1 Child Care Resource Center (CCRC) Since 1976, CCRC s mission has been guided by the belief that our social and economic future depends on the quality of a young child s experiences. CCRC serves over 35,000 children and families each month in Northern Los Angeles and San Bernardino Counties. The scope of our programs includes Subsidized Child Care, a Resource and Referral Network, Head Start and Early Head Start, Book, Toy and Resource Library and our Family Child Care Home Education Network. We are looking for a Monitoring Compliance Manager with a proven track record of leadership experience providing program compliance for federally mandated programs preferably Head Start. You could play a key role in guaranteeing that success continues by using your skills to ensure our Head Start Grantees and Programs are meeting or exceeding program standards. General Summary: Oversees the monitoring of program areas to ensure efficient operation; prepares routine and comprehensive assessment reports; implements procedures for continuous monitoring of the Grantee Head Start, Early Head Start program and the third party contractor operations; supervises support Program Monitors and support staff; monitors the areas of Management Systems, Program Governance and Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA); coordinates, plans, oversees and coordinates the annual Self-Assessment and reporting in accordance with Head Start Performance Standards and Board of Director and Policy Council policies and procedures; and performs all other related duties. To be successful, you will need: REQUIRED MINIMUM TRAINING, EDUCATION AND LICENSING: Bachelor s degree from an accredited college or university with major coursework in early childhood development, education, human development, family development, social services

2 or a related field. A Master's degree is desirable. REQUIRED MINIMUM PRIOR WORK EXPERIENCE: Three years of job related experience with demonstrated competence in managing mandates for grant-funded programs. Prior experience in a Head Start or Early Head Start Program as a Director, Service Area Manager or Compliance Manager is preferred. REQUIRED MINIMUM SKILLS AND ABILITIES: Knowledge of community social services agencies; knowledge of federal, state and local regulations as they apply to grant funded program mandates; knowledge of the principles and practices of organization, management, supervision and training; ability to relate effectively with governing bodies, parents, community and agency representatives; Ability to conduct a comprehensive planning process, monitoring and assessing program implementation and evaluation of program outcomes/results; Skill in collecting, assembling, and analyzing data, preparing complex reports, and monitoring (tracking) progress; Skill in budget preparation; Ability to administer programs as well as coordinate functions and activities between the Head Start Program or Early Head Start Program and outside agencies; and skill in adapting style to divergent situations. Valid California Driver s License, reliable vehicle, automobile insurance and a clean driving record required. Criminal Records (e.g. Livescan Fingerprinting), Child Abuse Index, Sexual Offender Registry, Health and Tuberculosis (TB) test clearances required. LANGUAGE SKILLS: Ability to work effectively and collaboratively with other departments, agencies and individuals. Ability to read, analyze and interpret periodicals and professional journals. Ability to write reports, business correspondence and procedure manuals. Ability to communicating orally and in writing, with large and small group audiences and effectively present information and respond to questions from groups of educators, customers and the general public. Ability to facilitate effective group process. Ability to speak, read and write a language other than English is preferred; TECHNICAL SKILLS: Demonstrated proficiency in the use of a personal computer (PC) or MAC in a networked environment to utilize the Internet and other electronic communications mechanisms such as , conferencing, bulletin boards, etc. Excellent knowledge of productivity applications such as Microsoft Office (word processing, spreadsheets, database and presentation software) and other technology to support efficient and effective office operation is required.

3 Ability to read and interpret general business periodicals, professional journals, technical procedures, governmental regulations and forms. Ability to integrate technology into the everyday work flow is necessary. Ability to implement new technologies. MATHEMATICAL SKILLS: Ability to apply the concepts of basic math, algebra and geometry consistent with the duties of this position. INTERPERSONAL SKILLS: Ability to perform outreach and gain the cooperation and confidence of those contacted in the course of work. Ability to work independently with management guidance. Possess excellent customer service and communication skills with a clientcentered focus. Ability to build rapport with others and to serve diverse publics. Ability to initiative, work well with others as a collaborative team member and exhibit good communication skills. Ability to work effectively and collaboratively with other departments, agencies and individuals. Show ability to have flexibility, maturity of judgment, and ability to work collegially. Must have strong organizational and leadership skills. Respect each individual, child, and family. Guide supervisees to a vision-centered action approach and upholding the values and principles of the organization. Experience working with families and young children. Ability to maintain cooperative, diplomatic working relationships with coworkers, supervisors, families, and the community to work as part of a team, and collaborate with colleagues. Keys areas of responsibility include the ability to: PROGRAM MONITORING Develops and implements procedures for continuous monitoring of Early Head Start and Head Start operations to ensure that these operations effectively implement Federal regulations; provides leadership with program managers of each performance standard area to ensure that any findings requiring correction are completed within specified timelines and the performance standard area is returned to full compliance; monitors the areas of Management Systems, Program Governance and Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA); assists the Director in assigning responsible staff for addressing compliance issues; assists in the development of corrective action plans and monitor their implementation; designs a conflict resolution process to be used when there is non-agreement between members of the team; and interprets and applies Federal and state regulations and statutes, and policies appropriate to program activities;

4 PROGRAM DEVELOPMENT/TRAINING Provides for the training necessary to conduct an annual quality self-assessment of each program performance standard area; provides training and technical assistance to staff and teams as necessary in the conducting of self-assessment or on-going monitoring process; maintains minutes and other forms of documentation to validate self-assessment training, planning and responsible team assignments; provides training on compliance issues related to program mandates including data management processes and systems. SUPERVISION Supervises, selects, trains, motivates, assigns work to and evaluates the work performance of monitoring team, consultants and support staff. PROGRAM SELF ASSESSMENT/MONITORING DATA MANAGEMENT Plans, develops and implements and conducts an on-going monitoring and selfassessment program; provides leadership in the step by step process of implementing the self-assessment/monitoring process in accordance with 45 CFR (d)(1)(viii) and (I)(1); develops self-assessment instruments in accordance with performance standard and Federal guidelines; analyzes and interprets self-assessment/monitoring results; informs program management of non-compliance issues and develops strategic plan to address areas of non-compliance; prepares self-assessment finding(s) report for the Head Start Director, governing bodies and other management staff; oversees the compilation of the Program Information Report (PIR) to include teaching staff requirements; coordinates or participates in regular site visits to review files, validating PIR information; establishes and maintains data management processes and systems including specialized procedures for disabilities services; and prepares routine and comprehensive reports as necessary. RELATED ACTIVITIES Participates in writing the grant plan of action in conjunction with the Director, management staff, Board of Directors, Policy Council, parents and staff; monitors self-assessment budget; compiles Head Start and Early Head Start program and budget information for community annual program reports as assigned; and performs all other related duties. DECISION-MAKING AND PROBLEM SOLVING Develops and implements shortterm plans in own program/department; requires frequent exercise of discretionary judgment and specialized knowledge in interpreting and applying policies; situations are varied and moderately complex; and participates in program decisions that frequently have major impact on the program and/or its clients.
