3 Specificatins f prject: Surveillance f sulphur emissins frm ships in Danish waters Figure 1: Ships in Danish Waters in 2005 and Objective The bjective f the surveillance is t perfrm spt checks f the sulphur emissins frm individual ships in the waters arund Denmark. In rder t btain a representative picture, bth mnitring frm a fixed installatin and airbrne mnitring shall be carried ut: 1. Mnitring frm a fixed installatin. One set f equipment capable f measuring emissins f sulphur frm ships frm a fixed installatin. Budget: Apprx. 1.3 millin. DKK 2. Airbrne mnitring f sulphur emissins frm individual ships passing thrugh Danish Waters. Budget: Apprx. 5 millin DKK Measured sulphur emissins (in terms f equivalent sulphur cntent f the fuel used) frm bth the fixed and the airbrne platfrms shall be cmbined with infrmatin n identity, psitin and next prt f call fr each ship taken frm the AIS system (see sectin 6.1 and reference 1). The bservatins shall be reprted t the Danish Envirnment Prtectin Agency (EPA). Further specificatins fr the deliverables are presented in this dcument. 3

4 The distributin between the airbrne mnitring and mnitring frm the fixed psitin may vary frm the distributin suggested abve. The budget limit fr this tender is limited by a budget ttal f 6.3 millin DKK. 2 Prject Perid The prject will run frm January till the end f Psitin and Planning f Measurements 3.1 Mnitring frm a fixed psitin The fixed installatin shall be placed at a strategic psitin t be able t mnitr as many ships in internatinal trade as pssible. A relevant psitin culd e.g. be the Great Belt Bridge. T the extent pssible, the emissins f each ship passing the installatin shall be measured. The reasning behind the chsen psitin, must take int accunt all relevant factrs that may affect the measurement, inclusive but nt limited t: shipping traffic intensity, exhaust plume diffusin, pssible interference frm ther surces, wind directins and accessibility t the measuring equipment. The number f ships that will be bserved pr. year shall be estimated. 3.2 Airbrne mnitring The mnitring frm air shall be perfrmed as a number f measurement campaigns. The mnitring shall be perfrmed in a number f selected areas arund Denmark where a high number f ships in internatinal trade are passing by. The measurement campaigns shall be perfrmed in different gegraphical areas and be equally distributed ver the year, and preferably bth during day and night. During the curse f the prject, the remaining measurement campaigns may be evaluated in cperatin with the Danish EPA. The evaluatin will be based n the experience btained in the first campaigns as well as ther relevant infrmatin such as the psitin f a fixed mnitring statin and surveillance activities in neighbring cuntries. The draft mnitring prgram must describe the number r f measurement campaigns, the gegraphical areas where the campaigns will take place and the number f ships which is expected t be measured. The reasning behind the selected areas shall take int accunt all relevant factrs that may affect the measurement, including but nt limited t: shipping traffic intensity, exhaust plume diffusin, pssible interference frm ther surces, wind directins and range f the airbrne measurement platfrm. Further, the prcedure fr lcalizing pssible nn-cmpliant ships fr measurement within the chsen gegraphical areas shall be described. 4

5 4 Number f Ships Mnitred The sulphur emissins frm as many ships as pssible shall be mnitred during the prject perid. The estimated number f ships that can be bserved during 2015 and 2016 respectively shall at least accunt fr the fllwing factrs: Pssibility t measure sulphur emissins during day/night Metrlgical cnditins (wind directins, hard wind, precipitatin etc.) Expected dwntime (due t e.g. maintenance etc.) Interferences frm ther surces i.e. tw ships passing at the same time 5 Measurement System 5.1 Measurement equipment and parameters t be measured The equipment fr the measurement f emissins frm ships either frm a fixed r airbrne platfrm shall be capable f measuring the sulphur emissins as well as ther relevant parameters under harsh ambient cnditins. The equipment shall as a minimum measure sulphur emissins. Other gases shall be measured if necessary t btain the equivalent sulphur cntent f the fuel used by the ship and in case f need t crrect fr crss sensitivities r backgrund cncentratins. Other relevant parameters, which may affect the quality f the sulphur measurement, i.e. metrlgical data, shuld als be mnitred. Alternatively metrlgical data may be btained frm external surces (see sectin 6 supplementary data ). Apart frm sulphur, relevant parameters t be measured during the bservatin f a ship culd include: CO 2 (if applicable) NO 2 (if applicable) Date and time (UTC) Sulphur backgrund cncentratin Psitin f measurement (nt relevant fr fixed psitin) Metrlgical data (depending n the measurement methd): Wind directin Wind speed Humidity Visibility Others as cnsidered relevant Measurements shall be cnducted fr a sufficient time perid and with a sufficient frequency necessary t calculate a representative value fr the equivalent fuel sulphur cntent. (Cf. sectin 7.1). Figure 2 shws a graphical presentatin f the parameters t be measured and hw the slutin culd be set up in case the airbrne and the fixed mnitring are made by the same cntractr. 6 guidance nly. Figure 2: Pssible set-up f the slutin. The measured data (all raw data) shall be stred by the cntractr in a database. The Danish EPA shall be able t get a cpy f the database n request e.g. n an ftp-server. The Danish EPA shall have full wnership f the data and the cntractr is nt allwed t share the data with a third party withut the permissin f the Danish EPA. 5.2 Installatin f the equipment The equipment shall be ready fr peratin as sn as pssible after the cntract is signed. Practical measures such as access t electricity and pssibility t perfrm maintenance in case f breakdwn f the equipment etc. shall be taken int accunt. 5.3 Maintenance and service The cntractr is respnsible fr maintenance and service f the equipment. The necessary maintenance f the equipment must include the expected dwn-time f the equipment due t maintenance and service. 6

