1 Bureau f Clean Water Overview Electrnic Discharge Mnitring Reprt (edmr) Data Reprting Website Instructins In 2007, the Pennsylvania Department f Envirnmental Prtectin (DEP) launched an electrnic reprting system fr use by Natinal Pllutant Discharge Eliminatin System (NPDES) and Water Quality Management (WQM) permittees t enable electrnic reprting f Discharge Mnitring Reprts (DMRs). DMRs cntain self-mnitring results submitted by permitted facilities. The edmr system is described n DEP s website. The edmr Data Reprting Website allws the public t search fr infrmatin frm the self-mnitring data submitted electrnically. Nte that nt all NPDES and WQM permittees are using the edmr system t submit DMRs. If the permittee exists in the Client drp-dwn list in the reprt, then the permittee is using the edmr system t submit DMRs and DMR data are available fr the permittee (althugh the amunt f data varies depending n when the permittee began using the edmr system). T btain DMR data that is nt reprted using the edmr system, interested parties may schedule a file review at DEP s reginal ffices t review paper DMRs. Search Functins The search functins n the edmr Data Reprting Website, shwn belw, give users varius ptins t search fr specific data. Search fields with drpdwn lists shwn as: value can be selected frm these drpdwn lists. are set t All by default. Only ne The Parameter search field with this arrw bx has the (Select All) checkbx checked by default. The user may select ne r mre specific parameters by unchecking the (Select All) checkbx first. When ne r mre checkbxes are checked, the search field will always shw the first item selected frm the list. When the item is t lng fr the field area, this search field is expandable by clicking and dragging the crner t allw fr easier viewing. Fr example:

2 T generate a reprt, the user must enter r select values fr the fllwing criteria: Mnitring Begin Date and Mnitring End Date These dates are the date that mnitring was cnducted and can be selected as a single date r as a range (begin and end dates). Enter bth dates by using the calendar functin r by manually entering dates in number frmat 5/1/2015 r 5/1/15. Fr example, t search fr mnitring data cnducted in 2014, the user wuld select r enter 01/01/2014 fr Mnitring Begin Date and 12/31/2014 fr Mnitring End Date. Users may refine a search fr mnitring data by selecting specific ptins as fllws: Regin T search fr mnitring data by facilities lcated within a specific DEP regin, change the default selectin frm All t ne f the fllwing: NCRO Nrthcentral Reginal Office (Bradfrd, Camern, Centre, Clearfield, Clintn, Clumbia, Lycming, Mntur, Nrthumberland, Ptter, Snyder, Sullivan, Tiga, and Unin Cunties) NERO Nrtheast Reginal Office (Carbn, Lackawanna, Lehigh, Luzerne, Mnre, Nrthamptn, Pike, Schuylkill, Susquehanna, Wayne, and Wyming Cunties) NWRO Nrthwest Reginal Office (Butler, Clarin, Crawfrd, Elk, Erie, Frest, Jeffersn, Lawrence, McKean, Mercer, Venang, and Warren Cunties) SCRO Suthcentral Reginal Office (Adams, Bedfrd, Berks, Blair, Cumberland, Dauphin, Franklin, Fultn, Huntingdn, Juniata, Lancaster, Lebann, Mifflin, Perry, and Yrk Cunties) SERO Sutheast Reginal Office (Bucks, Chester, Delaware, Mntgmery, and Philadelphia Cunties) SWRO Suthwest Reginal Office (Allegheny, Armstrng, Beaver, Cambria, Fayette, Greene, Indiana, Smerset, Washingtn, and Westmreland Cunties) Cunty T search fr mnitring data by facilities within a specific cunty, change the default selectin frm All t the apprpriate cunty.

3 Municipality T search fr mnitring data by facilities within a specific municipality, change the default selectin frm All t the apprpriate municipality. If a cunty is selected, nly the municipalities fr that cunty will be listed in the drp-dwn. Permit # T search fr mnitring data by NPDES r WQM permit number, uncheck the bx fr NULL and enter the permit number. This search will return edmr data nly fr the selected permit number. Otherwise, leave the NULL bx checked. This search will return edmr data fr all permits that meet all ther selected criteria. Client T search fr mnitring data based n the name f a specific client (permittee), change the default selectin frm All t the apprpriate client. Nte that if a client has multiple facilities that use the edmr system, all DMR data fr thse facilities will be displayed. Parameter By default, the parameter drp-dwn list has all parameters selected. T search fr mnitring data fr nly specific parameters, the user may click n the Select All bx t unselect all parameters, and then select just thse parameters f interest. Multiple parameters may be selected. When all criteria have been selected, click the View Reprt buttn n the upper right side f the screen t generate the reprt. The reprt may take several minutes t cmplete, depending n the amunt f data and ther variables such as netwrk perfrmance. If the reprt is blank upn cmpletin, there are n data t reprt based n the input selectins. The fllwing message will display: N data was fund using the criteria entered. Please revise yur chices and try again. Cnsider reevaluating the input selectins (fr example, if a specific Cunty was selected and a specific Permit # was entered, change the Cunty selectin t All ). The user des nt have t clear all ther selectins t mdify reprt criteria and generate a revised reprt. T generate a precise reprt, nly make ne r tw criteria selectins. If the results appear incmplete, reselect All and view the reprt again. If the reprt returns t many results, add ne criterin selectin at a time.

