1 JOB DESCRIPTION JOB TITLE: Transport Manager DEPARTMENT/FUNCTION: Health, Safety & Support Services BASE/AREA: Peninsula House, Exeter, Devon RESPONSIBLE TO: Health, Safety & Support Services Manager BAND/LEVEL: 4 1. JOB PURPOSE: To develop, co-ordinate and implement the Company's strategy for transport and fleet management, in line with the Company's business plan. To provide and maintain all aspects of the Company's car and commercial vehicle fleet to ensure that it meets all legislative and Health and Safety requirements as well as providing the level of service required by the user departments, at lowest overall cost. To be responsible for the Company s Goods Vehicle Operator s Licence, ensuring compliance of the HGV fleet. 2. IMMEDIATE STRUCTURE: Health, Safety & Support Services Manager Transport Manager 1 x Fleet & Compliance Controller 2 x Administrators (1 P/T)
2 3. CORE DUTIES & KEY RESPONSIBILITIES: Manage the preparation of Company business plans for Transport and manage the function to ensure that agreed standards and targets are achieved. Manage functional budgets to ensure that Revenue and Capital costs meet targets; reporting monthly on performance against targets. Maintain the Company's "O" licence ensuring zero prohibitions and nil prosecutions in relation to fleet management activities. Review the provision of fleet services support, undertaking benchmarking where appropriate to monitor current arrangement and deliver continuous improvement, liaising with senior management and cross functional groups where appropriate Lead the development of the Company Occupational Road Risk strategy to drive improvements in performance and mitigating risk. Ensure that individual duty of care responsibilities in relation to fleet operations are communicated to all company drivers and managers and enforced through training, briefings and monitoring. Provide support to staff throughout the Company with regard to vehicle and plant procurement, including the provision of advice in respect of specification issues. This is to take into consideration running costs, loading capacities as well as H & S and legislative requirements. Agree vehicle specifications and administer procurement to meet the financial and operational needs of the user departments. Provide supervision and guidance to administrative staff with respect to the ordering and expediting of new vehicles and plant. Support and manage the provision of cars to Company employees in line with HR policy. To include liaison with manufacturers and the dealer network to ensure support terms are in place. Manage the activity associated with the disposal of vehicles and plant, ensuring that best value is obtained. Undertake regional vendor negotiations and, in conjunction with the Fleet & Compliance Controller, monitor the performance of the service provider network ensuring that it is supporting the operational needs of the fleet. Maintain liaison with operational users in respect of concerns raised. Effectively manage agreements with suppliers & service providers to ensure levels of service, operating cost and improvement targets are met. Undertake an active role in development of the Transport Dashboard, which provides vital fleet performance to the business, and Intranet communications related to the transport activity. Provide system support and training within the section.
3 Develop and manage fleet systems to accurately reflect the status of the Company fleet. Work with the supplier/s and with internal systems to ensure accurate whole life cost analysis is provided for the company car choice list and that it is maintained on a monthly basis. Establish objectives and undertake performance measurement of staff to include identification of training needs Chair the Transport & Road Safety Working Group, ensuring that it has clear objectives and targets focused on fleet improvements throughout the Company. Support the Company's environmental policy through the development of appropriate targets within the Transport Business Plan Review, monitor and, if necessary, develop the manner in which the fleet is supplied and managed to ensure continuous operational and financial advantage. Manage the Transport training needs of the business ensuring that all training is available as required with specific reference to Driver CPC. Represent the business at key meetings such as with the FTA (Freight Transport Association) Utilities Working Group. 4. PERSON SPECIFICATION Category Requirements / Assessment Criteria Qualifications / Training Educated to graduate level or equivalent with a business studies background. Form CPC in National Road Haulage Form IMI qualification in vehicle maintenance and repair Form Full driving licence Form Experience Previous experience within the fleet management environment Computer literate with experience in the development and application of fleet management computer based systems including Microsoft packages and Intranet/Internet application. Comprehensive understanding of current transport legislation.
4 Strong communication skills with the maturity and knowledge to influence change and represent the section in discussion with a broad cross section of staff from senior managers to drivers. Experience in dealing with small and medium contractors and negotiating and implementing agreements. Experience in delivery of small projects from inception to completion including liaison with multiple stakeholders. Capable of managing a small team, with a flexible approach to priorities and capable of working on own initiative. Skills / Knowledge Knowledge of the water industry and regulatory periods Strong written and oral communication skills. The ability to work on initiative and manage priorities effectively to achieve sectional objectives. Effective influencing and negotiating skills. 5 Other Relevant Factors Budget Accountability Management and reporting responsibility for total company transport revenue budget of circa 4M per annum, including circa 0.8M per annum maintenance costs Responsibility for car and commercial capital budget of circa 1.5M per annum on average. Main Job Challenges Challenging traditional approaches to transport management and keeping abreast of best practice. Recommending change and convincing key personnel of the benefits of change. Ensuring the Company meets all legislative requirements relating to fleet management and O licence operations and ensuring the company and its employees meet their Duty of Care requirements related to fleet operations. Satisfying the levels of service required by a large and diverse customer base within the Company. Safeguarding the legal operation of the company through the provision of a fleet management team of expertise to include reference to changing transport/h & S legislation, vehicle specifications, driver responsibilities and carriage of goods. Managing framework agreements with a variety of suppliers for both vehicles and fleet support requirements.
