Chief Fire Officer The Chief Fire Officer has a statutory duty, on behalf of the Nottinghamshire and City of Nottingham Combined Fire Authority, to Advise and support the Nottinghamshire and City of Nottingham Fire Authority in ensuring that it achieves its strategic aims and plans of the Fire Authority for the protection of communities and people it services Be responsible for discharging, on behalf of the Fire Authority, the requirements placed upon it by the Fire Services Acts 1947, 1959 and 2004 and other appropriate legislation, as determined by the Fire Authority. Strategic Directors The Strategic Directors have budgetary and staffing responsibilities for the following areas. Specific Duties, and Responsibilities 1. To attend and take command of operational incidents appropriate to the post. 2. To advise the Nottinghamshire and City of Nottingham Fire Authority on its duties and obligations as the Fire Authority for Nottinghamshire and the City of Nottingham. 3. To advise the Fire Authority on the needs of the communities and the people it serves for protection from fire and from other hazards where its services may be needed in the public interest. 4. To advise the Fire Authority of any relevant events, pressures or other matters within the wider environment in which it functions and which may have implications for it or the Fire & Rescue Service. 5. To prepare policy options for the Fire Authority to allow it to develop new and improved services to the public, In particular, to prepare options which add value through joint working with other agencies including Government Departments, Local Government, Community Based Organisations and Business, etc. 6. To prepare strategic and other plans for the Fire Authority within its policies for the protection of the communities it serves and in addition for the maintenance and development of the Fire & Rescue Service. 7. To provide effective management structures and processes to ensure key service aims and objectives are progressed as planned, monitored and reviewed as necessary. 8. To provide leadership and command of the Nottinghamshire Fire & Rescue Service ensuring its effectiveness and efficiency within the policies of the Fire Authority.

To ensure, in association with the Treasurer and the Clerk to the Authority, that the financial and formal administrative affairs of the Authority are properly carried out within the terms of the Authority s Financial Regulations and Standing Orders and any appropriate legislation. 12. 8 NOTTINGHAMSHIRE FIRE & RESCUE SERVICE JOB DESCRIPTION Post: Grade: Deputy Chief Fire Officer 82.5% of Chief Fire Officer salary Post Number: 0002 Conditions of Service: Responsible to: NJC for Principal Fire Officers of Local Authorities Fire Brigades Chief Fire Officer General Description of Post The generic role of Deputy Chief Fire Officer is set out in the role map for Brigade Manager. Specifically the Deputy Chief Fire Officer is directly responsible to the Chief Fire Officer for management of the strategic programme and operational aspects of the Fire Service. He/she will be a principal advisor to the Chief Fire Officer and will take the lead in delivering the service to the communities of Nottinghamshire and be directly responsible for maintaining the performance of the service in this area. Specific duties and responsibilities 1. To provide Gold operational cover as part of the Principal Officer group, and attend and take control of operational incidents as appropriate. 2. To maintain basic operational competencies as part of the Service s business continuity arrangements. 3. To support the Chief Fire Officer in the delivery of the service on a day to day basis. 4. To act as line manager for the Principal Officer team in respect of PDR, discipline and grievance matters. 5. To act as a member of the Strategic Management Team, establishing corporate direction and allocation of resources across the Service to meet corporate objectives 6. To develop and set the operational delivery strategy and ensure that the Services operational competence requirements are maintained, and that any development needs are identified and addressed. 7. Specifically the ACFO will be responsible for a directorate of the service and will report to the DCFO with regard to the performance of the department. They will be responsible for all aspects of delivery within their respective remit and be accountable for the implementation of corporate strategy within that function. 14 Nottinghamshire Fire & Rescue Service JOB DESCRIPTION Post : Grade : Assistant Chief Officer Director of Finance and Resources 65% of Chief Fire Officer s salary Post Ref : 0210 Conditions of Service : Responsible to : Responsible for : Joint Negotiating Committee for Chief Officers of Local Authorities Chief Fire Officer Staff and functions associated with Finance and Resources General Description of Post As Director of Service the post-holder will be directly responsible to the CFO for the delivery of the strategic objectives relating to the span of function control for the departments of Finance, Procurement, ICT, Engineering and Estates management. The post-holder will contribute to the development and implementation of the corporate strategy manifested in the Service s Plan, and will be responsible for continuous and tangible improvements in service outcomes within their management remit. The post-holder will need to be available for response as part of the Service s strategic business continuity arrangements. General Duties and Responsibilities In support of the CFO, advise the Nottinghamshire and City of Nottingham Fire and Rescue Authority on its duties and obligations and report on matters affecting their management responsibility. 1. Act in accordance with, and uphold the policies of Nottinghamshire Fire and Rescue Service. 2. Support the CFO in the achievement of National Standards in accordance with internal and external audit processes. 3. To act within the Strategic Management Team as a key contributor and member, contributing to the allocation of resources to meet corporate objectives. 4. Through effective business planning provide clear and unambiguous leadership as a Director of Service and take responsibility for managing performance in the short and long term. 5. To assist and guide others in the formulation of policies and procedures for the continuous improvement of performance and organisational development of the Service. 6. To participate in negotiations with the representative bodies through appropriate forums or mechanisms.