7 6 Supplementary Data 6.1 Ship infrmatin frm AIS Measured sulphur emissins frm individual ships btained frm fixed and airbrne platfrms shall be cmbined with infrmatin n identity, psitin and prt calls btained frm the AIS system (Autmatic Identificatin System see als reference 1). AIS is an identificatin system which makes it pssible t exchange ship-t-ship infrmatin and t exchange infrmatin between ships and shre-based AIS statins. The AIS system registers when ships transmit shrt data messages at shrt intervals abut their identity (ship s name, call sign, physical size), navigatin (psitin, curse and speed) and vyage (prt f destinatin, expected time f arrival, draught). All ships abve 300 grss tnnage must be fitted with AIS. All fishing vessels abve 15 meters built after 30 Nvember 2010 must be fitted with AIS, and fishing vessels abve 15 meters built earlier must be fitted with AIS by 31 May 2014, at the latest. The Danish Maritime Authrity is respnsible fr the shre-based AIS data in Denmark. The cntractr can be granted access t these data against a fee: Mre infrmatin n the AIS data interface can be fund in Appendix 1 t this dcument. 6.2 Other supplementary data If cnsidered necessary, ther relevant data, i.e. gegraphical psitin data, metrlgical data may be btained frm external surces and data frm the aircraft (speed, heading etc.). 7 Data Prcessing and Final Dataset 7.1 Data prcessing Based n measured data fr individual ships (see sectin 5) and supplementary data (see sectin 6) an equivalent sulphur cntent in terms f percentage f the fuel used by the ship shall be calculated, fr example by applying the SO 2 /CO 2 rati as described in the guideline fr exhaust gas cleaning systems, MEPC.184(59), see reference 2. The uncertainty f the calculated equivalent sulphur cntent in terms f percentage shall be minimized. The equivalent sulphur cntent f the fuel fr a given ship shall be cmbined with the relevant infrmatin abut the ship identity, psitin and prt call btained frm the AIS system in rder t arrive at the final dataset (see sectin 7.3). In case the sulphur emissin frm a ship passing the fixed installatin cannt be measured i.e. due t weather cnditins r malfunctin f the equipment, the ship identity data shall still be stred in the database. 7

8 7.2 Quality cntrl A prper quality cntrl shall be in place in rder t assure that pssible false indicatins f nncmpliance are eliminated. Each bservatin (dataset as described in sectin 7.3) shall be subject t a quality assurance prcedure, which at least takes the fllwing factrs int accunt: Metrlgical cnditins (wind directin/speed, precipitatin, humidity etc.) Interferences frm ther surces i.e. tw ships passing at the same time Pssible malfunctin f the measurement system Each bservatin shall (dataset as described in sectin 7.3) be marked in rder t indicate if the bservatin is cnsidered valid r nt (i.e. OK r nt OK ). 7.3 Final data set The final data set shall cntain the fllwing infrmatin: IMO number f the ship (AIS) MMSI number Calculated equivalent sulphur cntent f the fuel il in terms f percentage Time and date f the measurement (equipment) Psitin f the ship at the time f the measurement (AIS) Next prt f call (AIS) Natinality f the ship (AIS) Ship type (AIS) Ship length and width (AIS) Result f quality cntrl Data surce (airbrne r fixed platfrm) (equipment) If pssible the fllwing shuld be included in the final data set: Last prt f call Size (grss tnnage) Other types f infrmatin culd be included if cnsidered relevant by the tenderer. The Danish EPA shall have access t the database. 8

9 The tender must deliver a tl and sftware, which can generate reprts. It shall be pssible t apply filters t the table view and t cmbine a number f selected variables frm the final data set int a reprt. It shall be pssible t dwnlad the reprts in a frmat that can be exprted t Excel. A graphical presentatin f data culd be included but is nt cnsidered a prerequisite. A web based system is preferred. Alternatively data can als be exprted thrugh XML-exprt r thrugh a web service. Further, the Danish EPA shall receive a daily reprt by presenting all final data sets fr a calculated equivalent sulphur cntent f fuel il abve a certain threshld (t be specified) in a given time perid and which have passed the quality assurance prcedure. 11 Appendix 1: AIS Data Interface Descriptin Integratin with AIS can be dne in tw ways. The vendr must describe the use f integratin tgether with an IT slutin descriptin. Online AIS data flw (prxy access) Access is via a small prgramme, a Subscriber Prxy applicatin, which must be installed n yur cmputer. We prvide access nly t the data flw f raw AIS data. Yu yurself must acquire the necessary presentatin prgram fr shwing the data. This slutin cntains advanced pssibilities f filtering data, replay, access t cverage in certain areas, etc. The access is primarily intended fr the authrities and cmpanies with special needs. This type f access is a greater strain n the capacity f the Danish Maritime Authrity s AIS system than the web server types f access, which restricts the number f users. Cnsequently, it is assessed n an individual basis by applicatin whether there is a legitimized need fr this access. Furthermre, we make requirements n the use f the data prvided. In general, data must nt be passed n t third parties withut written cnsent. It is pssible t use an pen surce sftware library Receiver slutin - radi cmmunicatin equipment fr decding AIS data.