4 Upn lading, the reprt will be displayed beneath the search fields. The search criteria and the input selectins will be listed at the tp f the first page f the reprt. Fr example: Reprt Cntrls The fllwing cntrls are available t manage the reprt: Navigatin Bar Allws the user t navigate thrugh multiple pages f a reprt. Zm Allws the user t change the display size f the reprt within the brwser. Find Test in Reprt Tl Allws the user t search fr specific terms within the reprt. Exprt Allws the user t exprt the reprt int multiple file frmats. If the user intends t srt r filter the data, DEP recmmends using CSV. Clicking n any file frmat generates a ppup that asks whether the user wants t save r pen the file. Users can save the file t the lcatin f their chice. Nte: T save the CSV file, the Save as type must be changed frm the default Unicde Text t Excel Wrkbk s that the file will be saved as an Excel dcument.

5 Refresh Allws the user t refresh the reprt. Exprt t Data Feed Allws the user t pen r save the reprt in a data feed frmat (advanced). Interpreting the Reprt The reprt is rganized by Permit #. A title blck fr each permit # and facility returned by the input selectins cntains the fllwing infrmatin (as recrded in DEP s efacts data system): Permit # Client ID / Name Primary Facility ID / Name Majr Facility (Yes r N, a designatin based n EPA criteria) Regin Facility Address Cunty Municipality Latitude / Lngitude (f Primary Facility) The DMR data are presented under the fllwing clumn headings n a green backgrund, as shwn belw. An explanatin fr each clumn is prvided belw: Mnitring Perid Begin Date The date the mnitring perid began. Mnitring perids may be mnthly, quarterly, semiannually r annually (annual perids may be based n a calendar year r ther annual perid). An annual DMR based n calendar year 2013 will have a Mnitring Perid Begin Date f 1/1/2013. Mnitring Perid End Date The date the mnitring perid ended. The difference between the Mnitring Perid Begin Date and Mnitring Perid End Date reveals the required reprting frequency fr the specified parameters in the permit. DMR Received Date The date the DMR was submitted by the permittee in the edmr system. Mst NPDES permits require that DMRs are submitted n later than 28 days fllwing the Mnitring Perid End Date, except fr certain annual DMRs related t Chesapeake Bay dischargers. Discharge This clumn indicates whether a discharge ccurred during the mnitring perid selected, either Yes r N.

6 Outfall The designatin given t a pint surce discharge pint in the permit (typically a threedigit number). Mnitring Lcatin The descriptin f where the sample(s) fr parameter analysis were taken t cmply with the permit. The mst cmmn Mnitring Lcatin is Final Effluent, which typically represents the quality f effluent at the end f pipe. Other cmmn Mnitring Lcatins include: Ambient: Typically used when a permit requires mnitring within a stream, upstream frm a discharge pint. Intake / Influent: Typically used fr mnitring f raw water withdrawn frm surface waters. Effluent Net: Typically used fr the reprting f effluent data where credit is prvided (e.g., nutrient trading, industrial intake credits). Dwnstream Mnitring / Instream Mnitring Used when a permit requires mnitring within a stream. Raw Sewage Influent / Industrial Influent: Used fr mnitring f flws int a sewage r industrial treatment plant. Final Effluent Day 1 thru 15 / Final Effluent Day 16 thru End f Mnth: Final effluent data fr a partial mnth (typically used fr temperature r heat rejectin rate mnitring). CB Annual Effluent Net / CB Annual Final Effluent Used fr reprting annual mass lads f nutrients fr Chesapeake Bay reprting purpses. Effluent Net refers t Final Effluent that has been adjusted fr nutrient credits and ffsets. Internal Mnitring Pint: Used fr mnitring related t flws within a prcess, prir t discharge. Prir t Irrigatin / Prir t Reuse: Used fr WQM permits (land applicatin f sewage r industrial effluents). Parameter Name The name f the pllutant r measurement that is mnitred in accrdance with a permit. Nte that a parameter name may appear multiple times fr the same reprt (e.g., Ttal Nitrgen). Certain parameters are used twice nce t represent cncentratin results and nce t represent mass lad results. DMR Value The statistical values reprted t DEP n DMR reprts fr the specific parameter. Nte that DMR Value may include N Data Indicatr (NODI) Cdes. The acceptable NODI Cdes in the edmr system are as fllws: NODI Cdes Descriptin Used When: A General Permit Exemptin The General Permit has an exemptin frm mnitring (nt nrmally used). E FF N Sample Cllected r N Analysis Cnducted Other All samples r results were nt available due t analytical equipment failure r because sample cllectin was verlked r samples culd nt be cllected fr a parameter during the reprting perid. If there is any reasn fr the absence f data that is nt cvered by anther NODI Cde.

7 GG Cnditinal Mnitring Nt Required If the permit requires sample cllectin and analysis nly under certain cnditins and thse cnditins were nt met during the reprting perid. Permit Limit The Limit specified in the permit that crrespnds t the DMR Value. Units The units f measurement assciated with the DMR Value and Permit Limit. Statistical Base Cde The type f statistic reprted. Parameters may have DMR Values fr multiple Statistical Base Cdes. Fr example, a permit may require the reprting f Ttal Cpper in terms f Average Mnthly and Daily Maximum.