15 7. To represent the Service at meetings at a local, regional and national level where matters relating to the Fire and Rescue Service and its partners are relevant. 8. To act as the Chair on disciplinary, capability and grievance issues as required. 9. To attend meetings of the Fire Authority in support of or as representative of the CFO, giving advice to Elected Members as appropriate. 10. To oversee the development of all staff within their function through the annual personal development review process. Specific Duties and Responsibilities 15. The post-holder will have responsibility to act as agent of the Authority Treasurer, in so far as this officer has delegated responsibilities under Section 151 and Section 114 of the Local Government Act The extent of this delegation is set out in the Key Financial Principles and Delegation Profiles document. 16. Monitoring the Authority s compliance with the provisions of the Local Government Finance Act 1972, the Accounts and Audit Regulations 1996 (now 2003) and all other relevant legislation and statutory instruments being in force from time to time. Any potential breaches of statue or other legislation should be reported to the Chief Fire Officer and Treasurer. 17. In consultation with the Treasurer, setting adequate standards and procedures for budgeting and accounting, and maintaining a framework of monitoring to ensure that these requirements are met. This shall include preparing, maintaining and ensuring compliance with appropriate Financial Regulations. This is a requirement under S112 of the Local Government Finance Act Ensuring the provision of strategic and technical support to the Authority on financial management issues. This will include: Financial monitoring and audit; Work related to the overall revenue and capital budgets; Negotiation and management of all external borrowing and lending. Advice on taxation or other technical matters; and guidance on business planning and other issues and long term financial implications of policy proposals. Financial risk management.

16 19. Ensuring the provision of a comprehensive management and financial accounting service in accordance with recognised national standards and the requirements of the Chief Fire Officer and Treasurer, to produce true and fair accounts which satisfy the external auditor. This will include budgeting, monitoring, advisory and accounting work; preparation of the Authority s Balance Sheet; leading on the development of a management accounting service; managing other specific projects; and all work in connection with the effective management of the Combined Fire Service fund. 20. Ensuring that the Authority maintains an efficient Payroll service. 21. Ensuring that procedures and systems are in place for the reconciliation of key feeder systems to the General Ledger and also that the Authority s bank accounts are appropriately managed. 14. Ensuring that safe and efficient arrangements are in place for protecting the assets of the Authority, collecting of all income due to the Authority, paying employees and creditors, provision of appropriate insurances, management of investments and cash flows and the provision of internal audit services. This will include negotiating with public and non-public sector providers, to secure best value for money and appropriate contract conditions. 15. Ensuring that there are adequate procedures and processes in place for goods and services to be secured which represent best value to the Authority. This will include all procurement, logistics and storage arrangements, estates management and ICT provision. 16. In consultation with the Treasurer, setting adequate standards and procedures for budgeting and accounting, and maintaining a framework of monitoring to ensure that these requirements are met. This shall include preparing, maintaining and ensuring compliance with appropriate Financial Regulations. 17. To be the responsible officer in respect of VAT and matters relating to taxation, as it relates to the Authority. 18. To act as the responsible person under the provisions of the Internal Disputes Resolution Process and deal with discretions under the Local Government Pension Scheme. 19. 20 JOB DESCRIPTION Post: Estates and Procurement Manager Grade: 9 Post Number: 0217 Conditions of Service : Responsible to : Responsible for: NJC for Local Government Services Head of Finance & Resources Supplies, Estates, Site Supervision and FEM Staff General Description of Post To develop and implement business plans and strategies for the Procurement and Estates functions in support of and in compliance with corporate policies, plans and objectives. Also to provide managerial support to the FEM Manager in terms of business planning, quality management and service development. The postholder has line management responsibilities for FEM, HQ Stores and Site Supervision, and provides principle management and all departments with professional guidance and support in respect of procurement and estates management activities Specific Duties 1. The post holder will specifically manage the finance function and ensure the delivery of a professional financial service to the Fire Authority, ensuring compliance with all Local Government financial and other related legislation and such regulations and guidance that are issued by the department of Communities and Local Government, CIPFA and the Audit Commission. The post holder will be required to make extensive use of microcomputer systems and the Kypera Finance system. This post is within the Finance Department. The Finance Department contributes to the corporate objectives of the organisation by ensuring that the Service is managed on a sound business foundation and that employees are supported in carrying out activities which have financial implications. Specific Duties 1. To deputise for the Head of Finance and Resources in respect of departmental matters and attend Strategic Management Team, Fire Authority meetings and regional meetings as required. 2. To be responsible for the development and implementation of an annual Service Plan and detailed work programme for the Finance Function. 3. To be responsible for establishing, monitoring and meeting relevant performance indicators and standards. 4. To participate as a member of the Performance and Co-ordination Team to ensure the achievement of corporate objectives. 5. To directly manage staff within the Finance Section including the assessment of their development needs. To oversee the maintenance of the Fire Authority s ledger, capital and revenue budgets such that all approved amendments, virements, variations and allocations from contingency are authorised and implemented through both the budget working papers system and the main financial information system. 12. To oversee work in developing the areas of value for money, efficiency and financial performance measurement. 13. To prepare reports to Fire Authority Committees and the Strategic Management Team on financial and other matters as required. 14. To ensure that the financial implications section of all committee reports are completed and submitted to the Head of Finance and Resources for approval. 15. To represent the Fire Authority on user groups, regional and national working groups and other bodies as required. 16. To take an active role in conjunction with the Systems Accountant and the Senior Accountant in the development of financial systems and management information systems in support of corporate initiatives such as budgetary devolvement. 17. To advise and guide both line and budget managers on financial matters with particular emphasis on devolved financial initiatives. 18. To undertake ad-hoc costing exercises, cost benefit analyses and other projects as required. 19. To apply and give advice on financial practices in accordance with financial regulations and standing orders etc. and respond to enquiries and returns from the department for Communities and Local Government, the general public and other stakeholders. 20. To work in conjunction with the Senior Accountancy Assistant, to authorise the proposals for active cash management, investment, borrowing and other Treasury Management functions.

To seek to continuously develop and improve the financial service offered to internal and external service users by a process of consultation and service development. 23. To continue to develop and support the systems of internal control and stewardship in conjunction with the Head of Finance and Resources. 25.
