatives and relevant legislation relating to young people. Specifically Every Child Matters and IYSS and the role of targeted Youth Support within these. 12. Hold a professional qualification for working with young people or educated to degree level.
8 Criminal Records Bureau check Please be aware that the successful candidate will be required to take a Criminal Records Bureau [CRB] check. This check is necessary as the work involves dealing with or having access to children and vulnerable adults whilst undertaking normal duties.
